The GOUNI Public Administration cut-off mark is 150 in the UTME. Godfrey Okoye University, Enugu, lists 150 as the 2026/2027 minimum JAMB score for “other programmes”, which covers Public Administration. That equals JAMB’s national minimum for universities, and the GOUNI form for the course is free.
2027/2028 update: GOUNI cut-off marks usually stay the same from one year to the next, so the figures on this page are what 2027/2028 candidates should plan with. They come from the latest official notice (2026/2027). If the 2027/2028 notice changes anything, we will update this page.
Register the course on JAMB as Public Administration, the exact name on JAMB’s list for GOUNI. GOUNI runs it as a straight B.Sc. Public Administration in the Faculty of Management and Social Sciences, without the “and Local Government” ending you see at UNN. Public Administration was among the GOUNI programmes reported to have full NUC accreditation in 2021, and that cycle is now due for renewal, which I cover further down.
Below you will find the official figure, a target score, the subject rules (where Economics and Government both matter), GOUNI’s online admission process with worked examples, and what the course covers, including its field trips around Enugu.

Is 150 enough for Public Administration at GOUNI?
Yes. GOUNI’s 2026/2027 list puts every course at 150 except Medicine and Surgery (200), Law (200) and Nursing (180). AbsTechConnect repeated the same figures on 24 May 2026; it is a blog, so I treat the GOUNI page as the source.
GOUNI publishes no departmental cut-off or merit list. I would expect Public Administration to draw fewer applicants than Accounting or Mass Communication, so in my judgement a 150 candidate with Mathematics and Economics or Government credits stands a good chance if the application goes in early.

How GOUNI compares for Public Administration in Enugu
| Institution | Course | 2026/2027 figure |
|---|---|---|
| Godfrey Okoye University (GOUNI) | B.Sc. Public Administration | 150 |
| University of Nigeria, Nsukka (UNN) | B.Sc. Public Administration and Local Government | 160 to apply for screening |
UNN’s figure is from its screening notice of 13 July 2026; our UNN Public Administration and Local Government guide has the details. If your score is below 150, a polytechnic ND is the other road into the field. Our OSISATECH Public Administration guide covers one such route, and GOUNI’s curriculum accepts an upper credit OND for Direct Entry later.
Safe target score for GOUNI Public Administration (my advice)
| Your UTME score | My read for GOUNI Public Administration |
|---|---|
| Below 150 | Not eligible at any Nigerian university in 2026/2027 |
| 150 to 164 | Eligible; a good chance with the right O’level |
| 165 to 189 | Comfortable |
| 190 and above | Strong, and it keeps public universities open to you |
For the 2027 UTME I would aim for 165 or more. That clears UNN’s 160 as well as GOUNI’s 150, so you can put a public university first and still have GOUNI as a realistic fallback. GOUNI has no catchment or state quota.
UTME subject combination and O’level for GOUNI Public Administration
| Requirement | Public Administration at GOUNI |
|---|---|
| UTME subjects (JAMB rule, Myschool reprint) | Use of English, Mathematics, Economics and any other Social Science subject |
| GOUNI UTME remark | None |
| O’level (JAMB rule) | Five credits including English Language, Mathematics, Economics and two other relevant subjects |
| GOUNI O’level remark in the brochure | Five credits in not more than two sittings including English, Mathematics and Economics; for Public Administration, English, Mathematics, Government or History or Commerce, plus two other subjects |
| GOUNI’s own curriculum (Sept 2023) | Five credits including English, Mathematics, Government or Civic Education or History, Economics and another Social Science or Arts subject, in not more than two sittings |
| GOUNI form page (all courses) | Five credits including English and Mathematics |
| JUPEB combination at GOUNI | Economics, Literature in English and Government |
Which UTME subjects should you write?
Myschool’s reprint of the brochure gives the base line as Mathematics, Economics and one other Social Science subject. That page also carries remarks for Business Administration, Marketing and Insurance, so it looks like a shared entry and not a page written only for Public Administration. Other universities on the same page ask for Government instead (UNIBEN, LASU, UNIABUJA and Bayero all name it).
The combination that fits every version is English, Mathematics, Economics and Government. It matches JAMB’s base line with Government as the third subject, it lines up with GOUNI’s curriculum, and it keeps UNN’s Public Administration and Local Government open too. I would not write Literature or CRS in place of Mathematics, even though GOUNI’s JUPEB combination includes Literature: the UTME rule is stricter than the JUPEB one.
The O’level: Mathematics, Economics and Government
GOUNI’s documents differ slightly. The brochure remark lets Government, History or Commerce stand in for the third subject for Public Administration, while the curriculum names both Economics and Government (or Civic Education or History). Plan for the stricter one: credits in English, Mathematics, Economics and Government, plus one more Social Science or Arts subject such as Commerce, Geography, CRS or Literature. Two sittings are allowed under both GOUNI sources.
Direct Entry into Public Administration at GOUNI
| Source | What it says about Direct Entry |
|---|---|
| JAMB brochure (base rule) | Two A-level passes including Economics |
| GOUNI curriculum (Sept 2023) | The O’level requirements, plus at least two A-level papers at grade B or better in relevant subjects; or an OND in a relevant discipline at upper credit; or an HND in a relevant discipline at lower credit |
| GOUNI admission form page | Apply with the current JAMB Direct Entry form |
This is one of the clearer Direct Entry rules at GOUNI. An OND in Public Administration at upper credit, or an HND at lower credit, should qualify you, provided your O’level matches the five credits above. The curriculum also lists inter-university transfer as an entry mode; GOUNI’s form page sets the transfer bar at a CGPA of 2.5 out of 4 or 4.0 out of 5. Direct Entry students spend three academic sessions (six semesters).

Worked examples for Public Administration applicants
Without a published aggregate formula, the check is your UTME score against 150 and your O’level against GOUNI’s credits.
Somtochukwu scored 158 in English, Mathematics, Economics and Government. He chose UNN first. His NECO has C4 in English Language, C6 in Mathematics, B3 in Economics, B2 in Government and C5 in Commerce, from one sitting.
- UNN: 158 is below UNN’s 160 screening mark, so UNN will not screen him.
- GOUNI eligibility: 158 minus 150 = 8. He clears GOUNI’s minimum.
- O’level check: credits in English, Mathematics, Economics, Government and Commerce. That satisfies the brochure remark and the curriculum.
- What I would advise: change institution to GOUNI on JAMB, fill the free form now, and accept on CAPS as soon as the offer shows.
Nneka scored 171 in English, Government, Literature and CRS. Her O’level is solid, with credits in Mathematics and Government. Her UTME has no Mathematics or Economics, which JAMB’s base line for Public Administration names. A JAMB subject mismatch is something GOUNI cannot waive on its own. I would point her to GOUNI Political Science or GOUNI Sociology, which take Government plus Arts or Social Science subjects, or to a JAMB change of course if she prefers one of those.
How to apply for Public Administration at GOUNI
- Get your JAMB profile code: text NIN, a space and your 11-digit NIN to 55019 or 66019 from the phone line linked to your NIN.
- Register the right course: pick Godfrey Okoye University and the course exactly as JAMB lists it, Public Administration, with the correct UTME subjects.
- Fix your choice if needed: GOUNI says candidates who did not choose it first must do a JAMB change of institution to GOUNI. Our change of institution guide walks you through it.
- Upload your O’level to CAPS: do this at a JAMB-accredited centre, and check that every grade shows correctly on your e-Facility profile.
- Fill GOUNI’s online form: open the Fill Admission Form page on gouni.edu.ng and apply for Public Administration. Use an e-mail address you check daily, because the decision comes by e-mail.
- Form fee: free for Public Administration. Anyone who charges you for this form is not GOUNI.
- Wait for the e-mail: GOUNI says it replies within three working days of submission.
- Accept on CAPS: log in at efacility.jamb.gov.ng, open Check Admission Status, then Access my CAPS, and accept the offer. Our JAMB CAPS guide explains each status.
- Pay fees the right way: after an offer, GOUNI asks students outside Medicine, Nursing and Law to pay acceptance, tuition, ICT and other fees. Use only GOUNI’s official online platform.
Warning
GOUNI tells applicants to pay only through the university’s official online payment platform and says money paid into a personal account is at the payer’s own risk. Nobody can sell you a GOUNI admission slot. Every genuine offer shows on JAMB CAPS.
For the 2026/2027 cycle, JAMB set 30 November 2026 as the admission deadline for private universities, and GOUNI repeated that date in its news post of 12 May 2026. That window runs until 30 November 2026. JAMB has not announced the 2027/2028 dates yet; they normally come after the UTME, so 2027 candidates should watch for them then.
Studying Public Administration at GOUNI
GOUNI’s B.Sc. Public Administration curriculum (September 2023) runs four academic sessions (eight semesters) for UTME entrants. Students who do not finish in time may take up to an extra 50 percent of the programme length. The level totals are 31, 37, 30 and 32 credit units, 130 in all, and the stated philosophy is better service delivery, public and private partnership, and accountability in government.
What you study, level by level
| Level | Examples of courses in GOUNI’s curriculum |
|---|---|
| 100 | Elements of Public Administration, Principles of Management, Basic Mathematics, Introduction to Computer, Principles of Project Management, Principles and Practice of Government |
| 200 | Introduction to Public Administration, Office Administration, Nigerian Government and Administration, Rural and Community Development, Auditing and Public Administration, Land Administration in Nigeria |
| 300 | Administrative Theory, Public Personnel Administration, Research Methods, Comparative Local Government, Public Finance, Administrative Law, E-governance, Intergovernmental Relations |
| 400 | Theory and Practice of Planning, Public Policy Analysis, Public Finance Administration, Public Service Ethics and Accountability, Public Enterprises Management, Research Project, Labour Administration in Nigeria |
GOUNI’s own GOU-PAD courses lean on local institutions, with field visits built in. Introduction to Market Administration (an elective) includes a trip to Ogbete Main Market in Enugu. Sports Administration in Nigeria takes students to stadia in the South East. Administration of Development Centres in Nigeria visits centres across the five South East states, and Town Union and Rural Development sends students to communities in Enugu East LGA to assess town union projects. Other GOU-PAD courses include Government and Igbo Apprenticeship, African Traditional Institutions, Community Policing and Internal Security, and Administrative Reform I and II.
The curriculum does not include SIWES. The Basic Mathematics, Public Finance and Auditing courses are the reason GOUNI insists on a Mathematics credit.
Accreditation
Myschool reported on 9 August 2021 that Public Administration was among 13 GOUNI programmes awarded full NUC accreditation. Full accreditation usually runs for five years, so the programme is now due for re-accreditation. I found no newer NUC result: NUC’s online results PDF stops before universities starting with G, and no NUC report page for GOUNI Public Administration appeared in searches. GOUNI’s accreditation page says all its programmes are NUC accredited, without dates. Confirm the current status with GOUNI admissions in writing before you pay acceptance.
Careers after Public Administration
Graduates work in federal, state and local government ministries and agencies, local government councils, the civil service commissions, NGOs, and the administrative side of hospitals, schools and companies. Some go on to a master’s in public administration or public policy.

Mistakes Public Administration applicants make at GOUNI
- No Mathematics or Economics in the UTME: JAMB’s base line for the course names both.
- A Mathematics pass instead of a credit: GOUNI wants a credit.
- No Government credit: GOUNI’s curriculum asks for Government, Civic Education or History.
- Leaving GOUNI as second choice: GOUNI asks for a change of institution.
- O’level missing on CAPS: JAMB cannot process the admission without it.
