UNN Cut-Off Mark for Public Administration and Local Government (PALG) 2027/2028: Requirements and Screening

UNN needs 160 in the UTME to screen for Public Administration and Local Government in 2027/2028 and has published no departmental cut-off. See the Government or History rule, the Mathematics credit, three-year Direct Entry, an aggregate example and the score to aim for.

The UNN cut off mark for Public Administration and Local Government (PALG) for 2026/2027 is 160 in the UTME, the minimum the University of Nigeria, Nsukka set in its 13 July 2026 screening notice for candidates who chose UNN first. UNN has not published a departmental merit or catchment cut-off for PALG for 2026/2027 or 2025/2026. A precise “official PALG cut-off” online did not come from UNN.

2027/2028 update: UNN cut-off marks usually stay the same from one year to the next, so the figures on this page are what 2027/2028 candidates should plan with. They come from the latest official notice (2026/2027). If the 2027/2028 notice changes anything, we will update this page.

You will also see 200. That is the minimum UNN declared at the JAMB 2026 policy meeting, reported on 11 May 2026. UNN accepts screening applications from 160, its declared benchmark was 200, and PALG admits above both. This guide sets out the Government or History rule, the Mathematics credit UNN asks for, the three-year Direct Entry routes, how screening worked, an aggregate example, merit and catchment, and the score I would aim for.

The 160 decides who can be screened. The departmental cut-off is the lowest score actually admitted into PALG after ranking, and UNN does not announce it. The target score later on is my advice, labelled as such.

Only the figures below trace back to UNN or JAMB. None of them is specific to PALG.

One education blog lists PALG at UNN as about 210 to 225 for “2025/2026”. The page calls its own numbers estimates based on trends and does not say whether they are UTME scores or aggregates, so treat it as an unofficial estimate. I mention it only because you will run into it when you search.

One official figure from 2025/2026 is still useful. When UNN advertised unfilled places in October 2025 (its “advert” or shopping window), the list counted vacancies, not scores. Combined Social Sciences had 140 unfilled places on that list. A vacancy count is not a cut-off, but a programme with that many empty seats was clearly not oversubscribed that year, which is worth knowing if you are looking for a fallback inside the faculty.

UTME subject combination and O’level for PALG at UNN

The general JAMB brochure entry for Public Administration and Local Government asks for Mathematics, Economics and another Social Science subject. UNN has its own remark, and it is different: Government or History plus two other subjects from the Social Sciences or Arts. UNN’s Faculty of Social Sciences page says the same thing.

RequirementPALG at UNN
UTME subjectsUse of English, Government or History, plus two other Social Science or Arts subjects (Economics, CRS, Literature in English, Geography and similar)
O’level (UNN remark)UNN’s general requirements plus credits in English Language, Government or History, and Mathematics
Faculty general ruleFive credits including English and a science subject, in not more than two sittings
Direct Entry (three-year)Two A’level passes in listed subjects, an OND, a UNN diploma or an HND (details below)
WaiverGovernment is not required for three-year Direct Entry candidates
Minimum UTME to apply160, with UNN as first choice

PALG is stricter than Sociology or Social Work on two points. Government or History must be one of your UTME subjects, and Mathematics must be a credit in O’level, not just a pass. A candidate with C4 in Mathematics and C5 in Government is eligible. A candidate with D7 in Mathematics is not, however high the UTME score. Add a science credit (Biology is the usual one) to satisfy the faculty’s general rule and your five credits are covered.

Direct Entry into PALG (three-year programme)

UNN’s remark in the JAMB brochure and the faculty page list the same set of DE qualifications, each on top of the UTME requirements:

  • Two A’level passes (or equivalent) in Government, History, Economics, Business Management, Accounting or Geography
  • An OND in Law, Secretarial Studies or an equivalent course from a recognised institution (the faculty page says at merit level)
  • UNN’s Diploma in Public Administration, or an HND from a recognised institution, at merit or lower credit level

DE candidates join at 200 level and spend three years. Note the waiver: Government is not a requirement for three-year DE candidates, which helps HND and OND holders who never took Government at school. Apply through JAMB Direct Entry and have A’level results verified by NIPEDS, as UNN’s 2026/2027 notice required.

UNN screening for 2027/2028: what PALG candidates had to do

UNN’s 2026/2027 notice of 13 July 2026 described an online screening registration. It gave no test date, no venue and no exam format, so as far as the official notice goes there was no written post-UTME paper for PALG. Anyone selling “2026/2027 UNN post-UTME questions” for this course is selling something the notice never mentioned.

The route was unn.edu.ng, then UNN Portal at the top right (unnportal.unn.edu.ng), then Prospective Students and the screening form. You entered your JAMB number, generated and paid the Remita invoice, came back to fill personal and O’level details (centre and exam numbers included), uploaded the documents, reviewed, submitted and printed the acknowledgement slip. Date of birth cannot be changed after you submit, so check it twice.

How UNN ranks PALG candidates (aggregate example)

UNN has not published its aggregate formula. Neither the 2026/2027 screening notice nor the 2025/2026 advert notice gives weights or grade points. The 2025/2026 advert notice did refer to a separate screening score with a 160 threshold, but it did not say how that score is worked out.

Several Nigerian education blogs describe the same method, and it is the one you will see most often: 60% of your UTME score plus 40% of an O’level score built from four relevant subjects, where A1 = 100, B2 = 90, B3 = 80, C4 = 70, C5 = 60 and C6 = 50. Treat the example below as an illustration of that blog method. It is not an official UNN formula.

StepWorking
UTME score240
O’level: English LanguageB3 = 80
O’level: GovernmentA1 = 100
O’level: MathematicsC4 = 70
O’level: EconomicsB3 = 80
O’level total (out of 400)330
60% of UTME240 × 0.6 = 144
40% of O’level330 × 0.4 = 132
Aggregate (out of 400)144 + 132 = 276

That PALG candidate reaches 276 out of 400. Government, as the core subject, does a lot of the work here: an A1 rather than a C5 is worth 16 points on this method, the same as about 27 UTME marks. The blog sources do not say exactly which four subjects UNN counts for PALG, so treat the numbers as an illustration.

Merit, catchment and ELDS for PALG at UNN

UNN is a federal university, so it admits under the federal guideline widely reported as 45% merit, 35% catchment and 20% educationally less developed states (ELDS). That is national policy. UNN has not published its own split for PALG or any other course.

  • Merit: the highest-ranked candidates from any state fill this list first, so it carries the highest cut-off.
  • Catchment: UNN has not published a catchment list. It is generally understood to be the South-East states; confirm on JAMB CAPS or with the UNN admissions office before you plan around it.
  • ELDS: a federal designation. UNN does not publish its own ELDS list, and I would ignore any blog that names states “for UNN”.
  • State of origin: what counts is the state on your JAMB profile, backed by the LGA identification letter UNN asks for at screening.

PALG draws many of the same candidates as Political Science, and some who miss Political Science are offered PALG instead. That makes the last admitted score harder to predict than in departments with fewer crossovers.

My advice (not a UNN figure): aim for 230 or more in the UTME with a strong Government grade for a comfortable chance on merit. If you are from a catchment state, a score around 210 to 225 with good grades is a realistic attempt. Under about 200, plan a second option such as Social Work or Philosophy, which accept the same UTME subjects.

Step by step: from JAMB profile to resuming for PALG at UNN

  1. Get or recover your JAMB profile code: text NIN, a space and your 11-digit NIN to 55019 or 66019 from the phone number linked to your NIN. JAMB replies with the profile code you need to register.
  2. Choose UNN first, and choose PALG by name: UNN screens only first-choice candidates. Getting the course right at registration saves you a change of course later.
  3. Upload your O’level to CAPS: your WAEC, NECO or NABTEB result must show on your JAMB profile. For 2026/2027 UNN wanted it on CAPS and on the UNN portal by 5 August 2026. An accredited CBT centre can do the CAPS upload for you.
  4. Register for UNN screening: when the notice comes out (it came on 13 July in 2026), fill the form on unnportal.unn.edu.ng, pay through Remita and print your slip.
  5. Watch CAPS: log in at efacility.jamb.gov.ng, choose Check Admission Status, then Access My CAPS and Admission Status. On a phone, switch the browser to desktop view.
  6. Accept or reject: read the course name before you click. If CAPS shows a Transfer Approval, UNN is offering you a course other than PALG, and you must respond to it first.
  7. Print the JAMB admission letter and pay acceptance: pay UNN’s acceptance fee on the UNN portal. Blogs report ₦25,000, but I found no official 2026/2027 figure, so go by the amount the portal shows you.
  8. Clearance: follow the faculty’s clearance instructions with your originals. Nobody can “secure” a UNN place for you on CAPS for a fee.

Do not stop at CAPS

Accepting on JAMB CAPS and paying UNN’s acceptance fee are two separate steps, and you need both. JAMB’s 2026 policy gives candidates four weeks to accept an offer on CAPS before it can be lost. Accept, print the admission letter, pay on the UNN portal and keep every receipt.

UNN’s homepage already lists 2026/2027 notices for its primary admission list, the Direct Entry list and lists for candidates with disabilities and foreign candidates, and Myschool reported on 25 October 2026 that the list can be checked on CAPS. Our JAMB CAPS guide explains each status message.

Studying Public Administration and Local Government at UNN

PALG is a department in the Faculty of Social Sciences at the Nsukka campus. The B.Sc. runs for four years for UTME entrants and three years for Direct Entry. The local government half of the name sets UNN’s programme apart from plain Public Administration degrees elsewhere: you study how Nigeria’s 774 local government areas are run and financed, as well as federal and state administration.

Expect courses in these areas (check the department’s handbook for UNN’s exact list):

  • Principles of public administration and organisation theory
  • Nigerian government, federalism and intergovernmental relations
  • Local government administration, finance and rural development
  • Public personnel management, public finance and budgeting
  • Public policy analysis, administrative law and development administration
  • Research methods and a final-year project

Common mistakes PALG applicants make

  • Writing Mathematics, Economics and another subject in the UTME: that follows the general brochure, but UNN wants Government or History in the combination.
  • A pass, not a credit, in Mathematics: UNN’s remark asks for an O’level credit.
  • No Science credit: the faculty’s general rule asks for one.
  • DE applicants assuming Government is needed: it is waived for three-year DE.
  • Choosing UNN second: UNN screens first-choice candidates only.

UNN cut off mark for Public Administration: frequently asked questions

Is 230 enough for Public Administration in UNN? Yes, it is a competitive score for PALG if your O’level grades are good, especially in Government and English. UNN has not published a departmental cut-off, so no score is guaranteed.

Is Mathematics compulsory for Public Administration in UNN? In O’level, yes: UNN’s remark requires credits in English, Government or History, and Mathematics. Mathematics is not required as a UTME subject at UNN.

Can I study Public Administration at UNN without Government? Through UTME you need Government or History, so History can replace Government. For three-year Direct Entry, Government is waived.

Can HND holders get Direct Entry into PALG at UNN? Yes. UNN lists an HND from a recognised institution at merit or lower credit level as one of the DE qualifications, along with UNN’s own Diploma in Public Administration.

Sources and updates

The 160 minimum, screening dates, fees, eligibility rules and portal steps come from the UNN Registrar’s notice 2026/2027 Screening Exercise for Admission of 13 July 2026. The 200 figure comes from Vanguard’s 11 May 2026 report of the JAMB policy meeting (via AllAfrica), and the national 150 minimum and four-week CAPS acceptance window from the News Agency of Nigeria report of the same day. The 2025/2026 figure of 160 and the vacancy count come from reprints of UNN’s October 2025 advert notice. The UNN remarks for PALG come from Myschool’s reprint of the JAMB brochure (Public Administration and Local Govt page), and the matching DE routes, Government waiver and five-credit rule come from the Faculty of Social Sciences admission requirements page. The 210 to 225 range is an unofficial blog estimate. The figure of 774 local government areas is Nigeria’s constitutional count. The 45/35/20 quota is national policy, not a UNN figure. The aggregate method is a blog method, not a published UNN formula, and the ₦25,000 acceptance fee is an unofficial report. Checked on 29 October 2026; this page will be updated if UNN publishes departmental cut-offs.
