Best Online MSN Programs for International Nurses 2027: Rankings, Tuition and Who Can Enrol

Best Online MSN Programs for International Nurses 2027: Rankings, Tuition and Who Can Enrol
18 top-ranked US online MSN programmes checked for international nurses: who can enrol from abroad, tuition per credit, and the NCLEX and licensure route for foreign-educated nurses.

Most of the best online MSN programs in the US are not open to international nurses who live abroad. Of the 18 ranked programmes we have reviewed, every one requires a US registered nurse (RN) licence, almost all want your clinical hours done at approved sites inside the United States, and none of them can give you an F-1 student visa, because US visa rules count very little online study toward a full-time load. Only Duke, CU Anschutz, Duquesne and UNMC leave any door open to nurses living outside the US, and each of those comes with strict conditions.

So the honest route for a nurse trained in Nigeria, Ghana, India or anywhere else is licence first, degree second: get your education evaluated, pass the NCLEX-RN, obtain a US state licence and the right to live there, and then enrol. This guide lists the 18 programmes from the U.S. News 2026 Best Online Master’s in Nursing Programs list, released on 27 January 2026, with what each says about nurses abroad and what it charges per credit. Each name links to our full guide, checked on the school’s own pages on 29 October 2026.

Visa warning

An online MSN cannot be your route to a US student visa. Ohio State, USC, ECU, Cincinnati, UTMB and the University of Maryland all say their online programmes do not qualify for F-1 status. If you need a visa to study in the US, look at on-campus programmes instead.

Can international nurses enrol in a US online MSN?

Our guides sort the 18 programmes into three answers:

  • Yes, if you already live and hold an RN licence in the US: every programme in this list accepts foreign-educated nurses who are licensed and living in an authorised US state, as long as they meet the other requirements. Your training country is not the barrier; your licence and residence are.
  • Conditional for nurses abroad: Duke says its distance-based MSN may be completed outside the US but only after the Director of Admissions for your programme confirms it, and its on-campus intensives would need a visa. CU Anschutz says its 100% online graduate options are open to people outside the US, though not its NP or midwifery tracks. Duquesne says non-NP tracks may be possible from abroad. UNMC lets you apply, but you cannot start clinical courses until you hold a licence in the state of clinical practice.
  • No: the rest. Ohio State and Cincinnati say plainly that people living outside the US cannot be admitted, USC limits internationally educated applicants to US citizens and permanent residents, Alabama admits only residents of approved states, and the others require a US licence and US clinical sites that make study from abroad impossible in practice.

Best online MSN programs ranked for international nurses

The table lists the programmes in rank order. The tuition column gives the per-credit rate, with resident and non-resident rates where a public university charges both. For a US-based nurse, the non-resident rate is usually the one that applies if you live in another state.

The price spread is wide. Alabama’s $480 a credit plus a $25 fee and Stony Brook’s $471 for New York residents sit at the low end. Duke’s $2,345 a credit is the highest, and Duquesne charges $1,918 before its discounts. Several public universities charge the same or nearly the same rate to everyone, including UMKC, Kent State and Auburn, which matters if you live outside their state.

Programmes with some opening for nurses outside the US

Duke University online MSN

Duke is ranked No. 2 (tied) and is the only top-five programme that does not rule out study from abroad. You must get the answer in writing from the Director of Admissions for your programme before applying. Duke’s international page lists the CGFNS credential evaluation and the CGFNS Qualifying Exam among the documents it wants, and says passing that exam is a prerequisite for sitting the North Carolina RN licensing exam. Its programmes include mandatory on-campus intensives, so plan for US travel.

CU Anschutz online MSN

CU Anschutz is ranked No. 12. Its fully online i-LEAD option is the one CU says is available to people living outside the US. Its NP and midwifery tracks need on-campus time, so you would need to relocate, and only the on-campus portion of a hybrid programme can support an F-1 visa.

Duquesne and UNMC

Duquesne’s executive leadership, education and forensic tracks may be taken from abroad, but it tells you to check whether your country regulates or taxes foreign online study and whether your nursing board recognises a US online degree. Its NP tracks need US clinical hours, campus residencies and US licensure. UNMC accepts applications from foreign citizens who can show the equivalent of a nursing bachelor’s degree, but clinical courses require an RN licence in each state where you practise.

The NCLEX and licensure route for Nigerian and other foreign-educated nurses

Because almost every programme starts from a US licence, the practical route for a nurse in Nigeria or elsewhere runs through the state boards of nursing. The steps our guides describe are:

  1. Choose a state board: licensing rules differ by state. If you have a target school, licensing in its state, or in a Nurse Licensure Compact state that covers it, keeps things simple. Nebraska and Maryland are compact states, according to our UNMC and Maryland guides.
  2. Have your nursing education evaluated: most boards want a credentials review of foreign nursing education, often through CGFNS, now called TruMerit. Duquesne requires TruMerit for nursing coursework, and Ohio State prefers it for transcript evaluation.
  3. Meet the board’s English rule: many boards accept IELTS, TOEFL or OET for internationally educated nurses, but the score each board wants differs.
  4. Pass the NCLEX-RN: you register through the state board you applied to. Our ECU guide notes that NCSBN lists international test centres.
  5. Secure the right to live in the US: an online MSN does not give you a visa. Our USC guide notes that for most nurses abroad this means an immigrant visa, often through a US employer.
  6. Gain US experience where required: many programmes ask for a year or more of RN experience. UNMC and UTMB both want a year of RN experience.
  7. Then apply to the MSN: with a licence in an authorised state, a course-by-course evaluation of your degree and the school’s English score, you are a normal applicant.

For schools that set their own English minimums for foreign-educated applicants, the bar varies. Our guides list IELTS 6.5 at UNMC, Kent State, UNCW, UTMB and UNC Charlotte, IELTS 7 at Cincinnati and the University of Maryland, and IELTS 7.5 at Duquesne.

What an online MSN does and does not give you

  • It gives you: a US master’s degree, preparation for advanced practice certification on NP tracks, and the flexibility to keep working while you study.
  • It does not give you: a student visa, a work permit, or a licence. You need all of these before the degree is useful in the US.
  • Clinicals still happen in person: NP tracks need supervised clinical hours at approved US sites, and several programmes, including Duke, Cincinnati, UTMB and Auburn, add campus visits or intensives.
  • State authorisation matters: even US residents can be blocked. Ohio State cannot admit residents of unauthorised states, ECU cannot operate in New York, Rush cannot offer online programmes in Louisiana or Tennessee, and Cincinnati excludes several states.

If you need a student visa: look at on-campus options

If you want to move to the US to study, the visa has to come from an on-campus programme. Our Ohio State guide points to its on-campus MSN as the visa route, and CU Anschutz says the F-1 covers the on-campus portion of its hybrid programmes. Our best US colleges for international students list covers undergraduate options, and our list of American scholarships for international students covers funding.

Common mistakes foreign-educated nurses make

  • Applying from abroad without a US licence: most programmes will reject the application or block clinicals.
  • Assuming online study brings a visa: it does not, and several schools say so on their pages.
  • Using the wrong evaluation service: boards and schools name the agencies they accept. Cincinnati wants WES for admission, while many boards want CGFNS (TruMerit) for licensure, so you may need both.
  • Ignoring your state: a programme can be open to one US state and closed to the next. Check the school’s state authorisation list before you pay a fee.
  • Forgetting costs outside tuition: credential reviews, NCLEX fees, licence fees, campus travel and clinical onboarding all add up.

FAQs on online MSN programs for international nurses

Can I do a US online MSN from Nigeria?

For most programmes, no. They require a US RN licence and US clinical sites. Duke, CU Anschutz (i-LEAD) and Duquesne (non-NP tracks) leave some room for study from abroad, but only under conditions you must confirm with the school first.

Does an online MSN qualify for an F-1 student visa?

No. Fully or mostly online programmes do not support F-1 status, and Ohio State, USC, ECU, Cincinnati, UTMB and the University of Maryland say so directly.

Do I need the NCLEX before applying for an online MSN in the US?

In practice, yes. Almost every programme needs an RN licence in your state of clinical practice before clinicals, and the NCLEX-RN is the exam that leads to that licence.

What is the cheapest top-ranked online MSN?

Among the 18 here, Stony Brook ($471 a credit for New York residents) and Alabama ($480 a credit plus a $25 fee) are the cheapest per credit. For out-of-state students, Kent State ($641) and Auburn ($607) are low-cost options.
