The University of South Carolina online MSN, offered by the College of Nursing in Columbia, is tied for No. 2 in the U.S. News 2026 Best Online Master’s in Nursing Programs. It is also one of the clearest programmes on the international question. USC’s FNP and PMHNP pages state that international applicants must be U.S. citizens or permanent residents, must hold a U.S. nursing licence in one of USC’s listed states, and that the programme does not meet F-1 visa requirements because it is primarily online.
So if you are a nurse living in Nigeria, Ghana, India or any other country on a temporary status, you cannot enrol in USC’s online MSN. If you trained abroad, have a green card or U.S. citizenship, and hold an RN licence in an approved state, you can. The University of South Carolina online MSN deadline for fall 2027 is 30 April 2027 (priority review 15 February 2027), and the summer 2027 final deadline is 1 March 2027. I checked these details on USC’s own pages on 29 October 2026.
University of South Carolina online MSN ranking
USC announced in January 2026 that its online master’s in nursing ranked No. 2 in the U.S. News 2026 Best Online Master’s in Nursing Programs. Duke also reports No. 2, so the two share the spot, behind Ohio State. USC was No. 1 in the 2025 edition. In the 2026 specialty lists, USC reports No. 3 for nursing education, No. 4 for psychiatric mental health NP and No. 7 for family NP.
USC online MSN tracks
USC’s graduate programmes page lists these master’s concentrations and post-master’s options:
- Family Nurse Practitioner (FNP)
- Psychiatric Mental Health Nurse Practitioner (PMHNP)
- Adult Gerontology Acute Care Nurse Practitioner (AGACNP)
- Healthcare Leadership
- Nursing Education
- Nursing Informatics
- Nurse-Midwifery
USC’s state authorisation list also mentions a Nurse Executive Leadership option. For nurses who want a doctorate, USC runs an online DNP of 73 to 74 credit hours from BSN entry, or 33 to 39 credit hours from MSN entry.
Credits, length and clinical hours
| Item | FNP | PMHNP |
|---|---|---|
| Credits | 47 in the projected curriculum; the page also shows 48 to 52 | 47 in the projected curriculum; the page also shows 49 to 52 |
| Direct clinical hours | 784 | 784 |
| Length | 8 semesters | 8 semesters |
| On-campus immersions | Four courses (NURS 704, 756, 757, 759) | One course (NURS 704, fourth semester) |
| Start terms | Summer and fall | Summer and fall |
USC’s programme comparison page gives a range of 30 to 47 credit hours for the MSN overall and lists 672 clinical hours for AGACNP, FNP and PMHNP, which conflicts with the 784 hours on the FNP and PMHNP pages. Ask the College which figure applies to your cohort. All didactic courses are online; immersions take place at the Williams-Brice Building in Columbia.
Can international nurses apply to the USC online MSN?
| Your situation | Can you enrol? | Reason given by USC |
|---|---|---|
| Living outside the U.S. on a non-U.S. passport | No | Internationally educated applicants must be U.S. citizens or permanent residents. |
| Wanting an F-1 student visa | No | USC says the programme does not meet F-1 visa eligibility because it is primarily online. |
| Foreign-trained nurse with a green card or U.S. citizenship and an RN licence in an approved state | Yes, if you meet the other requirements | You must also submit a NACES course-by-course evaluation before review. |
| In the U.S. on a temporary work visa (for example H-1B) | Not under the stated rule | USC’s wording limits internationally educated applicants to citizens and permanent residents. Ask admissions if your case is unusual. |
| Living in a state not on USC’s admitting list | No | USC only admits from the states it lists. |
States USC is admitting from
USC’s accreditation page, reviewed on 30 March 2026, lists:
| Programmes | States |
|---|---|
| All graduate nursing programmes | Arkansas, Colorado, Florida (except AGACNP), Georgia, Hawaii, Indiana, Kansas, Kentucky, Maryland, Michigan, Missouri, North Carolina, Ohio, Pennsylvania, South Carolina, Texas, Virginia, Washington D.C. |
| Healthcare Leadership, Nursing Education, Nursing Informatics and Nurse Executive Leadership only | California, Mississippi, Oklahoma |
Any state not listed is not on the current admitting list. USC also warns that some state boards restrict out-of-state clinical teaching, and that students who move after enrolling must speak to their programme director.
The route for a foreign-educated nurse
- Secure permanent residence or citizenship: for most nurses abroad, this means an immigrant visa, often through a U.S. employer.
- Have your nursing education reviewed for licensure: most state boards want a credentials evaluation, frequently through CGFNS (TruMerit), and an English test such as IELTS, TOEFL or OET depending on the state.
- Pass the NCLEX-RN: then get an unencumbered RN licence in a state USC admits from.
- Build 2,400 hours of recent experience: USC wants these hours within the 24 months before you apply.
- Order a NACES course-by-course evaluation: USC needs it before it reviews your application.
- Apply to USC: with BLS certification, references and your statement ready.
USC online MSN requirements
These are from the FNP and PMHNP pages.
- A BSN from a nationally accredited programme.
- A cumulative GPA of at least 3.0 on a 4.0 scale. USC says applicants from pass/fail-only BSN programmes are not considered competitive.
- At least 2,400 hours of nursing experience in the past 24 months. Acute care is preferred for FNP; psychiatric or related experience is preferred for PMHNP.
- A personal statement.
- A CV or resume.
- Three professional references on USC’s form, from people with a master’s degree or higher in healthcare. Family and friends do not count.
- A copy of an unencumbered RN licence from an approved state.
- Current BLS certification.
- No GRE.
- A $50 non-refundable application fee for applications from 1 August 2026, and a $500 seat deposit (credited to tuition) once admitted to an NP track.
USC online MSN deadlines
USC reviews applications on a rolling basis, so applying near the priority date helps.
| Term | Applications open | Priority review | Final deadline |
|---|---|---|---|
| Summer 2027 | 1 June 2026 | 15 October 2026 (passed) | 1 March 2027 |
| Fall 2027 | 1 September 2026 | 15 February 2027 | 30 April 2027 |
What happens after you apply
USC reviews complete files as they arrive, which is why the priority dates matter. The College will not review an internationally educated applicant until the NACES evaluation is in, so a late evaluation can push you past the priority date even if everything else was ready. If you are admitted to the FNP, PMHNP or AGACNP track, you pay the $500 non-refundable seat deposit to hold your place, and it is later applied to tuition. Before clinical courses begin, expect the usual U.S. clinical onboarding: proof of your unencumbered licence, current BLS, and the checks your clinical site asks for.
Choosing a USC track
The three nurse practitioner tracks lead to different national exams and different jobs, so pick one that matches your recent experience. USC states its own preferences, and they are worth reading as hints about who gets in.
- FNP: for nurses who want primary care across all ages. USC prefers acute care experience, requires four on-campus immersions and reports the strongest published pass rate of the tracks (97 to 100% ANCC).
- PMHNP: for nurses who want to diagnose and prescribe in mental health. USC prefers psychiatric or related experience, and there is only one immersion, which helps if you live far from Columbia.
- AGACNP: for nurses in ICUs, emergency or step-down units who want to manage acutely ill adults. Florida residents cannot take this track.
- Healthcare Leadership, Nursing Education or Nursing Informatics: for nurses moving into management, teaching or health IT. These are open to residents of California, Mississippi and Oklahoma as well as the main state list.
USC online MSN tuition
USC publishes estimated total tuition for new students starting in 2025-26. It has not posted 2026-27 totals on these pages.
| Track | In-state | Out-of-state | Out-of-state with Nursing Scholarship |
|---|---|---|---|
| FNP | $46,878 | $80,370 | $53,118 |
| PMHNP | $45,828 | $79,320 | $52,068 |
The out-of-state figure with the Nursing Scholarship is far lower, so ask the College whether you qualify before you rule USC out on price. USC also notes that other costs are paid out of pocket.
Costs not covered
- Travel to Columbia for immersions: four trips for FNP, one for PMHNP.
- Your RN licence, BLS renewal, background checks and clinical-site requirements.
- The NACES evaluation fee and any CGFNS or NCLEX costs if you are still getting licensed.
- National certification exam fees.
Federal student aid through the FAFSA is open to U.S. citizens and eligible non-citizens, which includes permanent residents. USC also lists general College of Nursing scholarships.
Accreditation and pass rates
USC’s master’s and DNP programmes are accredited by the Commission on Collegiate Nursing Education (CCNE), and the College is fully approved by the South Carolina Board of Nursing. The FNP page reports a 97 to 100% ANCC pass rate for new FNP graduates. The PMHNP page does not give a pass rate.
How to write the USC personal statement
USC does not publish a word limit or prompt on the pages I checked, so follow the instructions in the application portal. A strong statement for a nurse practitioner track usually covers:
- The clinical experience behind your choice of FNP, PMHNP or AGACNP, with one specific case.
- How your 2,400 hours prepared you, and what you still need to learn.
- Your plan for clinical sites and preceptors in your state.
- How you will manage the on-campus immersions alongside work.
- The community you plan to serve after certification.
For illustration only, a PMHNP applicant who trained abroad might begin:
“I trained in Ibadan, where one psychiatric nurse covered a ward of forty patients. Since moving to Georgia I have spent two years on an inpatient behavioural health unit, and I have watched patients wait weeks for a prescriber after discharge.”
Common mistakes foreign-educated nurses make
- Applying on a temporary visa: USC’s stated rule covers only citizens and permanent residents.
- Counting old experience: the 2,400 hours must fall within the past 24 months.
- Choosing referees without a master’s degree: USC asks for referees with a master’s or higher in healthcare.
- Living in a non-listed state: Florida residents cannot take AGACNP, and California, Mississippi and Oklahoma residents can only take non-NP tracks.
- Waiting for the final deadline: rolling review means seats can fill before it.
Who should apply
USC fits a U.S. citizen or permanent resident who is an RN in one of the listed states, has two years of steady recent practice and wants a highly ranked FNP or PMHNP at a lower cost than private schools. It suits South Carolina residents especially, given the in-state price.
Skip it if you are outside the U.S., on a temporary visa, or living in a state USC does not list.
