UTMB Online MSN 2027: Ranking, Requirements, Tuition and Can International Nurses Apply?

UTMB Online MSN 2027: Ranking, Requirements, Tuition and Can International Nurses Apply?
UTMB’s online MSN is No. 19 in the U.S. News 2026 online nursing master’s rankings and No. 1 in Texas, but UTMB says it does not meet student-visa requirements. Here are the seven tracks, $462 to $923 per credit tuition and the 15 March 2027 deadline.

The UTMB online MSN, run by the University of Texas Medical Branch School of Nursing in Galveston, is ranked No. 19 in the U.S. News 2026 Best Online Master’s in Nursing Programs and No. 1 in Texas. It offers nurse practitioner, leadership and educator tracks, all part time, with short campus visits each semester.

For nurses abroad, UTMB answers the visa question itself: because the MSN is online, it does not meet the requirements for international students who need a student visa. The UTMB online MSN requirements also include an RN licence in the state where you do clinicals, a 3.0 GPA and a year of recent RN experience. Tuition in 2026-27 is $462 per credit for Texas residents and $923 for non-residents, plus fees, which makes it one of the better-value programmes in the top 20 for Texans. I checked everything below on UTMB’s own pages on 29 October 2026.

UTMB online MSN ranking

UTMB announced on 27 January 2026 that its online graduate nursing programme placed No. 1 in Texas and No. 19 in the United States in the U.S. News 2026 rankings. The University of Cincinnati also reports No. 19 in the same edition, so the place appears to be shared. U.S. News scored the programmes on student engagement, faculty credentials, and services and technologies.

UTMB’s School of Nursing dates from 1890 and says it was the first nursing school in Texas. It graduates nearly 500 students a year across all its programmes.

UTMB online MSN tracks

UTMB lists seven MSN tracks:

TrackType
Family Nurse Practitioner (FNP)Nurse practitioner
Adult-Gerontology Primary Care NPNurse practitioner
Adult-Gerontology Acute Care NPNurse practitioner
Neonatal NPNurse practitioner
Clinical Nurse LeaderLeadership
Executive Nurse LeaderLeadership
Nurse EducatorEducation

UTMB’s list does not include a psychiatric or pediatric NP track at master’s level. Doctoral options include BSN to DNP (nurse practitioner or nurse anesthesia), MSN to DNP and three PhD entry points. Post-graduate certificates cover AGACNP, nurse educator, rural telehealth and correctional nursing care.

How the FNP track runs

  • Credits: 49 credit hours across 14 courses and 7 semesters.
  • Pace: UTMB offers its graduate programmes part time only.
  • Campus visits: an orientation on campus, then a short stay each semester. The FNP page says 2 to 3 days; UTMB’s FAQ says some tracks need 3 to 4 days.
  • Clinical courses: include FNP Primary Care of Children (6 credits) and an FNP clinical role practicum (3 credits). UTMB does not print the total clinical hours on the FNP page.
  • Certification: graduates can sit the ANCC or AANP exam. UTMB does not publish pass rates on the programme page.

Can international nurses apply to the UTMB online MSN?

You cannot use the UTMB online MSN to get a student visa. UTMB says so on the FNP page. Beyond the visa, you need an RN licence that covers your clinical state, and UTMB arranges most clinicals in the Houston and Galveston area.

Your situationCan you enrol?Why
Living in Nigeria or elsewhere abroad, no U.S. licenceNo, in practiceYou need an RN licence in your clinical state, campus visits each semester and approved U.S. clinical sites
Needing a U.S. student visaNoUTMB says the online MSN does not meet requirements for students who need a student visa
Texas resident with a Texas or compact-state RN licenceYes, if you meet the requirementsThis is UTMB’s main applicant
U.S. resident outside TexasPossiblyUTMB tells out-of-state applicants to check with their own board of nursing; clinicals may have to be in Texas

UTMB says clinical rotations may have to take place in Texas, so out-of-state students may need a Texas licence or one from a Nurse Licensure Compact state. You can propose a site closer to home, but UTMB has to approve the site and preceptor and sign an affiliation agreement first. Texas and UTMB belong to NC-SARA. UTMB also says it cannot guarantee its programmes meet every requirement in states outside Texas.

The route for a foreign-educated nurse

  1. Have your nursing degree evaluated: U.S. state boards review foreign nursing education, often through CGFNS (TruMerit). UTMB separately wants a course-by-course report sent to NursingCAS.
  2. Meet the English rules: UTMB asks for TOEFL 83 or IELTS 6.5 if your degree is from outside the U.S. and English is not your first language. Your state board will have its own rule.
  3. Pass the NCLEX-RN: the Texas Board of Nursing is the natural choice if you plan to study at UTMB. NCSBN has international test centres.
  4. Move to the U.S. on a work-based visa: most nurses come through employer-sponsored immigrant visas.
  5. Work a year, then apply: UTMB wants at least one year of recent RN experience before the FNP.

UTMB online MSN requirements

For the FNP, UTMB asks for:

  • A BSN from an accredited college or university.
  • An overall GPA of at least 3.0 and at least 3.0 in upper-division courses.
  • An active, valid, unencumbered RN licence in the state or states where you will do clinicals.
  • At least one year of recent RN experience.
  • A resume and official transcripts.
  • A personal statement.
  • Three professional references, one from your current clinical manager or another person who can speak to your commitment to nursing.

You apply through NursingCAS. Once NursingCAS verifies your file, UTMB sends a supplemental application, which you return with a fee. UTMB does not print the amount on the pages I checked.

UTMB online MSN tuition

UTMB’s 2026-27 graduate nursing fee sheet charges per credit and per semester.

Charge per credit (2026-27)Texas residentNon-resident
Tuition$50$455
Designated tuition$286$398
Differential$56Not charged
Distance education fee (online courses)$70$70
Total per credit$462$923

On top of that, each semester carries flat fees of about $1,034: health education centre ($445), library ($246), educational support software ($123.74), materials ($75), technology infrastructure ($65), registration ($33), student centre ($30) and campus security ($16.50). New students pay a $150 orientation fee and a $25 ID badge fee once, and a $141 graduation fee and $50 commencement fee come at the end.

At these rates, my estimate for the 49-credit, 7-semester FNP is about $30,250 for a Texas resident and about $52,840 for a non-resident, before course and lab fees. Rates for later years may rise.

Costs not covered by tuition

  • Travel and hotel for the orientation and the campus stay each semester in Galveston.
  • Course and lab fees, which UTMB lists separately by course.
  • Health insurance, background checks and immunisations for clinical sites.
  • A Texas or compact RN licence if your clinicals end up in Texas.
  • Credential evaluation, TOEFL or IELTS fees, and NP certification exam fees.

Scholarships and financial aid

Federal loans through FAFSA are only for U.S. citizens and eligible non-citizens. I found no UTMB scholarship aimed at international online MSN students. Many U.S. hospitals offer tuition reimbursement, which is how most working nurses pay for a degree like this.

Accreditation

UTMB’s master’s degree in nursing is accredited by the Commission on Collegiate Nursing Education (CCNE), and UTMB is accredited by SACSCOC. UTMB says CCNE accreditation makes MSN graduates eligible for national certification, which meets RN and APRN licensure requirements in Texas.

How to write the UTMB personal statement

UTMB reads your statement with three references, one of them from your clinical manager. Make the statement and that reference tell the same story.

  • Open with a patient situation from your recent RN year, because UTMB requires recent experience.
  • Say which population you want to serve. FNP, adult-gerontology and neonatal tracks lead to different jobs, so explain why yours fits.
  • Show you have thought about clinicals: where you live, who might precept you, and whether you hold a Texas or compact licence.
  • Say how you will manage part-time study with work for seven semesters.

For illustration only, an FNP applicant might open like this:

“Most of the patients I admit to our emergency department from the county south of us have not seen a primary care provider in over a year. I want to work in a rural clinic in that county, and the family nurse practitioner role is how I get there.”

Common mistakes foreign-educated nurses make

  • Planning to come on a student visa: UTMB says the online MSN does not meet student-visa requirements.
  • Applying straight after the NCLEX: UTMB wants a year of recent RN experience for the FNP.
  • Choosing an unlicensed clinical state: your RN licence must cover the state where you do clinicals, and that may be Texas.
  • Using an unapproved evaluator: only FCSA, SpanTran and WES reports are accepted.
  • Applying after 15 March: late applications are reviewed only if places remain.
  • Ignoring campus visits: you must get to Galveston every semester.

Who should apply

UTMB suits RNs living in Texas, where resident tuition of $462 per credit is low for a top-20 programme, and nurses in compact states who can travel to Galveston each semester. It also suits nurses who want to move on to a DNP or PhD at the same school.

If you are outside the U.S., start with licensure and a nursing job. Our guide to recommendation letters with samples will help when you ask your manager for that reference.
