Clifford University Public Administration Cut-Off Mark 2027/2028 and Admission Requirements

Clifford University’s cut-off for Public Administration is 150. Clifford’s own subject list leaves out Mathematics, but JAMB’s brochure requires it. See the safe combination, O’level and Direct Entry rules, screening and 2026/2027 fees.

The Clifford University Public Administration cut-off mark 2027/2028 candidates should plan with is 150 in the UTME. That is the general JAMB cut-off in Clifford’s 2026/2027 admission notice, and it equals JAMB’s national minimum for universities. No separate Public Administration cut-off has been published.

2027/2028 update: Clifford University cut-off marks usually stay the same from one year to the next, so the figures on this page are what 2027/2028 candidates should plan with. They come from the latest official notice (2026/2027). If the 2027/2028 notice changes anything, we will update this page.

Public Administration is also the course where Clifford’s website and JAMB’s brochure disagree most on subjects. Clifford’s page names Government and Economics and never mentions Mathematics; JAMB’s brochure makes Mathematics compulsory. I explain below how to choose subjects that satisfy both, then cover the safe target score (my advice), Direct Entry, screening, a worked example, the CAPS steps and the 2026/2027 fees.

Clifford has never published a figure for Public Administration on its own. The 130 numbers in the table were invitation levels for screening in earlier cycles, and the 2026/2027 notice has replaced them with 150.

Safe target score for Public Administration at Clifford (my advice)

Clifford publishes one cut-off for every course. The table below is my judgement as an admissions adviser, not a Clifford rule.

Your UTME scoreMy read for Public Administration at Clifford
Below 150Not eligible. Clifford’s cut-off and JAMB’s university minimum are both 150.
150 to 164Eligible. Admission is realistic if your O’level is complete and you do well at screening.
165 to 179A comfortable position for a private university of Clifford’s size.
180 and aboveStrong. This is the range I would aim for.

For the 2027 UTME I would aim for at least 170. 180 and above puts you in a strong position. Your O’level matters as much as the score here, because the subject mismatch described below trips up many applicants.

UTME subject combination and O’level for Clifford Public Administration

RequirementJAMB brochure (Myschool reprint)Clifford’s own page
UTME subjectsUse of English, Mathematics, Economics and any other social science subjectGovernment, Economics and any other subject (English is compulsory for all)
O’levelFive credits including English Language, Mathematics, Economics and two other relevant subjectsFive credits in English Language, Economics, Government and a trade subject
SittingsNot stated in the main entryNot more than two
Direct EntryTwo A-level passes including EconomicsTwo A-level passes from Economics, Accounting, Business Management, Government, Geography and Statistics; O’level rules also apply
Clifford-specific remarkNone (Clifford is not named in the brochure remarks)Not applicable

Read the two columns together. JAMB’s brochure requires Mathematics and Economics plus a social science subject. Clifford’s page requires Government and Economics plus any subject. The combination that satisfies both is English, Mathematics, Economics and Government. If you register Government, Economics and, say, Literature, you meet Clifford’s wording but not JAMB’s, and JAMB’s rules decide whether CAPS accepts the admission.

The same gap shows in the O’level list. Clifford names English, Economics, Government and a trade subject, which is four subjects for a five-credit rule, and Mathematics is missing. JAMB’s brochure lists Mathematics. Make sure you have a credit in Mathematics and do not treat the Clifford list as permission to drop it. A trade subject means one of the vocational subjects offered by WAEC and NECO; if you have none, ask Clifford’s admissions office whether Commerce or another subject is accepted in its place.

Direct Entry into Public Administration

Clifford lists two A-level passes from Economics, Accounting, Business Management, Government, Geography and Statistics, and states that Direct Entry candidates must also meet the UTME O’level requirements. Unlike Business Administration and Economics, its Public Administration entry does not list an OND or HND route.

JAMB’s brochure asks for two A-level passes including Economics, so pairing Economics with Government is the safest A-level choice. If you hold an ND or HND, ask Clifford directly before buying a Direct Entry form for this course.

Clifford’s transfer and Direct Entry page says Direct Entry students are admitted into 200 level and that all of them, except JUPEB candidates, sit a university screening test. You will also need your complete transcript or statement of result before admission is confirmed.

How Clifford screens Public Administration applicants

Clifford has not published the format, date or pass mark of its screening for the coming session. Three things are on record. Its requirements page asks Law applicants for “successful performance at all levels” of the CLU Post-UTME and admission screening, which tells you a screening exercise exists for UTME candidates. Myschool reported in June 2022 that candidates with 130 and above could apply, including those who had not chosen Clifford. And a blog post from October 2025 said the form was free and that an aptitude test would hold on a date to be announced. Clifford has confirmed neither the free form nor the test format.

Under the 2026 rules, that old 130 invitation level no longer helps you. Clifford’s own notice now gives 150 as its cut-off, the same as JAMB’s minimum for universities, and JAMB will not approve an admission below it.

Worked example (illustrative)

Clifford has not published an aggregate formula. Many Nigerian universities weigh the UTME and their own test equally, so I use a 50:50 split below purely to show how the numbers interact. Your real ranking may be done differently.

  1. Candidate: Chiamaka scored 176 with English, Mathematics, Economics and Government, and has credits in English, Mathematics, Economics, Government and Store Management from two sittings.
  2. Eligibility: 176 minus 150 = 26 marks above the cut-off. Two sittings is within Clifford’s limit.
  3. UTME half (illustration): 176 divided by 400, times 50 = 22.
  4. Screening half (illustration): a 64% screening result gives 32.
  5. Illustrative total: 22 + 32 = 54 out of 100.

Now take Obinna, who scored 181 with English, Government, Economics and CRS and has no Mathematics credit. His score is higher than Chiamaka’s, but his UTME subjects and O’level miss JAMB’s Mathematics requirement, so his admission could fail at the CAPS stage.

Your chances of admission into Public Administration at Clifford

Clifford is a small private university. It began academic activities in March 2017 and reported about 1,500 students in its 2024 convocation story, so competition for Public Administration is modest compared with large state and federal universities.

That makes the paperwork your main risk. A candidate with 160, the right four UTME subjects and a Mathematics credit is in a better position than one with 190 and the wrong combination. Cost is the other factor: ₦825,500 for 2026/2027 before acceptance and matriculation fees. If you are also considering a public university, apply to both and decide when offers come in.

How to apply for Public Administration at Clifford, step by step

  1. Get your JAMB profile code: send NIN, a space and your 11-digit NIN to 55019 or 66019 from the phone line linked to your NIN.
  2. Register the UTME correctly: choose Public Administration with English, Mathematics, Economics and Government, and pick Clifford University as your institution. First choice is the cleanest route.
  3. Upload your O’level to CAPS: do this at a JAMB-accredited centre as soon as your WAEC, NECO or NABTEB result is out. Clifford accepts credits from not more than two sittings.
  4. Apply on the Clifford portal: the official homepage sends applicants to soap.clifforduni.edu.ng. The homepage does not state a form price, so read the fee on the portal itself before paying. Clifford’s homepage lists 08036970755 and 07034871571 for admission enquiries.
  5. Take part in the CLU screening: Clifford refers to its Post-UTME and admission screening exercises on its requirements page. Watch the portal and your email for the date and format.
  6. Accept the offer on CAPS: log in at efacility.jamb.gov.ng, choose Check Admission Status, then Access my CAPS. JAMB gave 2026 candidates four weeks to accept or reject an offer.
  7. Pay acceptance and register: Clifford lists the acceptance fee as ₦150,000 for 2026/2027. Pay only through the university’s official payment channel, then complete clearance and print your JAMB admission letter.

Warning

JAMB said in May 2026 that any admission done outside CAPS is illegal. If someone offers you a Clifford admission “slot” for money, refuse. A genuine offer shows on your JAMB CAPS page, and fees are paid through the university’s own portal.

When your status changes on CAPS, our JAMB CAPS guide explains what each status means and how to accept.

Clifford’s published fee schedule is headed “Approved school fees for 2026/2027 academic session”. It gives one amount per programme and does not break it into tuition, accommodation or other charges, so ask the bursary what the ₦825,500 covers before you budget for a hostel, books and feeding on top of it. Fees for 2027/2028 had not been published when I checked, and private university fees often rise from one session to the next.

Studying Public Administration at Clifford University

Public Administration is in Clifford’s Faculty of Social and Management Sciences, which also runs Political Science, International Relations and Economics. The degree is a B.Sc. (Hons.).

What you study

  • Foundation years: introduction to public administration, Nigerian government and politics, elements of economics, and basic statistics.
  • Core courses: public personnel administration, public financial management and budgeting, local government administration, administrative law and public policy analysis.
  • Final years: development administration, comparative public administration, research methods and a final-year project.
  • General studies: Clifford also runs university-wide courses; ask the department for the current list.

Duration and accreditation

UTME entrants usually spend four years on a B.Sc. in Public Administration. Clifford’s page does not state the duration.

I could not find an NUC accreditation report for Clifford’s Public Administration. The NUC’s published reports show full accreditation for several Clifford programmes after visits in November and December 2024, including Business Administration, Accounting and Economics, but Public Administration is not among the reports I found. Clifford’s 2024 convocation report says its programmes are certified by the NUC. Ask the admissions office for the programme’s current NUC status before you pay acceptance fees.

Careers after the degree

  • Administrative officer roles in federal, state and local government
  • Policy, programme and administration jobs in NGOs and international development agencies
  • Human resources and administration in private companies
  • Postgraduate study in public administration, public policy or management

If you are still deciding on your course, read our guides to JAMB change of course and JAMB change of institution.

Mistakes that cost Public Administration applicants a Clifford place

  • Leaving out Mathematics: Clifford’s page does not name it, but JAMB’s brochure requires it in the UTME and O’level.
  • Using an arts subject as the fourth UTME subject: JAMB asks for a social science subject; Government fits both sources.
  • No trade subject: Clifford’s O’level list names one; confirm early if you do not have it.
  • Three O’level sittings: Clifford accepts two at most.
  • Not uploading O’level to CAPS: your admission cannot be approved without it.
  • Paying acceptance before checking accreditation: ask for the programme’s NUC status first.
