The CCU Public Administration cut-off mark is 150 in the UTME. That is the minimum JAMB set for every Nigerian university at its 2026 policy meeting, and Coal City University, Enugu has not published a separate departmental figure for Public Administration. CCU was also not among the universities that announced their own cut-off at that meeting, so 150 is the score that makes you eligible, and any “official CCU Public Administration cut-off” above 150 that you see online did not come from the university.
2027/2028 update: CCU cut-off marks usually stay the same from one year to the next, so the figures on this page are what 2027/2028 candidates should plan with. They come from the latest official notice (2026/2027). If the 2027/2028 notice changes anything, we will update this page.
Public Administration is on JAMB’s course list for Coal City University under the plain name Public Administration, and CCU’s own Faculty of Arts, Social and Management Sciences page lists it as a B.Sc. degree. The NUC granted it full accreditation after its October/November 2021 visit, with a maturity date of 2026, which I explain further down because it matters for 2027 entrants. This guide covers the JAMB subjects, the O’level rule, screening, a safe target score, the CAPS steps and what the degree involves.

CCU Public Administration cut-off history
| Session | Figure | What it is | Status |
|---|---|---|---|
| 2026/2027 | 150 | JAMB national minimum for universities | Official (JAMB, 11 May 2026) |
| 2026/2027 | Not published | CCU’s own figure for Public Administration | CCU did not declare one |
| 2025/2026 | 150 | JAMB national minimum for universities | Reported by Nairametrics, 8 July 2025 |
| 2025/2026 | Not published | CCU’s own figure | None found |
A blog, AbsTechConnect (25 May 2026), says CCU’s cut-off is 150. That matches the national minimum, but the blog cites no CCU notice, so read it as a restatement of JAMB’s floor and not as a CCU decision.
Safe target score for Public Administration at CCU (my advice)
CCU does not publish the score of the last candidate it admitted, so this table is my judgement as an admissions adviser. Private universities in Enugu usually admit close to the national minimum, and Public Administration is less crowded than Accounting or Mass Communication, but the NUC still caps how many students each programme can take.
| Your UTME score | My read for CCU Public Administration |
|---|---|
| Below 150 | Not eligible for any Nigerian university this session |
| 150 to 164 | Eligible; a place is realistic if your O’level is complete and you apply early |
| 165 to 189 | Comfortable for a private university |
| 190 and above | Strong; this score also keeps UNN and ESUT open |
For the 2027 UTME I would aim for at least 170, with credits in English, Mathematics, Economics and Government in one sitting. At UNN and ESUT the screening line for this kind of course was 160 in 2026, so 170 gives you a fallback beyond CCU.
UTME subject combination and O’level for Public Administration at CCU
The JAMB brochure entry for Public Administration (Myschool reprint, checked 30 October 2026) has remarks for about fifteen universities, but none for Coal City University, so the general rule below is the one that applies to CCU.
| Requirement | Public Administration at CCU |
|---|---|
| JAMB course name to register | Public Administration (Coal City University) |
| UTME subjects | Use of English, Government, Economics and one other subject of your choice |
| O’level | Five credits including English Language, Economics and Government |
| Mathematics | Not named in the general O’level rule, but several Enugu universities insist on it and CCU has not published an exemption; get a credit |
| Exams accepted | WAEC, NECO or NABTEB (CCU has not published its own list) |
| Direct Entry | Two A-level passes from Economics, Accounting, Business Management, Government, Geography or Statistics |
Which fourth UTME subject should you pick?
Government and Economics are fixed. For the last slot I would pick Literature in English, CRS or Geography if one of them is among your best O’level subjects, because a strong score matters more than the name of the subject. Mathematics works too and keeps Accounting and Marketing open as fallbacks, but only if you are confident in it.
The O’level gap that catches people
Candidates often have five credits but miss Economics or Government, because they sat Commerce or Civic Education in their place. The brochure names both subjects. If one of them is a pass, register for the WAEC GCE or NECO November series and fix it before CCU screens, or look at a course whose O’level rule you already meet.
How CCU screening works for Public Administration
| Detail | What is known |
|---|---|
| Admission advert | CCU invited applications into its undergraduate programmes for 2026/2027 (Myschool reprint of the notice, 18 May 2026). Public Administration is one of the B.Sc. programmes CCU lists in the Faculty of Arts, Social and Management Sciences. |
| Who could apply | UTME candidates, Direct Entry applicants and transfer students (AbsTechConnect, May 2026; unofficial) |
| Application portal | portal.ccu.edu.ng (the “Apply Now” link on ccu.edu.ng) |
| Form fee | ₦2,000 according to AbsTechConnect; CCU has not confirmed it in any notice I could open |
| Screening date and format | Not published |
| Aggregate formula | Not published |
| Other routes | CCU also advertises JUPEB, IJMB and pre-degree for 2026/2027 |
Worked example for a Public Administration candidate
Because CCU has not published an aggregate formula or a written test, I will not invent one. What you can work out is your margin over the minimum and over my safe target.
Take Obiora, who scored 168 with B3 in English, C4 in Mathematics, B2 in Economics, B3 in Government and C5 in Literature in English, all in one WAEC sitting.
- Eligibility: 168 minus 150 = 18 marks above the national minimum.
- Against my safe target: 170 minus 168 = 2. He is a whisker below the range I call comfortable, which is still a good position at a private university.
- O’level check: English, Economics and Government are credits, plus Mathematics. He meets the brochure rule in one sitting.
- My advice: apply as soon as the CCU portal opens, upload his O’level to CAPS straight away and keep CCU as first choice.
Now Adaeze, who scored 181 but has a D7 in Government. Her score is 31 marks above the minimum, yet the missing Government credit fails the O’level rule. She should resit Government in the November series, or consider Sociology at CCU, where the brochure does not name Government for O’level.
Admission odds and practical advice
- Your O’level matters more than a few extra marks: above 150, CCU decides most cases on complete credits, an early application and your CAPS status.
- The NUC quota is the real limit: every programme has a carrying capacity, so a late applicant with 185 can lose out to an early one with 160.
- Make CCU your first choice: if another school is first, do a JAMB change of institution before CCU proposes candidates on CAPS.
- Keep a Plan B inside CCU: Political Science, International Relations and Sociology share most of the Public Administration subject base.
- Mind the 2026/2027 deadline: JAMB set 30 November 2026 as the deadline for private universities to conclude 2026/2027 admissions.
How to apply for Public Administration at CCU, step by step
- Get your JAMB profile code: send NIN, a space and your 11-digit NIN to 55019 or 66019 from the phone line linked to your NIN.
- Register the UTME correctly: pick Coal City University and the course “Public Administration”, with Use of English plus Government, Economics and your fourth subject.
- Upload your O’level to CAPS: do it at a JAMB-accredited centre once your result is out. CCU cannot recommend you without it, and awaiting-result candidates stay stuck until the upload is done.
- Apply on the CCU portal: open portal.ccu.edu.ng, fill the undergraduate form, pay the fee the portal shows and print your slip.
- Watch for screening: CCU has not published a screening date or format for this course, so check the portal and ccu.edu.ng after you apply.
- Accept on CAPS: log in to efacility.jamb.gov.ng, choose Check Admission Status, then Access my CAPS, and accept the offer. JAMB gives four weeks to accept. Our JAMB CAPS guide explains each status.
- Pay acceptance and clear: CCU has not published its acceptance or tuition fees in any source I could open, so pay only what your portal invoice shows, through the channel on the portal.
Warning
Posts on forums and classified sites sell “CCU admission forms” and list private phone numbers. Apply only through portal.ccu.edu.ng, never pay an individual for a “slot”, and check that any offer shows on your JAMB CAPS page before you pay acceptance.
Studying Public Administration at CCU
Public Administration sits in CCU’s Faculty of Arts, Social and Management Sciences, which the university says was set up in 2016 as one of its foundation faculties. The dean is Professor Joseph I. Aneke, a professor of insurance who also coordinates the General Studies programme. CCU received its federal operating licence on 22 November 2016, so the university is young, and Public Administration was in its first group of programmes to face NUC accreditation.
Accreditation
In April 2022 the Vice-Chancellor, Prof. Afam Icha-Ituma, announced that Public Administration was one of six CCU programmes to earn full NUC accreditation from the October/November 2021 exercise. The NUC’s own “Accreditation Results 1990 to 2025” publication (September 2026) lists Public Administration under CCU’s Administration and Management discipline as Full, with a maturity date of 2026.
Full accreditation runs for five years, so this programme is due for re-accreditation around now. I could not find a newer NUC report for it. The timing is routine, but if you are paying fees for 2027 entry, ask the department whether the re-accreditation visit has taken place and what the result was.
What you study
CCU has not put its course outline online, so this is the standard B.Sc. Public Administration pattern under the NUC core curriculum, which runs for four years for UTME entrants:
- 100 level: introduction to public administration, political science, economics, sociology and general studies courses.
- 200 and 300 levels: Nigerian government and politics, public personnel management, public finance, local government administration, administrative law, research methods and statistics.
- 400 level: public policy analysis, development administration, comparative public administration, electives and a final-year project.
Careers
Graduates go into the civil service at federal, state and local government level, ministries, departments and agencies, NGOs, and the administration side of banks, schools and hospitals. Some sit civil service entrance tests or move into human resources. From what I have seen, the graduates who get hired fastest add a practical skill such as data handling or report writing to the degree, since most entry roles involve a lot of documentation.

Mistakes that cost Public Administration applicants a CCU place
- No Government or Economics in the UTME: both are fixed in the brochure rule.
- Commerce in place of Economics at O’level: the brochure names Economics; Commerce does not replace it for this course.
- O’level not on CAPS: without the upload CCU cannot recommend you, whatever your score.
- Wrong course on the JAMB form: register “Public Administration”, not “Public Administration and Local Government”, which is UNN’s course name. If you got it wrong, a JAMB change of course fixes it.
- Paying agents: the form is on the CCU portal; nobody can sell you a place.
If you are writing the 2027 UTME, read when JAMB 2027 registration starts and, once results are out, how to check your JAMB result and use the score.
CCU Public Administration cut-off mark: frequently asked questions
Is 155 enough for Public Administration at Coal City University? Yes. 155 clears the 150 minimum, and CCU has published no higher figure. Your chances then rest on having credits in English, Economics and Government (plus Mathematics) and applying early.
Can I study Public Administration at CCU without Mathematics? The brochure’s general O’level rule names English, Economics and Government, not Mathematics. CCU has not said it waives Mathematics, and many universities require it, so I would not apply without a Mathematics credit.
Does CCU write Post-UTME for Public Administration? CCU sells an undergraduate admission form on its portal, but it has not published a test date, format or aggregate formula for 2026/2027. Check portal.ccu.edu.ng after you apply.
Is Public Administration at CCU accredited by NUC? Yes. It earned full accreditation from the 2021 exercise, and the NUC results list shows Full with a 2026 maturity date. Ask the department about the re-accreditation visit that falls due around 2026.
Sources and updates
The 150 national minimum, the 30 November 2026 admission deadline JAMB set for private universities in the 2026/2027 cycle and the four-week CAPS acceptance window come from JAMB’s 2026 policy meeting as reported by the News Agency of Nigeria on 11 May 2026; the 2025 figure is from Nairametrics (8 July 2025). CCU’s absence from the list of universities that declared their own 2026 cut-offs is based on News Central’s list (11 May 2026). The course name and subject rules come from Myschool’s reprint of JAMB’s CCU course list and the JAMB brochure entry for Public Administration, both checked on 30 October 2026. The programme list, faculty history and dean are from CCU’s Faculty of Arts, Social and Management Sciences page and its About CCU page, which also gives the 22 November 2016 licence date. The 2021 accreditation is from Myschool News (25 April 2022, reporting the Vice-Chancellor) and the status and maturity date from the NUC Accreditation Results 1990 to 2025 publication.
