The ABSCOHTECH Public Administration cut off mark that you can rely on is 100 in the UTME, JAMB’s national minimum for polytechnics for 2026/2027. Abia State College of Health Sciences and Management Technology, Aba (ABSCOHTECH) has not published its own cut-off for ND Public Administration in any year I could trace, and it has no official website or admission notice for 2025/2026 or 2026/2027 that I could find. Public Administration is one of the six courses listed for the college on JAMB-based course lists, so it is the college’s management option most likely to show on your JAMB profile.

The college appears in sources under three short names: ABSCOHTECH, ABSCOHSMT and ABSCOHMAT. They all mean the same state-owned college in Aba. Public Administration’s current admission status at ABSCOHTECH has not been confirmed by the college itself. It sits on JAMB-based course lists, but I could not open an official 2026/2027 notice. Confirm with the college in Aba that the course is admitting before you pay for any form.

JAMB kept the polytechnic minimum at 100 for two sessions in a row. One gap is worth knowing about: the sources that list ABSCOHTECH courses class it as a state polytechnic, which is why the 100 band applies, but I did not find a JAMB document naming the college under that band. If the college or JAMB announces anything different, follow the official figure.

Safe target score for Public Administration at ABSCOHTECH (my advice)

The table below is my judgement as an admissions adviser. ABSCOHTECH has not published merit lists or applicant numbers, so nobody can give you exact odds.

For the 2027 UTME I would aim for 140 or more, with credits in English, Mathematics, Economics and Government. Management courses at a health college usually draw fewer applicants than the health programmes, but that is a general pattern, not an ABSCOHTECH statistic.

Catchment

ABSCOHTECH is owned by the Abia State Government. Governor Alex Otti approved Aloysius Ekeleme Okezie as its substantive Rector in June 2023, as reported by Voice of Nigeria and Prime Business Africa. The college has not published a catchment list or a quota split. I would not count on an indigene advantage unless the college’s own notice mentions one.

History is the subject that trips people up. JAMB’s base list for Public Administration in polytechnics is Government, History and Economics, and many secondary schools no longer teach History. Some polytechnics have brochure remarks that accept Mathematics, Geography or Literature in English instead, but ABSCOHTECH has no remark of its own on the brochure pages I checked. JAMB’s usual combination is what you should follow; confirm it on the e-brochure on registration day.

The JAMB-based course directory entry for this college lists Economics among the five O’level credits. I would treat Economics as compulsory: a credit in it satisfies both the brochure list and the college listing.

Direct Entry and the HND route

One course directory lists “two A Level passes including Economics” as Direct Entry for this course, while a 2026 admissions blog gives Direct Entry as not applicable for every ABSCOHTECH course. National Diplomas in Nigeria are normally entered through the UTME, so plan on that route.

The 2023/2024 form notice included HND Public Administration. ABSCOHTECH has not published its HND entry rules. As a comparison only, Akanu Ibiam Federal Polytechnic, Unwana asks HND Public Administration applicants for an ND in the course at a CGPA of 2.50 or more from an NBTE-accredited programme, plus at least one year of post-ND work experience, and caps lower-grade entrants at 10% of a class. Expect ABSCOHTECH to ask for something similar and check with the college.

How ABSCOHTECH screening works

I could not find an official 2026/2027 screening notice. These points are on record from older cycles:

• The 2023/2024 admission form notice listed Public Administration at both ND and HND level (Myschool News, 27 July 2023).
• Myschool has carried a headline that the college “announces entrance exam date”, posted on 1 November with the year not shown. That suggests ABSCOHTECH sets its own entrance exam.
• Myschool also reported a matriculation covering the 2022/2023 and 2023/2024 sets, so the college was admitting through those years.
• The form fee, the exam subjects, the pass mark and the method of ranking candidates have not been published.

Worked example (illustrative)

Take Uchenna, who scored 131 in English, Government, History and Economics, with credits in English, Mathematics, Economics, Government and Commerce from one WAEC sitting.

1. Eligibility: 131 minus 100 = 31. He clears JAMB’s polytechnic minimum.
2. Against my safe target: 140 minus 131 = 9. He sits in the good-chance band.
3. O’level check: English, Mathematics and Economics are all there, so he meets both the brochure and the college listing.
4. Entrance exam: if ABSCOHTECH runs its own test, he revises English, Government and Economics at SSCE level.

Many polytechnics rank candidates by combining the UTME score with a screening score. Purely to show how that works: UTME divided by 8 gives a mark out of 50, and a screening score out of 50 is added. Uchenna’s 131 gives 16.4, and 30 out of 50 in the screening would give him 46.4 out of 100. ABSCOHTECH has not published any formula, so treat this only as a way to see how both scores can count.

How to apply for Public Administration at ABSCOHTECH, step by step

1. Get your JAMB profile code: send NIN, a space and your 11-digit NIN to 55019 or 66019 from the phone line linked to your NIN.
2. Register the UTME: choose Public Administration with English, Government, History and Economics, and pick Abia State College of Health Sciences and Management Technology, Aba as your polytechnic choice. If you picked another school, do a JAMB change of institution before the college’s screening.
3. Upload your O’level to CAPS: do it at a JAMB CBT centre once your result is out. JAMB cannot consider you for admission without it.
4. Buy the college form in person or through a channel it names: no official website has been confirmed (a portal at portal.abscohmat.edu.ng has been mentioned but I could not confirm it belongs to the college), so go to the college in Aba, ask for the current form price, the closing date and the entrance exam date, and keep every receipt.
5. Write the entrance exam: take your exam slip, UTME result slip and O’level result.
6. Accept on CAPS: log in at efacility.jamb.gov.ng, open Check Admission Status, then Access my CAPS. Accept the offer there first. Our JAMB CAPS guide explains each status.
7. Pay the acceptance fee and register: ABSCOHTECH has not published its acceptance or school fees, so get the amounts in writing from the college bursary before paying.

Your chances of admission into Public Administration

• The biggest risk is administrative: a wrong UTME combination or an O’level missing from CAPS rules out more applicants than low scores do.
• Once those are right, a score of 120 or more with five relevant credits puts you in a reasonable position, in my view, because Public Administration is not the college’s crowded course.
• If ABSCOHTECH is not admitting into Public Administration this session, ask about its other management-side courses, Computer Science and Statistics, which need different subjects, or consider Public Administration at another Aba polytechnic.
• JAMB’s deadline for polytechnic admissions in 2026/2027 was 31 December 2026, so keep checking CAPS until then.

Studying Public Administration at ABSCOHTECH

Public Administration trains you for the running of government offices: how policies are made and carried out, how public money is handled, and how ministries, agencies and local councils are organised. ABSCOHTECH has not published its course list or its school structure, so the outline below describes the National Diploma in general terms.

• Core areas: Nigerian government and politics, public administration theory, local government administration, public finance, administrative law and public policy.
• Support courses: English and communication, introductory economics, statistics and office computing.
• Industrial training: ND students normally do SIWES placements, and the HND usually follows a year of work experience after the ND.

Duration and accreditation

The usual polytechnic pattern is two years for the ND and two years for the HND. ABSCOHTECH has not confirmed its own durations. NBTE accreditation of Public Administration at the college is not confirmed: I could not find it in any source I reached. This matters for HND entry elsewhere, because some polytechnics, Akanu Ibiam among them, ask for an ND from an NBTE-accredited programme. Ask the college for its accreditation letter before you pay school fees.

• Clerical and executive officer roles in state ministries, local government councils and federal agencies
• Administrative work in hospitals, schools and NGOs, which suits a graduate of a health college
• Further study: HND, or a degree in Public Administration or Political Science

Officer grades in the civil service often ask for an HND or a degree, so see the ND as a first step if government work is your goal.

Mistakes Public Administration applicants make

• Registering Mathematics instead of History: ABSCOHTECH has no brochure remark allowing a swap, so the base list applies.
• No credit in Economics: the college’s course listing names it.
