The Caritas University Public Administration cut-off mark is 150 in the UTME in practice. Caritas’s admissions page says anyone with 140 and above can apply, but JAMB fixed 150 as the 2026 minimum for every university, and an admission below that cannot pass through CAPS. Caritas has not published a separate Public Administration figure, and it does not run a written Post-UTME test.
2027/2028 update: Caritas University cut-off marks usually stay the same from one year to the next, so the figures on this page are what 2027/2028 candidates should plan with. They come from the latest official notice (2026/2027). If the 2027/2028 notice changes anything, we will update this page.
Public Administration appears on JAMB’s Caritas course list under exactly that name, and it is on Caritas’s own 2026/2027 list in the Faculty of Management and Social Sciences. JAMB’s brochure has a Caritas remark for this course on O’level and Direct Entry, and that remark is friendlier than the general line in one way: it accepts ND holders in Public Administration, Political Science and Office Technology and Management. The NUC’s 1990 to 2025 results show the programme at Full accreditation with a maturity date of 2027. Below you will find the subject rules, Direct Entry routes, how screening works, a safe target score and the CAPS steps.

Caritas Public Administration cut-off mark history
| Session | Figure | What it is | Status |
|---|---|---|---|
| 2026/2027 | 140 and above | Caritas’s stated minimum for all applicants | Official Caritas admissions page, read 30 October 2026 |
| 2026/2027 | 150 | JAMB minimum for all universities | Official (JAMB policy meeting, 11 May 2026) |
| 2025/2026 (as titled) | 140 | Caritas admission notice signed by the Registrar, M. I. Onwuka | Official, but the text is carried over from older years |
| 2025/2026 | 150 | JAMB minimum for universities | Reported by Nairametrics, 8 July 2025 |
The notice titled for 2025/2026 still refers to the “2019 JAMB UTME” and a closing date of 15 February 2025, so it is old text that Caritas keeps reposting. I use it only for two points that have stayed constant: the 140 figure and the statement that there is no Post-UTME screening test. Blogs such as O3schools (January 2026) and Studentship repeat both points.
Neither the old notice nor the 2026/2027 admissions page names Public Administration. Both give one general figure for the whole university, and JAMB’s 2026 decision has overtaken it. The only courses Caritas names on the admissions page are Radiography, Medical Laboratory Science and Nursing, and it gives them the same 140.
Score warning
Caritas’s admissions page still says candidates with 140 and above can apply. JAMB’s 2026 minimum for every university is 150, and JAMB has said admissions outside CAPS are illegal, so a UTME score from 140 to 149 cannot give you a valid Caritas admission. Do not pay any agent who promises to “process” one.
Safe target score for Public Administration at Caritas (my advice)
Public Administration is rarely the most crowded course in a private university’s social science faculty. Mass Communication, Accounting and Psychology tend to pull larger numbers. At Caritas, with no written test and a general minimum, what decides most cases is whether you clear JAMB’s floor and whether your subjects and O’level match the course. A higher score still helps because it gives you room if Caritas ever ranks applicants by score, and because it keeps a federal or state university open as a second option.
| Your UTME score | My read for Caritas Public Administration |
|---|---|
| Below 150 | Not eligible through UTME this session; look at the ND or JUPEB route |
| 150 to 169 | Eligible; apply early and make sure your O’level is on CAPS |
| 170 to 199 | Comfortable for Caritas |
| 200 and above | Strong; you can also compare UNN’s Public Administration and Local Government |
My target for a 2027 candidate is 170 or more. That leaves a margin of 20 marks above the floor.
UTME subject combination and O’level for Public Administration at Caritas
JAMB’s Public Administration entry has no Caritas remark on the UTME side, so the general line applies to you. It does have Caritas remarks for O’level and Direct Entry, and those replace the general lines.
| Requirement | JAMB general line | Caritas remark or Caritas rule |
|---|---|---|
| UTME | Government, Economics and any other subject | No Caritas remark; use the general line |
| O’level | Five credits including English Language, Economics and Government | Remark (vii): five credits from English, Economics, Government, History, Accounting and Business Management, plus at least a pass in Mathematics or Further Mathematics |
| Caritas faculty list | Not applicable | English, Mathematics, Economics and any other two subjects |
| Direct Entry | Two A-level passes from Economics, Accounting, Business Management, Government, Geography and Statistics | Remark (x): A-level, ND or NCE routes (below) |
Which UTME third subject should you pick?
The general line fixes Government and Economics and leaves the third subject open. Good choices are Literature in English, History, Christian Religious Studies, Geography or Mathematics. If you are still undecided between Public Administration and a course such as Accounting or Business Administration, Mathematics as your third subject keeps those doors open. If you are torn between Public Administration and Mass Communication, Literature in English is the better pick, because Mass Communication’s general line asks for Literature, Economics and Government.
Mathematics: pass or credit?
The Caritas remark in JAMB’s brochure asks only for a pass in Mathematics or Further Mathematics. Caritas’s own requirement for the Faculty of Management and Social Sciences, however, names English, Mathematics and Economics as the core credits, and its general rule asks every candidate for credits in English and Mathematics. When the two disagree, the school’s own rule is the one its admissions officers apply. I would treat a credit in Mathematics as required and see the brochure’s pass as a fallback you should confirm in writing before relying on it.
The remark also lists six subjects for five credits. Read it as English, Economics and Government at the core, with History, Accounting or Business Management filling the remaining places. A typical WAEC result that fits both the brochure and Caritas’s faculty list would be English, Mathematics, Economics, Government and one of Literature, History, Commerce, Financial Accounting or Civic Education.
Direct Entry routes at Caritas
The Caritas remark in JAMB’s brochure accepts any one of these:
- Two A-level passes chosen from Economics, Accounting, Business Management, Government, History and Mathematics or Further Mathematics.
- An ND in Public Administration, Political Science or Secretarial Studies (now called Office Technology and Management).
- An NCE at merit level in Government or its equivalent, together with the UTME entry requirements.
The remark does not say which level you enter. In most Nigerian universities an ND or NCE holder starts at 200 level, but ask Caritas before you register on JAMB’s Direct Entry portal. Caritas also advertises its own JUPEB programme for 2026/2027, which is another way to reach 200 level if your UTME score falls short.
If you are still planning, the ND route is realistic. Our guide to Public Administration at OSISATECH explains how polytechnic admission works with JAMB’s lower minimum of 100, and the Caritas remark names exactly that diploma.
How Caritas screens Public Administration applicants
| Detail | What is known for 2026/2027 |
|---|---|
| Advert | “Admission ongoing for 2026/2027 session” on the Caritas admissions page |
| Who can apply | Candidates with 140 and above, whether or not Caritas was their first choice (150 is the real floor) |
| Written Post-UTME test | None, according to Caritas’s admission notice |
| Awaiting result | Allowed if the result is available by resumption |
| Form fee, closing date, aggregate formula | Not published on the pages read |
| Student loan | The admissions page links to the NELFUND portal (portal.nelf.gov.ng); check your own eligibility there |
| JAMB deadline for private universities (2026/2027) | 30 November 2026 |
The no-test statement comes from a notice Caritas has reposted with old dates, so read it as long-standing practice. Check the admissions page for any 2027/2028 change before you pay for anything.
Worked example
These figures are illustrative. Caritas publishes no aggregate, so the checks are JAMB’s floor, my target and the O’level.
Chiamaka scored 176 with Government, Economics and Literature in English. Her WAEC result has C4 in English, C6 in Mathematics, B3 in Economics, B2 in Government and C5 in Literature.
- JAMB floor: 176 minus 150 = 26. Eligible.
- Against my target: 176 minus 170 = 6. Comfortable.
- UTME subjects: Government and Economics are both there, and Literature fills the open slot. Correct.
- O’level: credits in English, Mathematics, Economics and Government, with Literature as the fifth. She meets both the brochure remark and Caritas’s faculty list.
- Next step: apply on the Caritas portal, confirm her result is on CAPS and accept the offer quickly.
Now take Emeka, who scored 162 with Economics, Mathematics and Commerce. He clears the floor, yet his UTME has no Government, which the general line names. He should not register for Public Administration this way. His subjects fit Business Administration at Caritas better, or he can fix the combination at the next UTME.
Admission odds and advice
- Government is the subject people forget: it is in the UTME line and in the O’level remark. Without it, the combination does not fit.
- Get Mathematics to credit if you can: Caritas’s faculty list names it, even though the brochure remark accepts a pass.
- Put Caritas first on JAMB: Caritas accepts candidates who chose it second, but you still need a change of institution before CAPS can move the offer.
- Know the 2026/2027 date: JAMB set 30 November 2026 as the admission deadline for private universities in the current session.
- Use the ND door if needed: Caritas is one of the few universities whose JAMB remark names an ND in Political Science or Office Technology and Management for this course.
Other Public Administration options
| Institution | Minimum UTME score (2026/2027) | Our guide |
|---|---|---|
| Caritas University, Amorji-Nike (B.Sc.) | 150 (JAMB floor; Caritas says 140) | This page |
| UNN, Nsukka (Public Administration and Local Government) | 160 to apply for screening | UNN Public Administration and Local Government cut-off mark |
| OSISATECH, Enugu (ND) | 100 (polytechnic minimum) | OSISATECH Public Administration cut-off mark |
UNN’s course has a different name and its own subject remarks, so check that page before you copy a combination across.
How to apply for Public Administration at Caritas, step by step
- Profile code: text NIN, a space and your 11-digit NIN to 55019 or 66019 from the phone line registered with your NIN, then use the code to register.
- UTME registration: choose Caritas University and “Public Administration”, and write Use of English, Government, Economics and one other subject.
- O’level on CAPS: upload your WAEC, NECO or NABTEB result at a JAMB-accredited centre as soon as it is out. CAPS cannot show you to Caritas without it.
- Caritas application: go to the admissions page on caritasuni.edu.ng, use the application link or the “Contact admissions” option, and apply for Public Administration. Caritas has not published the 2026/2027 form price, so pay only the amount the official portal shows and keep the receipt.
- Screening: there is no written Post-UTME test on record. Expect Caritas to check your UTME score, subjects and O’level, and bring originals if you are called for document screening.
- Accept on CAPS: log in at efacility.jamb.gov.ng, open Check Admission Status, then Access my CAPS, and accept the offer once it appears. Our JAMB CAPS guide shows every screen.
- Acceptance and school fees: Caritas says its fees were revised but publishes no amounts. Pay only into the account on your official Caritas invoice, then print your JAMB admission letter.
Studying Public Administration at Caritas University
Accreditation
The NUC’s Accreditation Results 1990 to 2025 publication (September 2026) lists Public Administration under Caritas with a run of results reading Interim, Full, Interim, Full and Full, and a maturity date of 2027. Full accreditation is the status you want. Because it matures in 2027, the next NUC visit will fall early in a 2027 entrant’s degree, so ask the department for that result once it is released. I did not find a separate NUC report page for this programme.
Degree, duration and what you study
Caritas awards a B.Sc. Public Administration. The degree normally runs four years from 100 level in Nigeria, and Caritas has not published a different length. Expect roughly this sequence:
- 100 level: introduction to public administration, elements of government, introductory economics, sociology, use of English and the university’s general studies courses.
- 200 level: Nigerian government and politics, organisation theory, administrative law, introduction to public finance and research methods.
- 300 level: personnel and human resource administration, local government administration, comparative public administration, public policy analysis and an industrial attachment where the department runs one.
- 400 level: development administration, budgeting and financial management in the public sector, ethics and accountability, and a final-year project.
Course codes and the exact order differ from one university to another. Ask the department for its current course list during registration.
Careers
Graduates work as administrative officers in federal, state and local government, in ministries, agencies and the civil service commissions. Others go into NGOs and development agencies, banks’ compliance and operations units, human resource roles and political or legislative offices. Some sit the professional examinations of bodies such as the Chartered Institute of Personnel Management or the Nigerian Institute of Management after graduation. I found no exemption arrangement naming Caritas, so do not assume one.

Mistakes that cost Public Administration applicants a Caritas place
- Relying on 140: JAMB’s 150 is the floor for CAPS.
- Leaving out Government: it is needed in both the UTME and the O’level.
- Mathematics below credit: the brochure remark tolerates a pass, Caritas’s own list does not mention that exception.
- Paying an agent: Caritas publishes its admission information on caritasuni.edu.ng, and fees go only to the account on an official invoice.
- Not uploading O’level to CAPS: without the upload, the offer cannot appear.
Caritas Public Administration cut-off mark: frequently asked questions
What is the cut-off mark for Public Administration at Caritas University? Plan with 150, JAMB’s 2026 minimum for universities. Caritas’s website says 140, which is below JAMB’s floor, and no departmental figure has been published.
Can I study Public Administration at Caritas with a pass in Mathematics? JAMB’s Caritas remark mentions a pass in Mathematics, but Caritas’s own faculty list names Mathematics among the core credits. Aim for a credit, and get any exception confirmed in writing.
Does Caritas accept ND for Direct Entry into Public Administration? Yes. The Caritas remark in JAMB’s brochure accepts an ND in Public Administration, Political Science or Office Technology and Management, as well as A-level passes and an NCE merit in Government.
Is Public Administration at Caritas accredited? The NUC’s 1990 to 2025 results list it as Full with a maturity date of 2027, so ask the department for the result of its next visit.
Sources and updates
The 150 minimum, the 30 November 2026 deadline for private universities and the warning that admissions outside CAPS are illegal come from JAMB’s 2026 policy meeting as reported by the News Agency of Nigeria (11 May 2026). The 2025 minimum is from Nairametrics (8 July 2025). Caritas’s 140 figure, the statement that first-choice and other candidates may apply, the awaiting-result rule and the faculty O’level lists come from the Caritas University admissions page, read on 30 October 2026. The no-test statement comes from Caritas’s admission notice signed by the Registrar, M. I. Onwuka, with O3schools and Studentship as secondary confirmation. The course name comes from Myschool’s reprint of JAMB’s Caritas course list and the subject rules from the brochure entry for Public Administration, including the Caritas O’level remark (vii) and Direct Entry remark (x), both checked on 30 October 2026. Accreditation is from the NUC’s Accreditation Results 1990 to 2025 (September 2026). Comparison figures come from the UNN and OSISATECH notices covered in our linked guides. Safe target scores and worked examples are my own advice, not Caritas figures. Checked on 30 October 2026; this page will be updated when Caritas or JAMB publishes 2027/2028 figures.
