Rochester Hajim Engineering Graduate Admission 2027 for International Students: Ranking, GRE, Funding and Deadlines
Rochester’s Hajim School of Engineering is No. 48 in U.S. News 2026. Here are the optional GRE, the English waiver for Nigeria, Ghana and Kenya, department TOEFL and IELTS targets, the $2,234 per credit tuition, PhD funding and fall 2027 deadlines.

Rochester Hajim engineering graduate admission for international students runs through the University of Rochester’s graduate application for Arts, Sciences and Engineering, with each Hajim department setting its own deadline, fee and English score targets. You upload unofficial transcripts, a statement of purpose and three recommendation letters, and pay a fee of $30 to $70 depending on the department. The GRE is optional in every department I checked. Citizens of Nigeria, Ghana, Kenya, Liberia, South Africa and Uganda are on Rochester’s English waiver list. For fall 2027, PhD deadlines run from 15 December 2026 to 1 February 2027.

The Hajim School of Engineering and Applied Sciences is No. 48 in the U.S. News 2026 Best Engineering Schools ranking. It is small, and it is home to the Institute of Optics, the oldest optics programme in the United States. PhD students get a full tuition scholarship and a stipend. Master’s students usually pay most of the cost themselves, which Rochester puts at about $67,000 for 2026-27.

Hajim also runs graduate programmes in chemical engineering, materials science, audio and music engineering, and data science, each with its own application page. Check those pages directly, since I did not review them for this guide. The remote optics MS does not support an F-1 student visa.

Rochester Hajim engineering admission requirements for international students

  1. Online application: one per programme, each with its own fee.
  2. Unofficial transcripts: from every university and college you attended. Official transcripts and degree verification are required only after admission, sent by your institution, usually in the summer before you start.
  3. Statement of purpose: required. Mechanical Engineering asks PhD applicants for a personal statement and MS applicants for a statement of purpose.
  4. Three recommendation letters: referees upload them through an emailed link, and they must arrive by the deadline. Rochester accepts a maximum of three.
  5. English test: TOEFL, IELTS or Duolingo, unless you qualify for the waiver.
  6. GRE: optional; code 2928.
  7. WES evaluation: required if your bachelor’s degree is a three-year foreign degree, and Electrical and Computer Engineering also asks for one from HND holders.

Rochester is clear on three-year degrees, which many schools leave vague. A three-year foreign bachelor’s needs a WES evaluation stating it is equivalent to a U.S. four-year bachelor’s degree. The WES report goes straight to the university.

  • Scores more than two years old at the application deadline are not valid.
  • Optics and Biomedical Engineering say a score below their minimum does not automatically rule you out.
  • The waiver is automatic for citizens of these countries whose native language is English: Australia, Canada, the Commonwealth Caribbean nations, Ghana, Ireland, Kenya, Liberia, New Zealand, Nigeria, Singapore, South Africa, Uganda, the United Kingdom and the Virgin Islands.
  • You can also be waived after at least three years of full-time, in-person university study in one of those countries or the United States. Email graduate admissions to request it. Mechanical Engineering asks you to email the department.
  • Rochester can still ask for proof of English even if you hold a waiver.

If you are a citizen of Nigeria, Ghana or Kenya, you can skip the test fee entirely. If you are from Cameroon, Zambia, Zimbabwe or another country not on the list, you need either a test score or three years of study in a listed country.

Rochester Hajim engineering deadlines for fall 2027

Most departments admit only in the fall. These dates are published for fall 2027 except where noted.

DepartmentPhDMS
Optics15 December 2026Priority dates 15 December 2026, 1 February, 1 April and 15 May 2027
Biomedical Engineering5 January 2027Review from 15 November 2026; 5 January 2027 for funding priority; 1 February 2027 suggested for international applicants; final 15 May 2027
Electrical and Computer EngineeringPriority 15 January 2027; secondary 1 February 2027; final 15 March 2027Same as PhD
Mechanical Engineering1 February 2027Rolling; all materials by 15 May 2027
Computer Science5 January 202715 February 2027

Biomedical Engineering publishes its dates without a year, so its dates above apply them to the fall 2027 cycle. The remote optics MS also has a spring intake, with applications due on 15 November 2026 for a January 2027 start.

Visa timing

An MS deadline of 15 May 2027 is too late for most international students. Visa interview waits can run for months, and Rochester’s Biomedical Engineering department suggests international applicants finish by 1 February. I would treat the earliest priority date as your real deadline.

PhD funding at Rochester Hajim engineering

Rochester says admitted PhD applicants are eligible for a full tuition scholarship and an annual stipend, with amounts that vary by programme. The departments are more specific:

  • Optics: a stipend and full tuition waiver; years one and two are paid by a department fellowship, then you earn the stipend through research.
  • Biomedical Engineering: a full tuition waiver, a competitive stipend and health insurance, with special fellowships for outstanding candidates.
  • Computer Science: health insurance, a stipend and tuition for students in good academic standing.
  • Mechanical Engineering: a full tuition waiver and a stipend, with the details in the offer letter.

None of these pages publishes the stipend amount. Ask for the annual figure, whether it covers 12 months, and whether health insurance and the mandatory health fee are paid, once you have an offer. Rochester’s fellowships page lists internal awards, and the university’s awards database lists external ones. Federal loans are for U.S. citizens and permanent residents only.

Master’s funding: what to expect

Master’s applicants are considered for merit tuition scholarships set by each department during admission, but there is no full ride. Mechanical Engineering gives admitted MS students a partial tuition waiver. Computer Science gives a tuition award to some of its strongest MS applicants and says full scholarships and teaching assistantships are not offered. Biomedical Engineering offers a limited number of partial tuition scholarships, and full-time MS students who work as teaching assistants usually get about 35% off tuition. Optics considers all applicants for its internal fellowships. Plan to pay most of the cost yourself.

Rochester Hajim engineering tuition and cost of attendance

Rochester publishes one cost of attendance for graduate students in Arts, Sciences and Engineering. The 2026-27 figures for a full-time student taking at least 9 credits each in fall and spring are below.

Item (2026-27)Amount
Tuition, $2,234 per credit hour, 18 credits$40,212
Mandatory health fee$960
Health insurance (can be waived with other cover)$3,720
Activity fee$40
International student fee$200
Housing and food (estimate)$16,146
Books, supplies and other costs (estimate)$6,026
Total for an international student$67,304

Rochester notes that the health fee and insurance figures are still at 2025-26 rates and will be updated. A 30-credit master’s, the minimum in Computer Science, costs $67,020 in tuition alone at the 2026-27 rate, by my arithmetic. Many programmes can be finished in one year or extended to two with an internship or research, which changes the total a lot.

STEM OPT after a Rochester engineering degree

F-1 graduates get 12 months of Optional Practical Training, and graduates of degrees on the Department of Homeland Security STEM list can apply for 24 more months. Engineering, optics and computer science degrees normally qualify. Confirm the CIP code of your exact programme with Rochester’s International Services Office before you enrol, particularly for audio and music engineering or the remote optics MS.

Admission statistics

Hajim does not publish acceptance rates. Two departments share useful figures. Optics says recent incoming averages were a GPA of about 3.7 for the PhD and 3.4 for the MS, with a 3.0 minimum on a 4.0 scale. Biomedical Engineering also lists a 3.0 minimum GPA for the MS and PhD. Rochester’s graduate FAQ says decisions usually come out six to eight weeks after the deadline.

How to contact potential PhD advisers at Rochester

Mechanical Engineering calls the match between your research interests and its faculty a main selection factor, and a PhD fee waiver there needs a professor’s endorsement. Mechanical Engineering PhD students are expected to settle on an adviser by the end of their second semester. In Optics, a department fellowship pays the first two years and research pays after that, so finding a lab you fit matters there too.

  1. Shortlist two or three faculty: from the department research pages. Read a recent paper from each.
  2. Write by early December: before the 15 December optics and 5 January deadlines.
  3. Keep it to five or six sentences: who you are, one result from your own work, why their lab, and one question.
  4. Attach a one-page CV: include your grading scale and class of degree.
  5. Follow up once: after about ten days.

A sample opening, for illustration: “Dear Professor [Name], I am applying to the Rochester optics PhD for fall 2027 before the 15 December deadline. For my final-year project at [University] I built [instrument] to measure [quantity] and achieved [result], and your lab’s recent paper on [topic] is the direction I hope to take. Are you planning to take new PhD students next year?”

How to write the Rochester Hajim statement of purpose

Computer Science gives the clearest brief, and it works for most Hajim departments. For a PhD, cover your past research, how your training prepared you for research, your research interests and any lab or professor you want to work with. For an MS, explain why you are applying, how you are prepared and what you want to do professionally.

  • Open with the problem or field you want to work on.
  • Describe one or two projects in detail: your own role, the method and a measurable result.
  • Name two or three Rochester faculty and explain the fit in a sentence each.
  • For optics or biomedical work, mention any hands-on lab, imaging or instrument experience.
  • For an MS, say whether you want the one-year route or a longer route with an internship or research.
  • Explain a weak semester or gap in a line or two.

Common mistakes international applicants make

  • Paying for an English test you do not need: citizens of Nigeria, Ghana, Kenya, Liberia, South Africa and Uganda are on the waiver list.
  • Assuming every African country is on the list: Cameroon, Zambia, Zimbabwe and others are not. You need a score or three years of study in a listed country.
  • Three-year degrees without WES: Rochester requires a WES evaluation showing equivalence to a four-year U.S. degree, and ECE adds HND holders. Start WES early; it takes weeks.
  • Converting your CGPA yourself: upload your transcript as issued and let Rochester read the scale. State your class of degree on your CV.
  • Sending a fourth letter: Rochester takes a maximum of three unless the department approves more.
  • Waiting for the final MS deadline: scholarship decisions and visa timing both favour early applicants.
  • Forgetting the fee is per application: applying to optics and ECE means two fees.

Costs not covered by funding

  • Application fees of $30 to $70 per programme.
  • WES evaluation fees for three-year degrees or HND holders.
  • The part of tuition not covered by a master’s merit award.
  • Visa and SEVIS fees, flights and a rent deposit in Rochester.
  • Winter clothing: Rochester winters are long and snowy.
  • Summer living costs if your PhD stipend does not cover 12 months.

Who should apply to Rochester Hajim engineering

I would apply to Rochester for a PhD in optics, photonics, biomedical imaging or related electrical engineering, where its reputation runs well above its overall rank and PhD students are funded. It also suits applicants from Nigeria, Ghana and Kenya who want to avoid an English test, and anyone with a three-year degree who wants clear rules. A self-funded master’s at about $67,000 a year is a heavy commitment, so only take that route with a sponsor, a merit award or a clear plan to use STEM OPT.
