University of Rochester Admission Requirements for International Students 2027: Acceptance Rate, Tuition, Scholarships and Deadlines

University of Rochester Admission Requirements for International Students 2027: Acceptance Rate, Tuition, Scholarships and Deadlines
The University of Rochester admitted about 42% of first-year applicants for fall 2025, considers every international applicant for merit scholarships of $10,000 to $35,000, and offers limited need-based aid. Here are the $96,022 cost for 2026-27, English and test rules, essays and the fall 2027 deadlines.

University of Rochester admission requirements for international students are straightforward: apply through the Common App or Coalition with Scoir, send your transcript, one teacher recommendation and a counselor report, write Rochester’s 250-word supplemental essay, and submit an English test result or waiver request. SAT and ACT are optional. Rochester admitted 9,056 of 21,609 first-year applicants for fall 2025, an acceptance rate of about 41.9%, and it ranks No. 49 among National Universities in the U.S. News 2027 edition.

For money, there are two routes. Every applicant, whatever their citizenship, is considered automatically for merit scholarships, and the main one, the Meliora Scholarship, pays $10,000 to $35,000 a year. Need-based grants for international students exist but go to a small number, and Rochester says financial need is a factor in admitting international applicants. The 2026-27 cost of attendance for a student living on campus is $96,022. For fall 2027 entry, Early Decision I closes on 1 November 2026, the priority scholarship date is 1 December 2026, and Early Decision II and Regular Decision close on 5 January 2027.

University of Rochester ranking

U.S. News released its 2027 Best Colleges edition on 22 September 2026. Rochester placed No. 49 among National Universities, down from No. 46 in the 2026 edition. For context, Lehigh and Case Western Reserve tied at No. 44 and Northeastern tied at No. 42.

Rankings matter less here than the structure of the degree. Rochester has an open curriculum: apart from a first-year writing course, there are no required general education classes. You pick a major and then complete “clusters”, which are small groups of related courses in the two broad areas outside your major. A physics student can do a cluster in music theory; an economics student can do one in neuroscience. If you like choosing your own path, that is a bigger reason to apply than a few rank places.

The figures below come from Rochester’s Common Data Set 2025-26 and describe students who entered in fall 2025.

ACT middle 50% (6.4% submitted)31 to 34

Rochester does not publish a separate international acceptance rate. The overall rate looks generous, but read it alongside the aid policy: if you need money, you are competing for a small pot, and Rochester states plainly that admission is highly selective for students who need aid. A strong student who can pay most of the cost has a much better chance than the headline figure for applicants needing large grants.

University of Rochester tuition for international students in 2026-27

International students pay the same tuition as everyone else. These are the published 2026-27 figures.

Item (2026-27)Living on campusLiving off campus

Mandatory fees$1,622$1,622

Transport$300$300
Total$96,022$87,080

Textbooks and some course materials are included in tuition through the UR Essentials book programme, so there is no separate books line. The transport figure is the standard amount; Rochester says higher travel allowances apply to international students. First-years normally live on campus, so plan with the $96,022 figure.

University of Rochester scholarships for international students

Merit scholarships

Rochester considers all applicants for merit scholarships regardless of citizenship, and you do not fill in any extra form. Decisions come from the admissions office’s holistic review.

ScholarshipAmountWho can get it
Meliora Scholarship$10,000 to $35,000 a year (average $20,000)Any first-year applicant; based on academics and what you would add to student life
Alan and Jane Handler ScholarshipFull cost of attendanceStudents with substantial financial need; needs a nomination from a non-relative recommender
Pride Scholarship$10,000 to $35,000 a yearStrong students engaged with LGBTQ+ issues; separate application in MyROC after you apply
High school awards (Bausch + Lomb, Douglass and Anthony, Eastman Young Leaders, Xerox)$10,000 to $35,000 a yearJuniors nominated by their school; a select group of admitted nominees receives them

Merit awards renew each year if you stay full time and keep satisfactory grades, and you can hold only one Rochester merit scholarship. The Haudenosaunee, Rochester Promise and Say Yes awards are for specific US communities, so they do not apply to most international applicants. The page does not say directly whether the Handler and Pride scholarships are open to international students, so ask before relying on them.

Need-based aid

Rochester is need-aware for international applicants: your financial need is a factor in the admission decision. To ask for need-based grants you file the CSS Profile (school code 2928) every year, opening from 1 October. Only a small number of international applicants receive these grants, and an applicant who cannot secure enough funding cannot be admitted. Limited CSS Profile fee waivers exist; first-year waiver requests are due by 15 January.

If you will pay the full cost, you submit the International Financial Support Form (IFSF) instead. Your application is incomplete without one of the two.

University of Rochester admission requirements for international students: the application parts

  1. Application: Common App or Coalition with Scoir. Eastman School of Music Bachelor of Music applicants use the Eastman application.
  2. Supplemental essay: required, 250 words (see the essay section below).
  3. Secondary school transcript.
  4. One teacher recommendation.
  5. School report and counselor recommendation.
  6. Mid-year report, then final transcript.
  7. English results or a waiver request.
  8. IFSF or CSS Profile.
  9. Optional: an interview (Rochester calls it highly recommended), test scores, a writing sample, media links and a Family/Peer Recommendation Form.

Combined degree applicants, for example to the Rochester Early Medical Scholars programme, choose the programme in the supplement and write an extra short essay.

Testing policy

Rochester is test-optional for all applicants. If you send SAT or ACT scores they are considered and also used for academic advising. The latest date Rochester will receive scores for fall admission is 5 January. In fall 2025 only about 16% of enrolled first-years submitted an SAT score, so you lose little by applying without one unless your score is near or above 1500.

English requirements

You need an English test or a waiver if your native language is not English and you went to school in a country where English is not the native language.

TestRecommended scoreNotes
TOEFL iBT100 on the old scale, or 5 on the scale used from 21 January 2026School code 2928; MyBest scores not accepted
IELTS7.5
Duolingo English Test130

These are recommended scores, not hard cut-offs. Students admitted with lower scores may be placed in the English for Academic Purposes Program. Scores must come from the testing agency, though Rochester may accept a counselor copy if cost is a barrier. You can get a waiver if English is your native language, or if you have had three or more years of high school taught in English. In much of anglophone Africa, including Nigeria, Ghana and Kenya, secondary school is taught in English, so many applicants from those countries can request a waiver. Waivers are reviewed once your application and transcript arrive, and the request is due by the application deadline.

How to write the University of Rochester supplemental essays

For 2026-27 Rochester asks:

  • A required essay of up to 250 words. The prompt describes Rochester as a place where curiosity and creativity meet and asks how you would combine its academic flexibility and its activities outside class into an experience that fits your interests and ambitions.
  • A 20-word answer on the field you would like to research.
  • A 250-word essay for combined degree applicants only, on what led you to that programme and how you would contribute to the field.

Rochester discourages using AI to write any of these.

The main essay is a “why Rochester” question built around the open curriculum. Show you understand it:

  • Name your likely major and at least one cluster you would take outside it. Explain why that pairing makes sense for you.
  • Mention one specific opportunity, such as undergraduate research, a lesson at the Eastman School of Music, or a student group, and connect it to something you have already done.
  • Write about yourself, not the brochure. Readers know the curriculum; they want to see what you would do with it.

Sample opening, for illustration only:

“My notebook has two halves: equations at the front and song lyrics at the back. At Rochester I would not have to choose between them. I plan to major in mathematics and take a cluster in music theory, because…”

What happens after you apply

  1. Portal check: watch your applicant portal for missing documents and the English waiver decision.
  2. Interview: if you have not had one, book it early; Rochester strongly recommends it.
  3. Mid-year report: your counselor sends it once first-term grades exist.
  4. Decision: mid-December for ED I, early February for ED II, 1 April 2027 for RD. Merit awards are listed with the decision; need-based packages follow within about two weeks.
  5. Reply: ED students reply within three weeks; RD students by 1 May 2027.
  6. I-20 and visa: after you enrol and show funds, Rochester issues the I-20, and you pay the SEVIS fee and book the F-1 visa interview.

Common mistakes international applicants make

  • Forgetting the IFSF. Without it, or the CSS Profile, your application is incomplete.
  • Asking for need-based aid in ED without checking whether the package would be enough. ED is binding.
  • Sending the application after 1 December and missing the priority scholarship review.
  • Paying for an English test you do not need when three years of English-medium schooling would qualify you for a waiver.
  • Skipping the interview, which Rochester calls highly recommended.
  • Writing a “why Rochester” essay that never mentions the open curriculum or clusters.
  • Assuming a 42% acceptance rate means the aid will follow. It does not; need-based funds are small.

Costs that Rochester scholarships do not cover

A Meliora Scholarship of $20,000 still leaves about $76,000 a year to pay at the 2026-27 on-campus cost. On top of the published budget, plan for:

  • Flights between home and Rochester.
  • Visa application and SEVIS fees.
  • Health insurance if you are not covered, since the published budget does not include it.
  • Housing during breaks if you stay in the US.
  • Warm winter clothing: Rochester is near Lake Ontario and gets heavy snow.
  • A laptop and any personal travel.

Graduate admissions at the University of Rochester

Graduate students apply to the school that runs the programme, for example Arts, Sciences and Engineering, the Simon Business School, the Warner School of Education, the Eastman School of Music or the School of Medicine and Dentistry. Each school sets its own deadlines, fees, English rules and funding. PhD offers often include tuition and a stipend; master’s students usually pay their own way or win partial scholarships. The undergraduate deadlines and aid rules above do not apply.

Majors and campus life at Rochester

Rochester’s main River Campus sits on the Genesee River in the city of Rochester in western New York, close to the University of Rochester Medical Center. The Eastman School of Music, one of the best-known music schools in the US, is downtown, and non-music students can take lessons there. Optics is a long-standing Rochester strength, as are biomedical engineering, neuroscience, economics, health sciences and the pre-medical route through the medical centre next door.

Rochester is a mid-sized city with a much lower cost of living than Boston or New York. Winters are long and cold. About 20% of undergraduates are international, so you will not be the only student far from home.

Rochester and Lehigh both offer some need-based help and merit money, so they sit well together on a list. Rochester’s acceptance rate (about 42%) is higher than Lehigh’s (about 29%) and far higher than BU’s (about 13%), and its on-campus cost is $96,022 against Lehigh’s $89,820 and BU’s $98,419.

Who should apply to the University of Rochester

Apply if you want freedom to design your own studies, you are aiming at research, medicine, optics, engineering or music, and your family can pay a good part of the cost with a merit scholarship on top. Rochester also suits students who want a smaller university with a large hospital and research base next door.

Be careful if you need almost full funding. Need-based grants for international students are few, and need counts against you in admission. In that case apply to Rochester alongside need-blind options such as MIT and Amherst, and look at our list of the best American scholarships for international students.

Sources and updates

I checked every figure on the University of Rochester’s own pages on 29 October 2026: the admissions pages for international students, dates and deadlines and the application; the Financial Aid Office’s 2026-27 tuition and expenses and scholarships pages; and the Common Data Set 2025-26. The U.S. News profile page could not be opened, so the No. 49 rank and the peer ranks come from Poets and Quants’ report of the 2027 edition. The essay prompts come from the admissions site and a consultant’s summary of the 2026-27 application. We update this guide when Rochester changes its dates, costs or scholarship rules.
