University of South Florida Admission Requirements for International Students 2027: Acceptance Rate, Tuition, Scholarships and Deadlines

University of South Florida Admission Requirements for International Students 2027: Acceptance Rate, Tuition, Scholarships and Deadlines
USF requires the SAT, ACT or CLT from international freshmen and does not accept IELTS or TOEFL for first-year admission. Here are the 41% acceptance rate, 2026-27 tuition, Green and Gold awards up to $11,000 a year and the fall 2027 deadlines.

The University of South Florida (USF) admission requirements for international students differ from most US universities in one important way: freshmen must send SAT, ACT or CLT scores, and USF does not accept TOEFL, IELTS or Duolingo for first-year admission. If you come from a non-English-speaking country, your English is judged by the reading and writing sections of those tests. Beyond that, you apply through the USF application or the Common App, pay a $30 fee, send official transcripts and exam results, and no essay is required. For fall 2027, Early Action closes on 2 November 2026.

USF is selective by Florida standards. Its 2025-26 Common Data Set puts the overall acceptance rate at about 41%, and the students it admitted for fall 2026 had recalculated GPAs of 4.13 to 4.58. In return, it is one of the cheaper public research universities for international students, at about $20,200 in tuition and fees for 2026-27, and it considers every admitted international freshman automatically for Green and Gold awards worth $5,000 to $11,000 a year. This guide was checked against USF’s own pages on 29 October 2026.

USF ranking

In the U.S. News Best Colleges edition released on 22 September 2026 (the 2027 edition), USF is ranked #100 among National Universities and #46 among public universities, its eighth year in a row in the public top 50. The U.S. News page could not be loaded for this guide; these positions come from USF’s own news release. The same release lists USF at #19 among public universities for social mobility, #25 for innovation and #28 for overall value. Over 15 years USF has climbed from #170 to #100 in the national list.

The fall 2026 admitted ranges come from USF’s international freshman requirements page. The fall 2025 acceptance rate, applicant count, enrolment and ratio come from USF’s 2025-26 Common Data Set as transcribed by the data site Esslo, because the official PDF could not be opened for this guide. Esslo’s summary also shows USF admitting about 76% of Florida applicants and about 36% of out-of-state applicants. USF does not publish a separate international acceptance rate, but non-Florida applicants clearly face much tougher odds.

The summer 2026 range is lower than fall. USF admits some freshmen for a summer start, and an offer for summer can be the realistic route if your grades sit below the fall range.

USF tuition for international students in 2026-27

International students pay the non-Florida resident rate. The Florida Board of Governors’ 2026-27 report lists USF Tampa’s non-resident undergraduate tuition and fees at $672.88 a credit hour, or $20,186.60 for 30 credits. That reflects a 15% non-resident increase USF’s trustees approved in January 2026 for fall 2026.

USF’s international services office publishes a fuller I-20 budget, but its latest public version is for 2024-25. Combining the 2026-27 tuition with those living cost lines gives this picture:

Cost itemAmountYear of figure
Tuition and fees, 30 credits, non-resident$20,1872026-27
Housing and meals$13,5952024-25
Personal expenses$4,8502024-25
Books and supplies$7702024-25
Health insurance$3,1442024-25
Estimated totalAbout $42,546Mixed

USF itself advised adding about 10% a year to its 2024-25 estimates for rising costs, so treat the living lines as a minimum. Even so, USF is among the cheapest options here: tuition is about half of what Pitt or the University of Arizona charges international students.

USF scholarships for international students

USF considers every admitted international freshman automatically. There is no separate scholarship application. These are the awards listed for summer and fall 2027 entry:

Award (summer/fall 2027)Up to per yearApproximate total over four years
Green and Gold Presidential Waiver$11,000$44,000
Green and Gold Directors Waiver$9,000$36,000
Green and Gold Scholars Waiver$5,000$20,000
Out-of-State WaiverNot publishedNot published
  • Selection: based on the same academic record used for admission, plus your residency status. USF does not publish GPA or test cut-offs for each level.
  • Deadline: your application must be submitted and complete before 15 January 2027.
  • What it pays: these are tuition waivers. The Out-of-State Waiver reduces only out-of-state tuition, not housing, meals or books, and it cannot be combined with other tuition waivers.
  • Renewal: USF’s international scholarship page does not list renewal conditions. Read the terms in your award letter.

At the top level, $11,000 a year takes more than half off USF’s $20,187 non-resident tuition. USF’s international pages list no need-based aid for international students.

English test warning

For first-year admission, USF does not accept TOEFL, IELTS or Duolingo. Applicants from non-English-speaking countries must meet the minimum on the SAT reading and writing section (490), the ACT English (17) and reading (19) sections, or the CLT verbal reasoning and writing section (38). Book the SAT, ACT or CLT before December.

USF admission requirements for international students: the application

  • Application: the USF application or the Common App. USF says it has no preference. The fee is $30 and non-refundable.
  • Transcripts and exam results: official transcripts, or the STARS self-reported record where it applies to your school, plus results of all secondary exams. You must show you finished the equivalent of US high school, usually 12 to 13 years of schooling with a diploma or leaving certificate.
  • Translations: certified English translations of documents not issued in English. USF points applicants to the American Translators Association to find a translator.
  • Test scores: SAT, ACT or CLT, sent directly by the testing agency. Scores pasted into the Common App, sent by a counsellor or uploaded as a screenshot are not accepted.
  • Essay: none. USF does not require or review an essay or personal statement for freshman admission.
  • Final transcripts: required after admission to finalise your place.

USF recalculates your GPA using core academic subjects only and adds weight for AP, IB, AICE and dual enrolment courses (1.0 point) and honours courses (0.5 point) where you earned a C or better. It looks at your grade trend too: As and Bs are what it wants to see, and Ds and Fs raise concern. Nursing and biomedical engineering set their own higher GPA or test requirements.

USF also has a Foreign Language Entrance Requirement: two years of the same foreign language (or American Sign Language) in high school. If you have not met it before you enroll, you must meet it before you graduate. Many international students meet it naturally through French, Arabic, Spanish or another school language, so check your transcript shows it.

Testing policy

USF requires one of the SAT, ACT or CLT from every freshman applicant and sets these minimum section scores:

TestMinimum section scoresFall 2026 admitted middle range
SATReading and Writing 490, Math 4801290 to 1420
ACTReading 19, English 17, Math 1928 to 32
CLTVerbal Reasoning plus Grammar/Writing 38, Quantitative Reasoning 1692 to 100

USF superscores, using your best section scores across all sittings, and discourages taking any one test more than three times. Tests must be taken before December for a summer or fall start. The SAT code is 5828 and the ACT code is 0761. The minimums only make you eligible; to be competitive for fall you should aim for the admitted ranges.

English requirements

USF’s freshman English rule is unusual. If you are from a non-English-speaking country, you prove English through the test sections above, and USF says TOEFL, IELTS and Duolingo are not substitutes. The page does not list exempt countries, so applicants from English-speaking countries such as Nigeria, Ghana or Kenya should still expect their SAT or ACT section scores to carry the weight. In practice, if you meet the SAT or ACT minimums for admission, you also meet the English rule.

USF deadlines for fall 2027

PlanApplication deadlineDocuments deadlineDecision release

Regular Decision16 December 202615 January 202710 February 2027
Rolling1 March 202715 March 2027Rolling, from early March 2027

The scholarship cut-off is a complete application before 15 January 2027, which matches the Regular Decision documents deadline. Applying Early Action gives you the most room for courier delays, test score delivery and the I-20 process.

USF essays: what to do when there is no essay

USF does not read an essay for freshman admission, so your effort goes into your grades, your test scores and a complete, correct file. If you apply through the Common App, it will still ask for a personal essay because other colleges on your list need one. USF will not use it, but write it well anyway for those colleges.

For a strong Common App essay that you can reuse elsewhere:

  1. Choose one experience you can describe in detail: a job, a responsibility, a project, a setback.
  2. Show your thinking: what you noticed, what you tried, what changed.
  3. Keep it about you: the reader wants to know how you think, not a summary of your country or school.
  4. End on what you will do next: a field you want to study and why.

A sample opening, for illustration only: “Every Saturday I sold recharge cards outside my aunt’s salon in Accra, and by the end of the first month I could tell which customers would pay later just by how they asked for credit.”

What happens after you apply

  1. Status portal: track missing documents and test scores; missing items are the most common reason a file stalls.
  2. Decision: 9 December 2026 for Early Action, 10 February 2027 for Regular Decision, rolling from early March for rolling applicants.
  3. Scholarship: awarded automatically with or after admission if your file was complete before 15 January.
  4. Final documents: send final transcripts and exam results when you receive them.
  5. I-20: apply for your I-20 (F-1) or DS-2019 (J-1) from USF with proof of funds.
  6. Visa and arrival: pay the SEVIS fee, book your visa interview and follow USF’s next-steps checklist for international students.

Common mistakes international applicants make with USF

  • Sending IELTS or TOEFL instead of SAT or ACT: for freshmen, USF does not accept them, and without an SAT, ACT or CLT your file is incomplete.
  • Testing too late: tests taken in December or later are too late for a summer or fall start.
  • Sending scores the wrong way: scores must come from the testing agency, not the Common App or a screenshot.
  • Missing 15 January: an incomplete file on that date drops out of scholarship review.
  • Ignoring the foreign language requirement: it will not stop admission but you will need to complete it before graduation.
  • Budgeting with old figures: non-resident tuition rose 10% in 2025 and 15% in 2026.

Costs Green and Gold awards do not cover

  • Housing and meals: $13,595 on USF’s 2024-25 estimate, likely higher now.
  • Health insurance: $3,144 on the 2024-25 estimate.
  • Personal costs and books: about $5,600 a year combined on the 2024-25 estimate.
  • Fees beyond tuition: some programme and course fees fall outside the tuition waiver.
  • Hurricane season and summer: Tampa’s hurricane season runs from June to November; keep an emergency fund for travel or temporary housing if storms disrupt the term.
  • Travel and visa: flights, the SEVIS fee and visa fees.

Majors, campus and city

USF is a large public research university and a member of the Association of American Universities. Its main campus is in Tampa, with branch campuses in St. Petersburg and Sarasota-Manatee. It is best known for health and medicine (the Morsani College of Medicine and the College of Public Health), engineering, business through the Muma College of Business, and marine science, which is based on the St. Petersburg campus. Nursing and biomedical engineering are selective majors with their own entry rules.

Tampa has a warm, humid climate all year, a large airport with international connections and a lower cost of living than Miami. The campus is in north Tampa, so many students use the campus bus system or a car to get around.

USF graduate admissions in brief

Graduate applications go through USF’s Office of Graduate Admissions, and each programme sets its own deadlines and requirements. The English and test rules for graduate study differ from the freshman rules above, so read the graduate requirements page for your programme instead of assuming the SAT rule applies. Doctoral students are usually funded through assistantships; master’s students mostly pay their own way. Check the programme page for deadlines and funding.

USF compared with similar public universities

USF has the lowest sticker price in this group but is the most selective of the five and the only one that requires the SAT, ACT or CLT.

Who should apply to USF

Apply if you have strong grades, can take the SAT, ACT or CLT before December, and want an affordable research university with automatic merit aid. With a Presidential award, tuition drops to about $9,200 a year, which makes USF one of the cheapest big research universities for international students. Students aiming at medicine, public health, engineering or marine science will find it a good fit.
