Rice engineering graduate admission for international students goes through one Rice graduate application, but each programme in the George R. Brown School of Engineering and Computing sets its own deadline and test rules. Rice has no universitywide GRE requirement, so whether you need the test depends on your department. For English, Rice asks for a TOEFL iBT of at least 4.5 on the new scale (90 for tests taken before 21 January 2026), IELTS 7 or Duolingo 115, unless your degree comes from an institution where English is the official language of instruction. You also need a GPA of at least 3.00 or its equivalent and recommendation letters from people who taught you.
PhD students get a tuition waiver and a stipend of at least $36,000 over 12 months, plus a health insurance subsidy. Master’s students mostly pay their own way: 2026-27 engineering tuition is $66,784 a year for research master’s and PhD students and $61,440 a year for professional master’s degrees such as the MECE or MME. Rice says deadlines for fall admission generally fall between December and February. I checked these figures on Rice pages on 29 October 2026.
Rice engineering ranking
In the U.S. News 2026 Best Graduate Schools edition (Best Engineering Schools, released 7 April 2026), Rice’s George R. Brown School of Engineering and Computing is ranked No. 25, tied with Princeton. Rice News reported the result on 7 April 2026 along with these engineering specialty ranks:
| Specialty | U.S. News 2026 rank |
|---|---|
| Environmental engineering | 11 |
| Biomedical engineering and bioengineering | 12 |
| Chemical engineering | 21 |
| Electrical engineering | 22 |
| Materials engineering | 22 |
| Computer engineering | 23 |
| Civil engineering | 28 |
| Mechanical engineering | 31 |
If you want environmental or biomedical engineering, Rice ranks higher in those fields than its overall No. 25 suggests.
Departments and graduate degrees
The school has nine academic departments, about 1,030 graduate students and 128 engineering faculty. The 2026-27 General Announcements list these engineering graduate degrees. Rice offers two kinds of master’s: a research MS (or MA) and a professional master’s, which is coursework based and usually takes a year or so.
| Department or programme | PhD | Research master’s | Professional master’s |
|---|---|---|---|
| Bioengineering | Yes | MS (usually earned on the way to the PhD) | MBE (Applied Bioengineering or Global Medical Innovation) |
| Chemical and Biomolecular Engineering | Yes | MS | MChE |
| Civil and Environmental Engineering | Yes | MS | MCEE |
| Computational Applied Mathematics and Operations Research | Yes | MA (usually en route to PhD) | MCAAM |
| Computer Science | Yes | MS | MCS (also online) |
| Electrical and Computer Engineering | Yes | MS (usually en route to PhD) | MECE |
| Materials Science and NanoEngineering | Yes | MS | MMSNE |
| Mechanical Engineering | Yes | MS | MME |
| Statistics | Yes | MA (usually en route to PhD) | MStat |
| Data Science, Digital Health, Industrial Engineering, Computational Science and Engineering, Engineering Management and Leadership | No | No | MDS, MDH, MIE, MCSE, MEML |
The note in brackets matters. In ECE, Bioengineering, CMOR and Statistics, the research master’s is normally earned during the PhD, so if you want a master’s only in those fields, the professional degree is the one you apply for.
GRE policy
Rice does not have a universitywide GRE requirement. In 2020 it let every programme go GRE-optional, describing the policy in one of three ways: optional, optional but recommended, or optional but strongly recommended. The General Announcements now say only that some departments require standardised tests and that you should check the departmental listing. If your programme wants the GRE, take it by December before your intended fall start, which is the timing the General Announcements give for all standardised tests.
English language requirements
You need an English test if you are a foreign national or your native language is not English, unless you qualify for the exemption.
| Test | Rice minimum (2026-27) |
|---|---|
| TOEFL iBT (tests from 21 January 2026) | 4.5 |
| TOEFL iBT (tests before 21 January 2026) | 90 |
| IELTS | 7 |
| Duolingo English Test | 115 |
You are exempt if you have completed, or will complete, a post-secondary degree at an institution where English is the official language of communication or instruction. Rice keeps the approved list on the Office of Graduate and Postdoctoral Studies website, so check that your university’s country appears there before you skip the test. If you fall short of the minimums but your department thinks your English is strong, the department chair, admissions chair or director of graduate study can petition the dean for a waiver. You cannot request this yourself, so talk to the department early.
Application fee and fee waivers
The pages I checked do not state the application fee amount; the application portal shows it at checkout. Rice has used doctoral fee waivers before: in 2020 it waived fees for doctoral applicants who graduated from institutions in Texas and neighbouring states. For fall 2027, an aggregator listing (ApplyKite) describes a Rice doctoral fee waiver open to domestic and international applicants with a cumulative GPA of at least 3.0, requested between 14 October and 1 November 2026, with the application then submitted by 27 November 2026. I could not confirm that announcement on a rice.edu page, so check Rice’s graduate admissions site today if you plan to use it.
Deadlines for fall 2027 entry
The General Announcements say deadlines vary by department and degree, generally fall between December and February for fall admission, and that some departments accept spring applications or occasionally consider late ones. The department pages with exact dates were not reachable when I checked, so I have not listed dates by department. Work on the basis that PhD deadlines in engineering will come in December 2026 or early January 2027, and confirm each date on the department’s admissions page.
Deadline warning
If you rely on the doctoral fee waiver reported for fall 2027, the request window reportedly closes on 1 November 2026 and the application must then be in by 27 November 2026. Confirm both dates on Rice’s graduate admissions site.
PhD funding and stipend
Rice’s 2026-27 General Announcements set a minimum stipend of $36,000 over 12 months for fellows, research assistants and teaching assistants. Fellowship stipends may be prorated to nine months for students who are not enrolled over the summer, and you must take at least 9 credit hours to receive a stipend. Other parts of the package:
- Tuition: fellowships cover tuition for the nine-month academic period and summer research hours, and assistantships come with a tuition waiver. Summer courses are generally not waived.
- Health insurance: a subsidy for full-time doctoral students in their first eight years who are on Rice’s medical plan.
- Fellowships: Rice graduate fellowships for doctoral students with strong records, plus memorial and industrial fellowships that are not offered every year.
$36,000 is a floor; departments can pay more, so compare the figure in each offer letter.
Master’s funding reality
The financial aid section of the General Announcements does not describe stipends for master’s students. What it lists is limited merit scholarships in some programmes (assessed at admission) and loans, including Adams-Moseley loans for full-time master’s students in engineering and computing. Most international professional master’s students should plan to pay full tuition and living costs.
Tuition 2026-27
| Programme (2026-27) | Per semester | Per year |
|---|---|---|
| Engineering master’s and PhD | $33,392 | $66,784 |
| Professional master’s in engineering (MEng, MCE, MEE and similar) | $30,720 | $61,440 |
| Professional master’s, per credit | $2,560 |
Rice charges the same tuition to international and US students; the only international-specific charges in the fee table are document delivery fees. Required fees add $45 (Graduate Student Association), $8 (student organisations) and $720 (health and wellness) a year. Health insurance cost is listed as “TBA” for 2026-27, and I could not find Rice’s living-cost budget for graduate students, so add Houston rent, food and insurance on top.
Named fellowships for international students
Rice graduate fellowships are awarded through your department at admission. The General Announcements do not name specific engineering fellowships for international students and note that not every fellowship is offered every year. Outside Rice, look at Fulbright awards and your own government’s scholarships, and tell your department if you win one; Rice asks for the award letter.
STEM OPT
Engineering degrees normally appear on the US Department of Homeland Security STEM designated degree list, so F-1 graduates can usually add a 24-month STEM OPT extension to the first 12 months of OPT. Check the CIP code on your I-20.
Application documents
- Online application and fee
- Transcripts from every institution. Rice needs a bachelor’s degree from an institution recognised by your country’s Ministry of Education or equivalent, and the Office of Graduate and Postdoctoral Studies decides equivalence. The pages I checked do not ask for WES.
- Recommendation letters from scholars who taught you
- Statement of purpose as set by your department
- English scores unless exempt
- GRE only where your programme asks for it
How to contact potential PhD advisers
Rice has 128 engineering faculty, so each department’s list of possible advisers is short and easy to work through. Read the department’s faculty pages, pick three or four people whose recent work fits yours, and send each a short, specific email. Ask whether they expect to take a student for fall 2027.
Sample opening (for illustration): “Dear Professor [Surname], I recently graduated in civil engineering from Kwame Nkrumah University of Science and Technology, where my thesis tested low-cost sand filters for removing arsenic from groundwater. Your lab’s work on water treatment for low-resource settings is the main reason I am applying to Rice’s CEE PhD for fall 2027.”
Attach a one-page CV and stop after one follow-up.
How to write the statement of purpose for Rice
Rice reviews you by department, so write for one programme. Open with the problem you want to work on. Follow with your best evidence: a project, thesis or job where you did the work yourself, with numbers if you have them. Then name two or three Rice faculty and say what you would add to their groups. If you are applying for a professional master’s, shift the weight to career goals: what job you want after the MECE or MCS and which Rice courses get you there. Keep it to two pages unless the department says otherwise.
Common mistakes international applicants make
- Applying for the research MS in ECE or Bioengineering as a stand-alone degree. Those are normally earned during the PhD; apply for the MECE or MBE instead.
- Skipping the English test without checking the list. The exemption depends on Rice’s approved list of English-medium institutions.
- Using an old TOEFL target. TOEFL tests from 21 January 2026 are scored 1 to 6, and Rice wants 4.5.
- Converting your CGPA yourself. Upload your transcript on its own scale, with your class of degree; Rice wants the equivalent of 3.00.
- Three-year degrees. Rice’s rules do not mention them, so email the graduate office before you pay to apply.
- Taking the GRE in January. Rice says tests should be taken by December before the fall term.
Costs not covered
- The application fee and test fees
- The SEVIS I-901 fee and visa application fee
- Health insurance (rate not yet set for 2026-27) for master’s students, and the share above Rice’s subsidy for PhD students
- Housing, food and transport in Houston
- Summer courses, which are generally not covered by PhD tuition waivers
- A car or rides; Houston is spread out

Who should apply
Apply for a Rice PhD if your interests fit a specific lab, especially in environmental, biomedical or chemical engineering, where Rice’s specialty ranks are strongest. Apply for a professional master’s if you can fund about $61,440 in tuition plus Houston living costs and want a short, career-focused degree. If you need a funded master’s, Rice is not a good fit, because its aid pages describe loans and limited merit awards for master’s students.

Sources and updates
Checked on 29 October 2026 against Rice pages: the 2026-27 General Announcements sections on graduate admission, financial aid, tuition, fees and expenses, the graduate degree chart and the George R. Brown School of Engineering and Computing page; and Rice News articles on the 2026 U.S. News rankings (7 April 2026) and the 2020 GRE-optional policy. The fall 2027 fee waiver details come from an ApplyKite listing and are not yet confirmed on rice.edu. VnExpress International also reported the No. 25 rank on 9 April 2026. I will add department deadlines and the application fee once they are confirmed on Rice’s own pages.
