ASU Fulton engineering graduate admission for international students goes through Arizona State University’s central graduate application, with each Fulton school reviewing its own MS and PhD applicants. For most programmes you need a bachelor’s degree in a related field, transcripts, a statement of purpose, an English test score unless you qualify for an exemption, and the $120 international application fee. Fulton’s rule on the GRE is simple at the top level: it is required for PhD programmes and not required for master’s degrees, although some departments add their own conditions. Priority deadlines for fall 2027 fall between 1 December 2026 and 15 January 2027.
The Ira A. Fulton Schools of Engineering sit at No. 41 in the U.S. News 2026 Best Engineering Schools ranking, and ASU says it is the No. 3 engineering school in the country by graduate enrolment. That size is the main thing to understand before you apply. Fulton admits a very large number of master’s students, most of them self-funded, while PhD funding is decided department by department and often by individual professors with research grants.

ASU Fulton engineering ranking
Fulton lists its U.S. News 2026 graduate results on its rankings page: No. 41 overall and No. 23 among public schools. Several specialties rank much higher than the overall figure. Environmental engineering is No. 17, industrial engineering No. 19, aerospace and civil engineering both No. 28, electrical engineering No. 30 and computer engineering No. 31. Mechanical engineering is No. 45 and computer science No. 43. ASU’s online programmes also do well, with the online MS in electrical engineering and the online engineering management degree both at No. 2.
For a PhD, ignore the overall number and look at your specialty and the professors in it. For a master’s, the ranking matters less than the cost, the job market in Phoenix and whether your programme qualifies for STEM OPT.
Fulton schools, departments and graduate programmes
Fulton is made up of several schools, and each one works like a department. Each school runs its own admission review, deadlines and funding decisions, so always read the page of the programme you are applying to.
| Fulton school | Main graduate fields |
|---|---|
| School of Computing and Augmented Intelligence (SCAI) | Computer science (MS, MCS, PhD), artificial intelligence, computer engineering, data science, industrial engineering, software engineering, robotics |
| School of Electrical, Computer and Energy Engineering (ECEE) | Electrical engineering (MS, MSE, PhD) |
| School for Engineering of Matter, Transport and Energy (SEMTE) | Aerospace, mechanical, chemical engineering, materials science and engineering |
| School of Biological and Health Systems Engineering (SBHSE) | Biomedical engineering and related programmes |
| School of Sustainable Engineering and the Built Environment (SSEBE) | Civil, environmental and construction engineering |
| Polytechnic campus schools | Applied engineering, manufacturing and technology degrees |
Electrical engineering PhDs are offered only in person at Tempe. Many master’s degrees also have online versions, but an online degree does not lead to an F-1 student visa, so international applicants who want to study in the United States should choose the campus version.
ASU Fulton engineering admission requirements for international students
- Online application: through ASU Graduate Admission. The fall 2027 application opened on 1 September 2026, and fall 2027 classes begin on 19 August 2027.
- Transcripts: unofficial copies are enough to apply. If you are admitted, your university must send official records. Records not in English need the original-language version plus an official literal English translation.
- Statement of purpose: SCAI asks for one to two pages. Aerospace asks for a personal statement covering background, achievements, research interests and goals.
- Recommendation letters: SCAI asks for three letters for PhD applicants only. Aerospace asks for three letters for both MS and PhD.
- English test: unless you are exempt.
- GRE: for PhD applicants and some master’s programmes (see below).
- Application fee: $120 for international applicants. ASU lists $75 for domestic applicants and for some online cases.
ASU does not ask for a WES or other credential evaluation. Graduate Admission evaluates foreign transcripts itself. ASU’s pages do not say how three-year bachelor’s degrees are treated, so if your degree is three years long, ask the admissions office in writing before you pay the fee.
Minimum GPA by programme
SCAI and ECEE publish minimum grades, measured on the last 60 credit hours (roughly your last two years) on a 4.00 scale:
| Programme | Minimum GPA |
|---|---|
| Computer science MS | 3.25 |
| Computer science PhD | 3.50 |
| Computer engineering | 3.00 |
| Industrial engineering PhD | 3.50 |
| Software engineering | 3.00 |
| Electrical engineering MS, international applicants | 3.50 |
| Electrical engineering PhD, international applicants | 3.60 equivalent |
Note the gap in electrical engineering: domestic MS applicants need a 3.0, but international applicants need a 3.5. Aerospace does not state a minimum GPA.
English test minimums and exemptions
| Test | ASU graduate minimum | SCAI admitted-student average |
|---|---|---|
| TOEFL iBT (taken before 21 January 2026) | 80 | 90 |
| IELTS Academic | 6.5 | 7.0 |
| PTE Academic | 60 | 65 |
| Duolingo English Test | 105 | 115 |
- For TOEFL tests taken from 21 January 2026 on the new scale, ASU lists a minimum of 4. Confirm the exact figure with Graduate Admission if you sit the new test.
- Scores must be less than two years old at your ASU start date. ASU’s TOEFL code is 4007.
- IELTS General Training and PTE Academic Online are not accepted. SCAI says ASU does not accept at-home GRE results either.
- Citizens of countries on ASU’s English Speaking Country and Territory List are exempt automatically. I could not open that list, so check whether your country is on it before you skip the test.
- If your bachelor’s degree came from a university where English was the only language of instruction, you can apply for an exemption with ASU’s Medium of Instruction form, backed by a letter on official letterhead. You can only submit the form after you apply, and ASU asks you to wait up to 72 hours after applying.
- Electrical engineering teaching assistants need a TOEFL speaking score of 24 or IELTS speaking 7.5, or a pass on ASU’s speaking test.
GRE policy by department

ASU Fulton engineering deadlines for fall 2027
ASU calls most of these priority or preferred deadlines. Electrical engineering says it still considers applications after the date, but funding and space are tighter later on. Spring dates for the 2027 round have already passed, so the spring column shows the same dates a year later.
| Programme | Fall 2027 | Spring 2028 |
|---|---|---|
| Computer science MS | 1 December 2026 | 1 August 2027 to 15 September 2027 |
| Computer science PhD | 31 December 2026 | 1 August 2027 to 15 September 2027 |
| Artificial intelligence MS | 15 December 2026 | 1 August 2027 to 15 September 2027 |
| Artificial intelligence PhD | 31 December 2026 | 1 August 2027 to 15 September 2027 |
| Computer engineering | 31 December 2026 | 1 August 2027 to 15 September 2027 |
| Robotics and autonomous systems | 31 December 2026 | 1 August 2027 to 15 September 2027 |
| Data science, analytics and engineering | 15 January 2027 | 1 August 2027 to 15 September 2027 |
| Industrial engineering | 15 January 2027 | 1 August 2027 to 15 September 2027 |
| Software engineering MS | 15 January 2027 | 1 August 2027 to 15 September 2027 |
| Electrical engineering MS and PhD | 31 December 2026 | 31 July 2027 |
| Aerospace engineering MS and PhD | 31 December 2026 | 1 August 2027 |
The spring 2028 dates repeat the spring 2027 dates (based on this year’s date; confirm on the official page when the call opens). SCAI’s page shows deadlines without years, so the fall dates above apply its December and January dates to the fall 2027 cycle. For mechanical, chemical, biomedical, civil and environmental engineering, check the programme page in the ASU degree search, since I did not find a single published table for those schools.
Fellowship deadline
The Fulton Schools General Fellowship application for 2026-27 closed on 15 March 2026. For 2027-28 the date to plan around is 15 March 2027. New students must already be admitted to a Fulton graduate programme by then, so a January application leaves you very little time.
PhD funding at ASU Fulton engineering
Fulton funds PhD students mostly through teaching assistantships and research assistantships. SCAI says teaching assistantships go mainly to PhD students, and research assistantships are offered by individual faculty from their grants. ECEE says the same: you contact professors directly for RA posts, and preference goes to PhD students, especially those who have passed the qualifying exam.
- Assistants usually work 20 hours a week (a 50% appointment).
- Pay comes as a salary, with an out-of-state tuition waiver and part of the in-state fees, according to the ECEE handbook. ASU’s Graduate College says an appointment may carry a full or partial tuition award.
- A 50% appointment covers the premium for ASU’s individual student health insurance, if you enrol in it before the semester deadline.
- Teaching and research assistants register for 12 credits each semester.
- Some strong international applicants can be admitted straight to the electrical engineering PhD if a faculty chair supports them with at least a 25% RA appointment.
ASU does not publish a standard Fulton PhD stipend on the pages I checked. The amount appears in your appointment letter and varies by school and by appointment percentage. Ask any professor who offers you a position for the annual salary, whether summer is paid, and what fees remain after the tuition award.
Fellowships open to international students
Fulton says it awarded nearly 60 competitive fellowships in the last academic year, funded by donors, companies and the school. They are open to new and continuing graduate students in Fulton programmes, and new students apply through ASU’s Scholarship Universe after admission. The school does not list amounts or say which awards exclude international students, so read each award’s terms in Scholarship Universe. ECEE also mentions the University Graduate Fellowship, which needs a faculty nomination. Application fee waivers exist only for PhD applicants, at a faculty member’s request.
Master’s funding: what to expect
Plan an ASU engineering master’s as self-funded. Teaching assistantships mostly go to PhD students, and an MS student who finds a research post usually does so after arriving and impressing a professor in class. International MS students in electrical engineering can move to the direct PhD after one full-time semester with a GPA of at least 3.5, which is one route to funding later. The Fulton fellowships above are also open to master’s students, but they are competitive and their sizes are not published.
ASU Fulton engineering tuition and cost of attendance
ASU charges international graduate students a separate, higher tuition rate than U.S. non-residents. The fall 2026 tuition schedule for graduate degree programmes shows these per-semester figures for 7 or more credits:
| Item (per semester, fall 2026) | International | U.S. non-resident |
|---|---|---|
| Tuition | $12,390 | $11,354 |
| Tuition surcharge | $175 | $175 |
| Student-initiated fee | $404 | $404 |
| Graduate student support fee | $150 | $150 |
| Advanced technology fee | $100 | $100 |
| Total | $13,219 | $12,183 |
Two semesters at the international rate come to $26,438 in base tuition and fees, by my arithmetic. ASU says some graduate programmes also charge differential tuition or a programme fee, so run your exact degree through ASU’s tuition estimator before you prepare bank statements.
ASU’s estimate of a full 2026-27 year for non-resident graduate students is $62,315. That includes $21,087 for housing and meals, $1,908 for books and supplies, $3,696 for transport and $4,785 for personal costs. It does not include health insurance, and its tuition line uses the non-resident rate, so an international student should expect a total higher than $62,315.
STEM OPT after an ASU engineering degree
F-1 students can work in the United States for 12 months on Optional Practical Training after their degree, and graduates of degrees on the Department of Homeland Security STEM list can apply for 24 more months. Engineering and computer science degrees normally qualify, but confirm the CIP code of your exact programme with ASU’s International Students and Scholars Center. Curricular Practical Training during the degree is also possible: electrical engineering requires two semesters of U.S. coursework first and warns that 12 months of full-time CPT ends your OPT eligibility.
Admission statistics
Fulton does not publish an overall graduate acceptance rate. The most useful figures it does publish are SCAI’s admitted-student averages: TOEFL 90, IELTS 7.0, PTE 65 and Duolingo 115. Those are well above the minimums, so for computer science you should aim well above the minimum. Acceptance rates quoted on agent and forum sites are not from ASU.
How to contact potential PhD advisers at ASU
At Fulton a supportive professor matters more than at many schools, because research assistantships come from faculty grants and fee waivers for PhD applicants are only granted at a faculty member’s request.
- Find two or three faculty: use the Fulton school research pages and ASU Search profiles, and read one recent paper from each.
- Write in October or November: before the 31 December priority dates.
- Keep it short: five or six sentences covering who you are, one result from your own work, why their group, and one clear question.
- Attach a one-page CV: include your GPA on its original scale and your GRE quantitative score if you have it.
- Follow up once: after ten days or so. No reply is common and is not a rejection.
A sample opening, for illustration: “Dear Professor [Name], I plan to apply to the ASU electrical engineering PhD for fall 2027. In my final-year project at [University] I designed [system] that cut [measure] by [amount], and your group’s recent work on [topic] is the direction I want to take. Are you considering new research assistants for next fall, and would you be willing to look at my CV?”
How to write the ASU Fulton statement of purpose
- Keep to SCAI’s one to two pages, even for other schools. Reviewers at a school this size read a lot of files.
- Name your field and the problem you want to work on in the first paragraph.
- Describe one or two projects with your own role, the method and a number for the result.
- Name ASU faculty or labs that fit you and say why in a sentence each. Mention ASU strengths that match, such as semiconductors, energy or sustainability, only where they are true for your field.
- For a master’s, say what you will do with the degree and why the campus programme rather than the online one.
- Explain a weak semester or a gap in one or two lines.
- If you want a teaching assistantship, mention tutoring or lab demonstration, and remember the speaking score rule.
Common mistakes international applicants make
- Applying with the minimum English score: SCAI’s admitted students average TOEFL 90 and IELTS 7.0. Aim above the minimum.
- Assuming an English exemption: check ASU’s country list, or use the Medium of Instruction form with a proper letter from your university. Waiting until after your deadline to request it is risky.
- Skipping the GRE for a PhD: Fulton requires it for doctoral programmes, and electrical engineering wants 156 quantitative from international applicants. An at-home GRE does not count.
- Not checking the international GPA bar: electrical engineering asks international MS applicants for 3.5, not 3.0.
- Converting your CGPA yourself: upload the transcript as issued, with its grading scale, and let ASU convert it. A 4.0 on a 5.0 scale is not a 4.0 on ASU’s scale.
- Three-year degrees: ASU’s pages do not address them. Ask before applying.
- Budgeting on the non-resident figure: international tuition is higher, and health insurance is not in ASU’s estimate.
- Choosing an online programme by mistake: online degrees do not support an F-1 visa.
Costs not covered by funding
- The $120 application fee and test fees, unless a professor arranges a PhD fee waiver.
- Health insurance if you are not on a 50% appointment.
- Mandatory fees not covered by a partial tuition award.
- Summer living costs if your appointment runs only for the academic year.
- Visa and SEVIS fees, flights and a rent deposit in Tempe.
- A car or transport: ASU’s own estimate puts transport at $3,696 a year.
Who should apply to ASU Fulton engineering
I would put ASU on a PhD list if your field is one of its strong specialties, such as environmental, industrial, civil, aerospace or electrical engineering, and you can find a professor with grant money in your area. A master’s at ASU makes sense if you can pay about $26,000 a year in base tuition plus living costs and want a large school in a growing tech job market. It suits applicants with steady grades and a GRE score. If your GPA is under 3.5 and you want electrical engineering, or you cannot meet the cost without funding, look at other options first.
