CU Boulder engineering graduate admission for international students runs through the CU Boulder graduate application: an $80 fee, a statement of purpose, three recommenders, unofficial transcripts and, unless your citizenship exempts you, an English test with a minimum of TOEFL 80, IELTS 6.5 or Duolingo 115. GRE rules are set by each department; Electrical, Computer and Energy Engineering ignores it and Aerospace makes it optional for the PhD and does not accept it for the MS. Fall 2027 deadlines start on 1 December 2026 for most PhD programmes and run to 15 February 2027 and later for many master’s programmes.
The College of Engineering and Applied Science at the University of Colorado Boulder is tied at No. 18 in the U.S. News 2026 Best Engineering Schools ranking, level with Columbia and Maryland. Two things stand out for applicants from Africa. Citizens of Nigeria, Ghana, Kenya, South Africa, Uganda, Tanzania, Zambia, Zimbabwe and several other countries are exempt from the English test. And PhD students in departments such as Electrical, Computer and Energy Engineering get five years of research assistantship funding with a 2026-27 stipend of $3,460.25 a month, while master’s students are expected to pay their own way.

CU Boulder engineering admission requirements for international students
- Online application: through the CU Boulder graduate application portal, with an $80 international fee. In Electrical, Computer and Energy Engineering, fee waivers are for eligible US citizens and permanent residents only, and Aerospace offers no waivers at all.
- Statement of purpose: ECEE caps it at 750 words. Aerospace asks you to explain how your interests fit the department.
- Three recommenders: you enter their contact details and they get a secure upload link. Submit at least two weeks before the deadline so they have time.
- Unofficial transcripts: one scanned copy from every college attended, in the original language, plus a literal, certified English translation if the original is not in English. Official records are needed only after you are recommended for admission and confirm you will enrol.
- English proficiency scores: unless exempt (see below).
- GRE: only where the department uses it. The college code is 4841.
- Minimum GPA: ECEE expects at least 3.0 from an accredited STEM bachelor’s, and says meeting it does not guarantee admission.
English test minimums and exempt countries
| Test | Graduate School minimum |
|---|---|
| TOEFL iBT | 80 |
| IELTS | 6.5 |
| Duolingo English Test | 115 |
| PTE Academic | 58 |
| Cambridge English | 180 |
Some programmes ask for more, for example TOEFL 100, IELTS 7.5 or Duolingo 135, so check your department. Test dates must fall within two years of your intended start term.
You are exempt if you are a citizen of an exempt country. The African countries on CU Boulder’s list are Botswana, Eswatini, Ghana, Kenya, Lesotho, Malawi, Nigeria, South Africa, Tanzania, Uganda, Zambia and Zimbabwe; the list also includes India, the UK, Ireland, Canada (outside Quebec), Australia and New Zealand, among others. You can also be exempt after one year of full-time study at a US or exempt-country university, or after OPT employment, within two years of your start term. A medium of instruction letter does not count, so a Cameroonian or Ethiopian graduate taught in English still needs a test.
GRE policy by department
| Department | GRE policy |
|---|---|
| Electrical, Computer and Energy Engineering | Not used in review; sending scores gives no benefit |
| Aerospace Engineering Sciences | Optional for PhD; not accepted for MS and Professional MS |
| Other departments | Set by each department; check its admissions page |
The Graduate School says the GRE is required by many departments and valued by others, so do not assume it is optional everywhere.

International dates come first
Several departments close earlier for international applicants: ECEE PhD on 10 December rather than 15 December, Mechanical Engineering PhD on 1 December rather than 10 December, and Engineering Management on 5 January rather than 1 May. Use the international column.
PhD funding at CU Boulder engineering
Funding depends on the department, but the pattern is an assistantship with tuition remission, a stipend and most of the health insurance premium.
| Department | What the PhD offer includes |
|---|---|
| Electrical, Computer and Energy Engineering | Research assistantship for five years; stipend of $3,460.25 a month in AY 2026-27; tuition remission up to 10 credits in fall and spring; 91% of the health insurance premium including dental; summer not included |
| Computer Science | Five years of full funding commitment through TA or RA posts; tuition, fees and 91% of health insurance; the department’s open house page quoted about $2,800 a month (year not stated) |
| Mechanical Engineering | Year one split between a TA and an RA semester; from year two, funding from your adviser’s grants or fellowships, subject to progress; 91% health insurance; gap funding possible |
ECEE funding is renewed each semester based on performance and available money. Fellowships can top up an assistantship: the college’s Dean’s Graduate Fellowships and the University Graduate Fellowships each pay up to $5,000 a year, and Mechanical Engineering lists the Singh, Geers and Vogel Family fellowships for its students.
Master’s funding at CU Boulder
CU Boulder is direct about this. ECEE does not fund master’s students, Mechanical Engineering expects them to find their own money, and Professional MS students cannot hold TA or RA posts. Research assistantships for thesis MS students exist but are rare, and teaching assistantships are very rare. Hourly grader and course support jobs are open to master’s students but do not cover tuition or insurance. Mechanical Engineering offers continuing-student scholarships once a year, decided in spring and paid in fall. If you need full funding, apply to the PhD.
CU Boulder engineering tuition and costs for 2026-27
The Bursar publishes Professional Master’s in Engineering rates by residency. For an international student in 2026-27:
| Cost item (Professional MS, international) | Amount |
|---|---|
| Tuition, 9 credits per semester | $15,966 |
| Mandatory fees, 6 or more credits | $445 per semester |
| Immigration compliance fee | $40 per semester |
| New international graduate student fee | $145 once |
| Books and supplies estimate | About $75 per credit |
Mechanical Engineering estimated the full 30-credit Professional MS at $52,452 in tuition and fees for international students in 2025-26. Housing, food and health insurance come on top of that and are not included in the department’s figure.
STEM OPT after a CU Boulder engineering degree
Engineering programmes sit under CIP codes on the Department of Homeland Security STEM Designated Degree Program List. On an F-1 visa you can usually work for 12 months on OPT after graduating and then apply for the 24-month STEM OPT extension with an E-Verify employer. Ask CU Boulder’s international student office to confirm the CIP code on your I-20.
How to contact potential PhD advisers at CU Boulder
Aerospace gives the clearest advice: contact the faculty you list in your application in December or early January for fall entry, introduce your background and interests, and ask about openings in their group. Some will set up a video call to talk about fit. That works across the college.
- Read first: check recent papers and the lab website before you write.
- Be specific: name one paper and one way your experience connects to it.
- Attach a CV: one or two pages, with your thesis title and any publications.
- Ask a clear question: whether they expect to take a student for fall 2027.
A sample opening, for illustration: “Dear Professor [Name], I am a [degree] graduate of [University] applying to the Aerospace Engineering Sciences PhD for fall 2027. In my final-year project I [one result], and your group’s recent work on [topic] is the area I hope to research. Are you planning to recruit a new PhD student for next fall?”
How to write the CU Boulder statement of purpose
- Keep within the department’s limit; ECEE allows 750 words.
- Open with the research or technical problem you want to work on.
- Show preparation with one or two projects, your role and a measurable result.
- Explain your fit with the department: name faculty, labs or research centres.
- For the Professional MS, focus on the career skills you need and where you plan to work.
- Close with your goal after the degree in one or two sentences.
Common mistakes international applicants make
- Sending a medium of instruction letter: CU Boulder does not accept it. Either you are a citizen of an exempt country or you take a test.
- Using the domestic deadline: several international deadlines are earlier.
- Sending GRE scores where they are not accepted: Aerospace does not accept them for MS applicants.
- Converting grades yourself: upload your transcript as issued, with a certified translation if needed, and report your CGPA on your own university’s scale.
- Choosing the Professional MS while hoping for an assistantship: Professional MS students are not eligible.
- Applying with a three-year degree without checking: CU Boulder’s Graduate School asks for a bachelor’s from an accredited institution or equivalent work, and its pages do not explain how three-year degrees are treated. Ask the department first.
Costs not covered by PhD funding or scholarships
- Summer support in ECEE, which is not part of the standard package.
- The remaining 9% of the student health insurance premium, and any cover for dependants.
- Visa and SEVIS fees, flights and a rental deposit in Boulder.
- Books and supplies, estimated at about $75 per credit.
- Local transport and setting-up costs in your first month.
Who should apply to CU Boulder engineering
Apply for a PhD if you have research experience in aerospace, environmental, chemical or electrical engineering, or another area where CU Boulder is strong, and you want a funded five-year route at a public university. Citizens of Nigeria, Ghana, Kenya and the other exempt countries also save the cost of an English test.
Apply for a master’s if you can fund roughly $50,000 or more in tuition and fees plus living costs, and you want a degree with STEM OPT eligibility. If you need funding, a thesis MS rarely provides it, so the PhD is the better route.
