UC Berkeley admission requirements for international students follow the University of California system: you apply through the UC application (not the Common App) between 1 and 30 November 2026, answer four Personal Insight Questions, report your grades yourself, and meet Berkeley’s English requirement. Berkeley is test-free, so SAT and ACT scores play no part in admission. International applicants pay nonresident tuition and get no federal, state or standard need-based aid, though every applicant is considered for a few Berkeley scholarships.
Berkeley admitted 13,967 first-year students from 133,154 applicants for fall 2026, an admit rate of about 10.5%, and 1,367 of those admits were international. It is tied at No. 20 among National Universities and tied No. 1 among public universities in the U.S. News 2027 edition. For a new international student in 2026-27, the full cost of attendance comes to about $93,944. Every number here was checked on Berkeley and University of California pages on 29 October 2026 unless another source is named.
UC Berkeley ranking
In the U.S. News 2027 edition, released on 21 September 2026, Berkeley is tied at No. 20 among National Universities and tied with UCLA as the No. 1 public university (#20 National Universities, U.S. News 2027 edition). Poets&Quants reported that Berkeley fell five places from No. 15 in the 2026 edition. The drop changes nothing about Berkeley’s strength in engineering, computer science, economics and the sciences, which is what draws most international applicants.
UC Berkeley acceptance rate and class profile
The University of California publishes preliminary admission figures each summer, and Berkeley publishes its Common Data Set for the previous autumn.
| Measure | Fall 2025 entry (Common Data Set 2025-26) | Fall 2026 entry (UC admit data) |
|---|---|---|
| First-year applicants | 126,864 | 133,154 |
| Admitted | 14,524 | 13,967 |
| Admit rate | About 11.4% | About 10.5% |
| Enrolled | 6,687 | Not yet published |
| International admits | Not published | 1,367 (10% of admits) |
| California resident admits | Not published | 9,445 |
| Out-of-state US admits | Not published | 3,155 |
For fall 2026, Berkeley’s own news office said international students made up almost 10% of the admitted class and came from more than 72 countries. Admitted students had an average unweighted GPA of 3.93. Berkeley does not publish a separate acceptance rate for international applicants. Remember that international students compete for a limited number of nonresident places alongside out-of-state Americans.
UC Berkeley tuition for international students: 2026-27 cost of attendance
Berkeley’s Financial Aid and Scholarships Office publishes this budget for new undergraduates living in a residence hall in 2026-27:
| Cost item (2026-27) | International student |
|---|---|
| Tuition and fees | $18,214 |
| Nonresident supplemental tuition | $39,270 |
| Housing | $16,640 |
| Food | $9,388 |
| Books, course materials and supplies | $1,342 |
| Personal and miscellaneous | $3,270 |
| Transportation | $754 |
| Student health insurance (SHIP) | $5,066 |
| Total cost of attendance | $93,944 |
Berkeley lists the $39,270 supplemental tuition separately, and the total above adds it to the resident total of $54,674. UC uses cohort tuition: the rate is fixed when you first enrol and rises for each new entering class. Students who start in fall 2027 will be in the 2027-28 cohort, whose rates UC has not yet published, so expect your tuition to be somewhat higher than the 2026-27 numbers above. Berkeley also notes these figures may not be final.
UC Berkeley scholarships for international students
Berkeley’s International Office is direct about this: F-1 and J-1 students cannot receive federal or state financial aid, and they cannot get work-study. Many Berkeley scholarships are limited to US citizens and permanent residents. There is no CSS Profile or ISFAA step for most international applicants. What is open to you:
| Award | Who it is for | Value |
|---|---|---|
| Regents’ and Chancellor’s Scholarship | All applicants considered automatically, including international students | Minimum $2,500 a year, renewable for eight semesters; scholars with financial need can receive support up to their assessed need |
| Robinson International Scholars Program | Refugees or stateless people from Sub-Saharan Africa and developing nations, or students who finished secondary school there | Need-based for up to four years; amount not published |
| International Leaders Scholarship | International students, with priority for residents of Peru | Need-based for up to four years; amount not published |
| Swaniker Scholars Program | Nominated ALX Pathway participants and African Leadership Academy graduates only | Need-based, up to the full cost of attendance for four years |
Admitted international students are considered for these automatically, without a separate application. Regents’ and Chancellor’s candidates are interviewed by faculty in early March and hear at the end of March. Robinson, International Leaders and Swaniker recipients also receive the Regents’ and Chancellor’s benefits, such as priority enrolment and guaranteed housing if you apply on time.
Beyond scholarships, the Berkeley International Office runs the Shih Loan Program, which gives long-term, interest-free loans to international students, with repayment starting six months after you finish. Private US loans usually need a US citizen or permanent resident as co-signer.
UC Berkeley admission requirements for international students: the application
Academic eligibility
You must finish secondary school with a certificate that would let you enter university in your home country. Berkeley says IGCSE or O-level completion on its own does not meet the requirement: you need further study such as two-year A-levels with at least three exams, the IB Diploma or a similar programme. If your national system ends at an O-level style certificate, check UC’s country-specific requirements before applying. Enter your grades exactly as they appear on your records, in your school’s own scale, without converting them.
Application parts
- UC application: one form for all nine UC undergraduate campuses. Berkeley does not use the Common App.
- Self-reported academic record: you type in your courses and grades. Do not send transcripts with the application; Berkeley asks for official records only if you are admitted.
- Personal Insight Questions: you answer four of eight questions, up to 350 words each.
- Activities and awards: listed in the application.
- Application fee: $95 per campus for international applicants. UC fee waivers are only for US citizens, permanent residents and AB540 students.
- English proficiency: self-reported on the application (see below).
- Letters of recommendation (by invitation): Berkeley emails some applicants in the first three weeks of December asking for up to two letters, due by 11:59 p.m. Pacific time on 15 January. They are optional and only go to invited students.
- InitialView (optional): materials are due by 30 November and cannot replace an English score.
Berkeley does not offer alumni or admissions interviews, and it will not review unsolicited extras such as portfolios, photos or certificates.
Testing policy
Berkeley is test-free. SAT and ACT scores are not used in admission, selection or scholarships, even if you send them. AP and IB results can be reported as added context.
English requirements
| Test | Berkeley minimum |
|---|---|
| TOEFL iBT | 90, or 4.5 on the new 1 to 6 scale |
| IELTS | 6.5 |
| Duolingo English Test | 115 |
| IB English A | 6 or 7 at Standard Level; 5, 6 or 7 at Higher Level |
| AP English Language or Literature | 3, 4 or 5 |
| ACT English Language Arts | 24 |
| SAT Writing and Language | 31 |
Berkeley’s TOEFL minimum is higher than the UC-wide 80. Three or more years of schooling taught fully in English also meets the requirement; a mixed language of instruction does not. You must meet the requirement by 31 January, and scores must still be valid two years from your enrolment date. UC does not accept IELTS One Skill Retake or TOEFL MyBest scores.
UC Berkeley deadlines for fall 2027 entry
| Step | Date |
|---|---|
| UC application opens | 1 August 2026 |
| Submission window | 1 to 30 November 2026 |
| InitialView materials (optional) | 30 November 2026 |
| Letter of recommendation requests sent | First three weeks of December 2026 |
| Invited letters due | 15 January 2027 |
| English requirement met by | 31 January 2027 |
| Most decisions released | End of March 2027 (some scholarship nominees hear in February) |
| Statement of Intent to Register | 1 May 2027 |
Berkeley has no Early Action or Early Decision. UC’s page does not state a time zone for the 30 November deadline, so submit early if you are outside California.
One deadline, one month
The UC application only accepts submissions from 1 to 30 November 2026. Write your Personal Insight Questions in October so the November window is spent checking grades and paying fees, not drafting.
How to answer Berkeley’s Personal Insight Questions
The PIQs replace the long personal essay. UC gives eight questions covering leadership, creativity, a talent, an educational opportunity or barrier, a significant challenge, a favourite academic subject, service to your community, and what makes you stand out. You choose four, and each answer can be up to 350 words. All four are weighed equally, and UC does not prefer any question.
Readers at Berkeley look for context: what was available to you and what you did with it. An international applicant can use the “educational opportunity or barrier” question to explain things a reader in California will not know, such as the end-of-school exam system in your country, long power cuts during study, or a school without lab equipment. Keep each answer to one story, use plain language, and finish with what you did and what changed. Leave out quotations and dramatic openers.
A sample opening, for illustration only, for the academic subject question: “Our physics teacher had one set of weights for 60 students, so I learned Newton’s second law by timing a water bottle rolling down the school staircase.” The answer should then show how that habit of improvising experiments grew into a specific interest you want to study at Berkeley.
What happens after you apply to Berkeley
- Watch your email in December: if Berkeley invites you to send letters of recommendation, line up your teacher straight away.
- Update scores: add new English results through the UC application before 31 January.
- Decision: released through the MAP@Berkeley portal, mostly at the end of March 2027. Regents’ and Chancellor’s nominees may hear earlier and be invited to interview.
- Accept by 1 May 2027: submit your Statement of Intent to Register.
- Send documents and show funding: complete the Non-immigrant Information Form, send your sponsor’s financial guarantee for the first year, and submit your final school results so the Berkeley International Office can issue your visa document.
Common mistakes international applicants make with Berkeley
- Applying with O-levels only: Berkeley needs A-levels, the IB Diploma or equivalent further study.
- Converting grades: report them exactly as your school records show them.
- Using the UC-wide TOEFL score: Berkeley wants 90, not 80.
- Sending extras: unsolicited portfolios and certificates are not reviewed.
- Expecting need-based aid: international students cannot get federal or state aid, and Berkeley scholarships open to them are few and small, apart from the targeted programmes.
- Waiting until 30 November: the UC site gets slow near the deadline.
Costs aid will not cover at Berkeley
The Regents’ and Chancellor’s minimum of $2,500 a year barely dents a $93,944 budget. You will also pay flights, the visa and SEVIS fees, rent in an expensive Bay Area market after your first year, and summer living costs if you stay. Tuition rises with each new cohort, and the health insurance line alone is over $5,000 a year unless you can waive it.
Majors, campus and city
Berkeley is the oldest UC campus, set in the city of Berkeley across the bay from San Francisco. Undergraduates enter one of its colleges, such as Letters and Science, the College of Engineering, Chemistry, Environmental Design, Natural Resources, Computing, Data Science, and Society, or the Haas School of Business through its own route. Computer science, electrical engineering and computer sciences, economics, data science and the biological sciences draw large numbers, and Silicon Valley employers recruit heavily on campus.
Graduate admissions at UC Berkeley
Graduate applications go through Berkeley’s Graduate Division, programme by programme, and each programme sets its own deadline, fee and test rules. Graduate funding through fellowships and teaching or research appointments is decided by each department, so ask your programme what international students usually receive.
UC Berkeley compared with similar universities
| University | Application route | Deadline (fall 2027) | Testing | Aid for international students | Our guide |
|---|---|---|---|---|---|
| UC Berkeley | UC application | 30 Nov 2026 | Test-free | No need-based aid; a few scholarships | This page |
| UCLA | UC application | 30 Nov 2026 | Test-free | No scholarships or aid for international undergraduates | UCLA admission requirements |
| University of Michigan | Common App | 1 Nov 2026 (EA, ED); 1 Feb 2027 (RD) | Test-optional | Very limited scholarships | Michigan admission requirements |
| MIT | MIT’s own application | 1 Nov 2026 (EA); 4 Jan 2027 (RA) | SAT or ACT required | Need-blind; 100% of need met | MIT admission requirements |
The comparison shows the trade-off. Public universities like Berkeley and UCLA cost less than private ones before aid, but private colleges with large endowments can end up far cheaper for a student who needs funding.
Who should apply to UC Berkeley
Apply if you have top grades in a demanding curriculum such as A-levels or the IB, a clear academic interest you can write about with real examples, and a family or sponsor who can cover around $94,000 a year. Berkeley also suits students who want to stay in the US tech sector after graduating.
Berkeley is a poor fit if you need substantial financial aid and do not qualify for one of the targeted programmes such as Robinson or Swaniker. In that case, compare need-blind and full-need colleges in our list of the best American scholarships for international students.
