Rutgers University Admission Requirements for International Students 2027: Acceptance Rate, Tuition, Scholarships and Deadline
Rutgers-New Brunswick is test-optional and gives admitted international first-years automatic scholarships of $5,000 to $16,000 a year. Here are the acceptance rate, 2026-27 costs, the $66,759 I-20 budget, English minimums and the 1 November and 1 December 2026 deadlines.

Rutgers University admission requirements for international students are among the simplest of any major US public university. You apply to Rutgers-New Brunswick through the Common App or the Rutgers Application, submit the personal essay, complete a Self-Reported Academic Record within a week, and prove English proficiency with TOEFL, IELTS, Duolingo or one of several other tests. SAT and ACT scores are optional. There are no required supplemental essays unless you want the Honors College.

Rutgers also gives admitted international first-years automatic International Student Scholarships of $5,000 to $16,000 a year, renewable for four years. You are considered without a separate form if you apply by the deadline. For fall 2027 entry, Early Action closes on 1 November 2026 and Regular Decision on 1 December 2026, and you must apply by 1 December to be considered for merit awards. The 2026-27 cost for a student from outside New Jersey living on campus is $62,782 before personal and insurance costs. All of this was checked on Rutgers’ own pages on 29 October 2026.

Rutgers ranking

In the U.S. News Best Colleges 2027 edition, published in September 2026, Rutgers-New Brunswick is ranked #44 National Universities, U.S. News 2027 edition, and No. 14 among public universities. Rutgers called it its highest U.S. News ranking. In that edition it shares the No. 44 spot with Ohio State. Rutgers-New Brunswick also reports that 83% of its Class of 2025 had a positive career outcome within six months, with a median starting salary of $70,000.

Rutgers acceptance rate and class profile

Rutgers has not posted a 2025-26 Common Data Set on any page I could open. The figures below are from its Common Data Set for 2023-24 (fall 2023 entry), the most recent edition with a residency breakdown, as reproduced by College Transitions and Esslo from the Rutgers file.

Measure (fall 2023, CDS 2023-24)All first-yearsInternational first-years
Applications43,3474,730
Admitted28,3263,345
Acceptance rateAbout 65%About 71%

Rutgers’ own admissions profile for fall 2025 gives the middle 50% for students admitted to some of the New Brunswick schools. Because New Brunswick is test-optional, these ranges come only from students who sent scores.

School (fall 2025 admits)SAT middle 50%ACT middle 50%High school GPA middle 50%
School of Arts and Sciences1350 to 151030 to 343.8 to 4.2
Rutgers Business School1370 to 151030 to 343.8 to 4.2
School of Engineering1380 to 152032 to 353.9 to 4.3

Selectivity varies by school, and the engineering ranges above show it is tougher than the overall rate suggests.

Rutgers tuition for international students in 2026-27

Rutgers Admissions lists these 2026-27 costs for a non-New Jersey resident living on campus at New Brunswick. International students pay the non-resident rate.

Cost item (2026-27, non-NJ resident, on campus)Amount
Tuition$36,831
Fees$4,008 and up
Food and housing$21,943 and up
Total$62,782

For the I-20, Rutgers uses a fuller budget. Its International Student Financial Statement (ISFS) for fall 2027 entrants asks you to show $66,759 for the first year:

ISFS item (New Brunswick undergraduate)Amount
Tuition and fees$40,839
Room and board (double room, 210 meal plan)$17,805
Miscellaneous (books, insurance and health fees, travel, living costs, international student fee)$8,115
Total funds you must show$66,759

The miscellaneous line includes a Rutgers International Student Fee of $500 each fall and spring semester. Add $5,000 a year for a spouse and $4,000 for each child. Rutgers tells you to expect about 5% more each year after the first.

Rutgers scholarships for international students

Rutgers-New Brunswick considers admitted international first-years for these awards automatically:

AwardAmountWho is consideredRenewal
International Student Scholarship$5,000 to $16,000 a year, up to four yearsAdmitted first-year international students on non-immigrant visasMinimum 3.25 GPA
First-Year Student Scholarship AwardNot publishedFall first-year admits who apply with all credentials by 1 DecemberFull-time study and academic criteria

Rutgers says the international awards are based on your first-choice school, your academic strength and how competitive that school’s pool is. There is no separate scholarship application, no CSS Profile and no ISFAA. Offers come out in early March. Rutgers does not list need-based grants for international students; its need-based aid runs through the FAFSA and New Jersey’s state form, which are for US citizens and eligible residents.

My reading of the numbers: a $16,000 award brings the published budget down to roughly $47,000 to $51,000 a year, and a $5,000 award to around $58,000 to $62,000. Rutgers is affordable compared with private universities only if your family or sponsor can cover the rest.

Rutgers admission requirements for international students: the application

  1. Choose your application: the Common App or the Rutgers Application. Either lets you apply to the New Brunswick, Newark or Camden campuses, and you choose one or more schools within New Brunswick.
  2. Pay the fee: a non-refundable application fee, or a need-based fee waiver if you qualify through the Common App profile section.
  3. Write the essay: the personal essay on your application. Rutgers does not ask for supplemental essays from most first-year applicants.
  4. Complete the Self-Reported Academic Record (SRAR): within one week of submitting.
  5. Create your Rutgers CommunityID: an email arrives 24 to 48 hours after you apply; you then upload documents in the Rutgers Application Portal.
  6. Send English test results: see the table below.
  7. Honors College (optional): tick the honors box and answer the honors consideration essay by 1 December 2026.

Non-English academic documents need a translation verified by a language professor or professional translator.

Testing policy: test-optional

Rutgers says it keeps test-optional and test-blind policies through 2027, and its admissions profile confirms SAT and ACT scores are optional for New Brunswick. You can still send scores if you are in school or graduated less than two years ago, but this does not apply if you have 12 or more college credits by the application deadline. If your scores sit inside or above the ranges for your chosen school, sending them can help.

The Ernest Mario School of Pharmacy and the School of Nursing set higher minimums. Rutgers reviews waiver requests case by case for students who attended an English-medium school, and also waives the requirement for a B or better in a college English Composition course at an accredited US college.

Early Action applicants are admitted, not admitted, wait-listed or deferred to Regular Decision, and deferred students hear by the end of February. Applications after 1 December are read on a rolling, space-available basis after both rounds are decided, which usually means less scholarship money. All eight New Brunswick schools have fall 2027 places open to F-1 first-year applicants. Mason Gross School of the Arts applicants hear by 1 April 2027 because of auditions and portfolio reviews.

Apply by 1 December 2026

Rutgers’ Regular Decision deadline is earlier than at most US universities. Miss 1 December and you lose merit and honors consideration, including the International Student Scholarship.

How to write the Rutgers Honors College essay

The Honors College is optional, and about 10% of the incoming class receives an honors offer. You apply by ticking the honors box and answering the honors consideration essay on the same application by 1 December. Rutgers does not publish the prompt on its admissions summary page, so read it in the application itself. Whatever the wording, readers want to see curiosity and a sense of what you would contribute to a small community inside a big university.

  • Pick one idea you keep returning to: a question, a problem in your community, a project.
  • Show action: what you did about it, even on a small scale.
  • Tie it to Rutgers: research, community engagement or honors programmes you would use.
  • Keep your main essay different: do not repeat the same story twice.

For illustration only, an applicant interested in public health might open: “Our clinic’s queue starts at five in the morning, and by the time I joined it with my grandmother I had already counted the people who would not be seen that day.” The essay would then move to what the student did with that observation and what they want to study.

What happens after you apply

  1. Upload documents: use the Rutgers Application Portal to complete your file. Your decision timing applies only if everything is in by the deadline.
  2. Decision: EA by 31 January 2027, RD by 28 February 2027.
  3. Scholarship offer: early March 2027, released with honors offers.
  4. Accept: by 1 May 2027. If you are admitted after 1 May, you have one week to respond.
  5. ISFS and I-20: submit the International Student Financial Statement and sponsor bank letters (dated within six months) through the R-Global portal.
  6. Visa: pay the SEVIS fee and book your F-1 visa interview.

Common mistakes international applicants make

  • Treating 1 December as a late date: it is the final Regular Decision deadline and the scholarship cut-off.
  • Forgetting the SRAR: your file is not complete until the self-reported record is in.
  • Showing too little money: bank letters must cover at least $66,759 and be no older than six months.
  • Signing the ISFS electronically: Rutgers does not accept electronic signatures on the form.
  • Applying to a school you would not attend: your first-choice school affects your scholarship amount, so choose it carefully.
  • Ignoring school-specific English rules: nursing and pharmacy want higher scores.

Costs that aid does not cover

Even with the top $16,000 award, you still pay most of the bill. Plan for the international student fee ($500 a semester), health insurance and health service fees, books, flights, the SEVIS and visa fees, winter clothing, and summer housing if you stay for an internship. Rutgers expects costs to rise by about 5% a year, which matters for a four-year sponsor plan.

Majors and strengths

Rutgers-New Brunswick has eight schools open to first-year applicants: Arts and Sciences, Rutgers Business School, Engineering, Environmental and Biological Sciences, Nursing, Pharmacy, Mason Gross School of the Arts, and Management and Labor Relations. It also has more than 200 graduate programmes.

Campus and city

Rutgers-New Brunswick is spread over several campuses in New Brunswick and Piscataway, New Jersey, linked by a campus bus network. The location is a practical advantage: it sits between New York City and Philadelphia on the main rail line, which helps with internships and weekend travel. The university is large and busy, so you will need to seek out smaller communities such as honors housing, learning communities or student associations from your region.

Rutgers graduate admissions for international students

Graduate programmes at New Brunswick have their own applications and deadlines through the graduate admissions office. Rutgers’ international graduate requirements include:

  • English: TOEFL section minimums (Writing 22, Speaking 23, Reading 21, Listening 17 before 22 January 2026; 4.5, 4.5, 4 and 4 on the new scale), IELTS 7 or Duolingo 120. TOEFL code 2790.
  • Funding proof: after admission, a Certification of Funds form and documents no more than six months old, covering your first year.
  • Assistantships and fellowships: if you receive one, Rutgers tells you whether it is enough for your I-20.
  • Programme rules: language-intensive programmes set higher minimums; check each programme page.

Who should apply to Rutgers

Apply if you want a large research university near New York, have solid grades, and your family or sponsor can cover around $50,000 to $62,000 a year after a scholarship. Rutgers is a sensible target for strong students in business, engineering, pharmacy or the sciences, and its early 1 December deadline means you can have a decision and a scholarship figure by March.

Look elsewhere if you need a full scholarship. The top international award is $16,000 a year, and Rutgers does not offer need-based aid to international students, so a low-income family will still face a large gap.
