The NTI PTTP admission requirements for 2027/2028, as last published, are O’level results with at least two credits and three passes (WAEC, NECO, GCE or NABTEB), or an equivalent such as TC II, PTC or HIS. There is no JAMB and no UTME cut-off. The bigger question is whether the Pivotal Teacher Training Programme is taking students at all. I found no 2025 or 2026 PTTP admission advert, no form price and no fee schedule, so treat the programme’s current intake as unconfirmed and check with NTI before you pay anyone.
2027/2028 update: NTI admission requirements and entry rules usually stay the same from one year to the next, so the rules on this page are what 2027/2028 applicants should plan with. They come from the latest information available (2025 and 2026 sources). If NTI publishes a 2027/2028 notice that changes anything, we will update this page.
This guide is for SSCE holders and untrained teachers in Umuahia and the rest of Abia State who have heard of the PTTP as a way into teaching with weak O’level results. I cover what the National Teachers’ Institute (NTI), Kaduna has said about the programme, what is missing, how NTI applications work, and the routes that are open right now: NTI’s NCE by distance learning, the JAMB NCE route into a college of education, and the federal ATPP for ND holders.

Does NTI still run the Pivotal Teacher Training Programme?
The evidence is mixed, so here is all of it.
- The University of Ilorin’s Centre for Affiliated Institutions page on NTI lists the PTTP among the programmes NTI ran in its earlier years, alongside the Grade II and NCE.
- NTI’s own EMIS site, carrying a 2026 copyright line, still lists the PTTP under “NTI Programmes” and links to a programme page on nti.edu.ng.
- Awajis (published June 2025, updated May 2026) names the PTTP as one of NTI’s five main programmes, grouped with short CPD courses under in-service training, and describes it as preparing non-graduate teachers for the classroom.
- None of these sources gives a 2025, 2026 or 2027 admission date, a form price or a fee, while all of them give those details for NTI’s NCE, PGDE, ADE or degree programmes.
My read: the PTTP still exists on NTI’s programme list, but I cannot confirm that it is admitting new students. It may only run when a government or other sponsor funds an intake, which would explain why there is no yearly public form. Before you pay for anything, call or visit the NTI Abia State office and ask directly whether a PTTP intake is open and who is sponsoring it.
PTTP entry requirements compared with NTI’s NCE
The PTTP’s appeal was always its lower O’level bar. This table puts the reported requirements side by side with NTI’s NCE by distance learning, which is advertised.
| Requirement | PTTP (reported) | NTI NCE by Distance Learning (reported) |
|---|---|---|
| O’level | 2 credits and 3 passes | 5 credits, including one in the subject you want to teach |
| Accepted certificates | WAEC, NECO, GCE, NABTEB; TC II, PTC, HIS | TC II, PTC, WASC, NECO, GCE, NABTEB, HISC |
| Teaching experience | Not stated | Serving teachers with 5 years’ experience may be admitted with fewer credits |
| UTME | No | No UTME cut-off |
| Duration | Not published | 3 years (4 cycles) |
| Form price | Not published | ₦2,500 |
| Fees | Not published | Cycle 1 ₦23,000 to ₦26,000; later semesters ₦17,000 to ₦26,000 |
| Award | Not published | Nigeria Certificate in Education |
The PTTP column is from WikiProcedure and Awajis; the NCE column is from Awajis (2025/2026 figures). Neither is an NTI document, so confirm both with NTI.
PTTP form and fees
No PTTP form price or tuition has been published in any source I reached. Awajis gives NTI form prices for four programmes only: NCE ₦2,500, Bachelor’s Degree ₦5,500, PGDE ₦10,500 and ADE ₦2,500. WikiProcedure says to contact the NTI office for fees. If someone quotes you a PTTP form price, ask for the NTI notice it came from. A genuine NTI payment is made with a Remita reference (RRR) generated on the NTI portal, never by transfer to a person.
How NTI applications work
If NTI opens a PTTP intake, or you apply for the NCE instead, applications go through the NTI portal. These steps are from Awajis and WikiProcedure’s description of the portal.
- Open the portal: go to my.nti.edu.ng/applicants/apply and choose Fresh Applications.
- Fill the form: enter your details, confirm them and select your programme.
- Generate an RRR: the portal creates a Remita Retrieval Reference for the form fee.
- Pay: at a commercial bank with the RRR, or online by card through Remita.
- Finish the application: log back in, complete the form and upload your documents under File Uploads.
- Wait for verification: WikiProcedure says approval is communicated by phone or email, and you then download your admission letter.
Documents to have ready: O’level result or TC II/PTC/HIS certificate, a means of identification, passport photographs and proof of payment.
Warning
Because the PTTP’s current status is unclear, it is easy for agents to sell “PTTP forms” that lead nowhere. Confirm any intake with the NTI Abia State office and pay only with an RRR generated on the NTI portal.
Worked example: which route fits your results
These cases show how the reported rules apply. NTI and JAMB make the actual decisions.
- Adaeze, WAEC with credits in English and Biology and passes in Mathematics, Economics and Government: two credits and three passes meets the reported PTTP bar. It falls short of the five credits for NTI’s NCE. Her best move is to confirm whether a PTTP intake exists, and at the same time resit WAEC or NECO for the missing credits so the NCE opens up.
- Uche, NECO with five credits including English, Mathematics and Social Studies: he already qualifies for NCE. He can apply to NTI’s NCE by distance learning, or register for NCE through JAMB and choose a college of education. The PTTP gives him nothing extra.
- Ifeoma, three credits, teaching in a private nursery in Umuahia for six years: Awajis reports that serving teachers with five years’ experience may be admitted to NTI’s NCE with fewer credits. She should ask the NTI Abia office about that concession before anything else.
- Kelechi, ND Business Administration, teaching for three years: he is past the PTTP level. The federal ATPP’s PDE route was built for ND holders who teach.
Alternatives open to you now
1. NTI NCE by Distance Learning
You study from your state while working, over three years, through NTI study centres. See our full guide to NTI NCE by Distance Learning admission requirements.
2. NCE at a college of education through JAMB
JAMB changed this route in 2026. At its policy meeting on 11 May 2026, NCE candidates with at least four credits were exempted from the UTME, but they must still register with JAMB and be admitted through CAPS. Nairametrics reported that the exemption takes effect from the 2027 admission cycle, while JAMB’s June 2026 NCE registration guide and Legit.ng (23 July 2026) show it already applied in 2026. Either way, a 2027/2028 NCE candidate does not sit the UTME. JAMB’s guide also says that from 2026/2027 no college of education admits anyone into 100 or 200 level of a degree; everyone enters through NCE.
| JAMB NCE registration item | Amount or rule (June 2026 guide) |
|---|---|
| O’level verification code | ₦1,500 (one sitting) or ₦2,000 (two sittings) |
| NCE application | ₦3,500 |
| CBT centre charge | ₦700 |
| Admission | The college proposes you on CAPS and the Provost recommends |
| Awaiting result | You cannot be proposed until your result is uploaded |
| 2026 NCE registration opened | 23 July 2026 (Nairametrics) |
In Abia State, the state-owned college is ASCETA, Arochukwu. Our guides cover courses such as ASCETA Early Childhood Care Education, and for primary school teaching, FCE Eha-Amufu Primary Education Studies in neighbouring Enugu State.
3. The federal ATPP, if you hold an ND or a degree and already teach
The NTI Accelerated Teacher Professionalisation Pathway is a six-month PGDE or PDE for serving teachers with at least 24 months’ experience. It leads to the TRCN qualifying exam. For graduates who are not yet teaching, the NTI PGDE is the route.
How to secure NCE admission through JAMB, step by step
- Get your JAMB profile code: send NIN, a space and your 11-digit NIN to 55019 or 66019 from the line linked to your NIN.
- Register for NCE at a JAMB centre: buy the O’level verification code and the NCE application, and choose your college of education and course.
- Upload your O’level: it must be on your JAMB record before the college can propose you on CAPS. Awaiting result candidates wait until the result is uploaded.
- Follow the college’s screening: watch the college’s own portal for any screening form or document check.
- Accept on CAPS: log in at efacility.jamb.gov.ng, open Check Admission Status and accept. Our JAMB CAPS guide explains each status. NAN reported on 11 May 2026 that admissions outside CAPS are illegal.
- Pay the acceptance fee and clear: pay only through the college’s portal, then complete physical clearance.
If you chose the wrong college, see JAMB change of institution.
What the PTTP was meant to do
NTI is a federal institute, set up in 1976 to train, upgrade and certify teachers through distance learning. The University of Ilorin page quotes its mandate as courses leading to the development, upgrading and certification of teachers. The PTTP fitted that mandate at the lowest level, preparing people without degrees for primary classrooms. Its award, duration and NCCE or TRCN status have not been published in any source I reached, so I cannot tell you whether a PTTP certificate counts towards a TRCN licence. The NCE is the minimum teaching qualification in Nigeria, and that is the qualification I would aim for.
Mistakes to avoid
- Paying for a “PTTP form” without an NTI notice or portal RRR.
- Waiting for a PTTP intake while your chance to register for NCE through JAMB passes.
- Ignoring a resit when one or two more credits would open the NCE.
- Assuming every NTI certificate leads to a TRCN licence.
NTI PTTP admission requirements: frequently asked questions
Is NTI PTTP form out for 2027? No PTTP form has been announced in any source I reached for 2025, 2026 or 2027. Confirm with the NTI Abia State office before paying anyone.
Can I do PTTP with two credits? WikiProcedure reports the PTTP entry as at least two credits and three passes, so two credits met the old bar. With five credits you can apply for NCE instead.
How much is the NTI PTTP form? No price has been published. Awajis lists NTI form prices only for NCE (₦2,500), the degree (₦5,500), PGDE (₦10,500) and ADE (₦2,500).
Do I need JAMB for NTI PTTP? No source links the PTTP to JAMB, and it has no cut-off mark. NCE at a college of education does need JAMB registration, although not the UTME.
Sources and updates
The PTTP’s place among NTI’s earlier programmes, NTI’s 1976 founding, its mandate and its study centre structure come from the University of Ilorin Centre for Affiliated Institutions page on NTI. The current listing of the PTTP comes from NTI’s EMIS site. The PTTP description, NTI form prices, NCE requirements and fees and the portal steps come from Awajis (published 12 June 2025, updated 3 May 2026), an unofficial blog. The two credits and three passes rule and the in-person and online application process come from WikiProcedure (1 May 2025), also unofficial. The 2026 NCE policy is from TheNigeriaLawyer’s report of the JAMB policy meeting (11 May 2026), Nairametrics (11 May and 23 July 2026), Legit.ng (23 July 2026) and JAMB’s June 2026 NCE and ND special registration guide; the CAPS rule is from the News Agency of Nigeria (11 May 2026). No NTI notice on the PTTP for 2025, 2026 or 2027 was found, and no Abia study centre address was published. Checked on 29 October 2026; this page will be updated if NTI announces a PTTP intake.
