Carnegie Mellon engineering graduate admission for international students is handled by each department of the College of Engineering, and the rules differ more than most applicants expect. The application fee is $75 in the departments we checked. The GRE is optional in Electrical and Computer Engineering (ECE) for fall 2027, and Mechanical Engineering and Civil and Environmental Engineering do not accept official GRE scores at all. English tests are required from almost every international applicant, including those from English-speaking African countries, because CMU’s exemptions cover only US degrees, CMU alumni and UK or Canadian citizens.
Funding splits cleanly by degree. ECE says PhD students receive fellowships covering tuition, fees and a living stipend for the length of the programme, while its Professional MS students pay their own way. Master’s tuition in the College of Engineering is $61,510 for 2026-27, and CMU estimates another $37,374 for living costs, insurance and fees. For fall 2027, most PhD deadlines fall on 1 or 15 December 2026 and most MS final deadlines between 5 and 31 January 2027. All details were checked on Carnegie Mellon pages on 29 October 2026.
Carnegie Mellon engineering ranking
In the U.S. News 2026 Best Graduate Schools edition (Best Engineering Schools, released 7 April 2026), the Carnegie Mellon College of Engineering is ranked No. 10 in the United States, not tied. Carnegie Mellon is also known for computing, but note that the School of Computer Science is a separate college with its own admissions. This guide covers the College of Engineering.
Departments and graduate programmes
| Unit | Main graduate options |
|---|---|
| Biomedical Engineering | MS and PhD |
| Chemical Engineering | MS and PhD |
| Civil and Environmental Engineering (CEE) | MS programmes, PhD, and a pathway for applicants without an engineering background |
| Electrical and Computer Engineering (ECE) | Professional MS (course based) and research PhD |
| Engineering and Public Policy | PhD and related programmes |
| Materials Science and Engineering | MS and PhD |
| Mechanical Engineering (MechE) | MS and PhD, plus an online certificate in AI engineering fundamentals |
| Information Networking Institute (INI) | MS in Information Networking, MS in Information Security, MS in AI Engineering (Information Security), bicoastal programmes |
| CMU-Africa (Kigali, Rwanda) | MS in Information Technology, MS in Electrical and Computer Engineering, MS in Engineering Artificial Intelligence |
CMU-Africa is worth a close look if you are African. It awards Carnegie Mellon degrees from its Kigali campus, and the Mastercard Foundation Scholars Program supports students in all three of its master’s programmes.
GRE policy by department
| Department | GRE for fall 2027 |
|---|---|
| ECE | Optional for spring 2027 and fall 2027; no GRE or GPA cutoffs |
| Mechanical Engineering | Official GRE scores from ETS are not accepted |
| Civil and Environmental Engineering | Official GRE scores are not accepted for review |
| INI | Not requested, required or reviewed |
In ECE, the department says it reads the GRE and GPA together with the rest of the file. If you have a high quantitative score and a weaker transcript, sending it may help there. In MechE and CEE, don’t spend money on the test for this application.
English language requirements
ECE publishes the most detailed minimums, all from a single test date:
| Test | Overall minimum | Section minimums |
|---|---|---|
| TOEFL iBT (old 0 to 120 scale) | 86 | Reading 22, Listening 22, Speaking 20, Writing 22 |
| TOEFL iBT (new 1 to 6 scale) | 4.5 | See department page |
| IELTS Academic | 7.0 | Reading 6.5, Listening 6.5, Speaking 6, Writing 6 |
| Duolingo English Test | 115 | Literacy 105, Comprehension 115, Production 90, Conversation 95 |
ECE prefers TOEFL or Duolingo and accepts IELTS when you cannot take either. TOEFL MyBest scores are not accepted. INI accepts TOEFL (including Home Edition and Best Score), IELTS Academic and Duolingo, with scores no more than two years old.
The exemption rules are narrow. ECE waives the test only if you will have a US degree by enrolment, are a CMU student or graduate, or are a UK or Canadian citizen. INI waives it for four years of in-residence US undergraduate study, or for UK or Canadian citizens whose native language is English. A degree from an English-medium university in Nigeria, Ghana or Kenya does not count, so book your test early.
Application fee and fee waivers
The fee is $75 and non-refundable in ECE, MechE, CEE and INI. Waivers differ:
- ECE: automatic for CMU students and alumni and GEM Fellowship applicants. The FAQ describes a waiver request form after you submit, while the main admissions page says the fee cannot be waived, so ask the admissions team (apps@ece.cmu.edu) before you rely on it.
- MechE: waivers for CMU students and alumni, GEM applicants, McNair Scholars and some others.
- CEE: waivers for CMU students and alumni, GEM, McNair Scholars, and applicants with financial hardship.
- INI: waived if you register for and attend an upcoming information session. This is the easiest waiver for international applicants to get.
Deadlines for fall 2027 entry
CEE and INI publish dated fall 2027 deadlines. ECE, MechE and CMU-Africa list the day and month only, so the years below are the next occurrence for fall 2027 entry.
| Programme | PhD deadline | MS deadline |
|---|---|---|
| ECE | 15 December 2026 | 15 December 2026 |
| Mechanical Engineering | 1 December 2026 | 15 December 2026 (priority); 5 January 2027 (final, portal closes 6 January) |
| Civil and Environmental Engineering | 15 December 2026 | 15 December 2026 (priority); 31 January 2027 (final) |
| INI | Not applicable | 1 December 2026 (priority); 29 January 2027 (final, tentative) |
| CMU-Africa | Not applicable | 15 December 2026 (early); 15 January 2027 (final) |
Deadline warning
INI deadlines are 11:59 pm US Eastern time. At CMU-Africa, applications that arrive after the early deadline are considered only with valid Duolingo, IELTS or TOEFL scores, so the early round is the safer choice if you have no test yet.
PhD funding at Carnegie Mellon Engineering
ECE says accepted full-time PhD students receive fellowships covering tuition, fees and a living stipend for the duration of the programme, as long as they make enough progress. You do not fill in a separate aid form; every applicant is considered. Students still pay for their own books and course supplies.
The college lists doctoral tuition at $52,780 for 2026-27, which the funding package covers. We did not find a published stipend figure on the College of Engineering pages, so compare the monthly amount in each offer letter against Pittsburgh rent and the cost table below. Research assistantships depend on a professor’s grants, which is why the adviser match matters so much.
MS funding reality
ECE calls its Professional MS a self-funded, course-only degree that takes about 1.5 to 2 years (three to four semesters). MS students cannot get departmental fellowships, though some earn hourly wages for teaching or research help. An ECE MS student must finish at least two semesters before being admitted to the PhD and considered for departmental tuition and stipend support. Plan your MS budget as if you will pay every dollar yourself.
The main exception for Africans is CMU-Africa, where the Mastercard Foundation Scholars Program supports students in the MSIT, MS ECE and MS EAI programmes in Kigali. The Foundation’s page describes the programme as aimed at talented young people facing serious social and economic barriers. Check the CMU-Africa admissions pages for the current scholarship terms before you apply.
Tuition and cost of attendance for 2026-27
| Item (College of Engineering, 2026-27) | Academic year |
|---|---|
| Master’s tuition | $61,510 ($30,755 per semester; $855 per unit) |
| Doctoral tuition | $52,780 |
| Housing | $14,752 |
| Food | $8,664 |
| Books and supplies | $2,212 |
| Health insurance | $3,352 |
| Personal and miscellaneous | $4,098 |
| Travel allowance | $1,756 |
| Student activities, transportation and technology fees | $1,040 |
| Estimated loan fees (federal borrowers only) | $1,500 |
| Total for a master’s student | $98,884 (about $97,384 if you do not borrow federal loans) |
International students cannot take US federal loans, so the loan-fee line usually does not apply to you. Rates vary by department, so check the exact figure in your admission letter.
Named fellowships and scholarships for international students
- Mastercard Foundation Scholars Program at CMU-Africa: for the three Kigali master’s programmes.
- Departmental PhD fellowships: in ECE every admitted full-time PhD student is considered automatically.
- GEM Fellowship: mentioned by CMU for fee waivers, but GEM is a US programme, so check its citizenship rules before applying.
- Home-country schemes: government scholarships and programmes such as Fulbright, run through US embassies and commissions in each country.
STEM OPT
Engineering degrees normally appear on the US Department of Homeland Security STEM designated degree list, which allows a 24-month STEM OPT extension after the first 12 months of OPT. The CIP code on your I-20 decides this, so confirm it for your programme. This applies to the Pittsburgh programmes; CMU-Africa students study in Rwanda and are not on F-1 status there.
Application documents
- Transcripts: upload unofficial copies. ECE asks for official transcripts only if you are admitted and accept, and says not to mail anything until requested. ECE does not require a WES evaluation.
- Letters of recommendation: MechE asks for three.
- Statement of purpose: MechE requires it from PhD applicants only. Check each department’s application for its own rules.
- English test scores: sent electronically by the testing agency before the deadline. ECE’s ETS institution code is 2074.
- CV or resume: include projects, internships, publications and software or lab tools you can use.
- GPA: INI recommends 3.0 or higher on a 4-point scale; ECE has no cutoff.
How to contact potential PhD advisers
ECE says nearly all PhD students are funded by fellowships, but research projects still depend on a faculty member’s grants, so a professor who knows your name before the committee meets can help. Read the lab’s last two or three papers, then send a short email with a clear subject line such as “Prospective PhD applicant, fall 2027, power electronics”. Say who you are, what you read, one concrete link to your own work, and ask whether they expect to take students.
Sample opening (for illustration): “Dear Professor [Surname], I am a final year electrical engineering student at Kwame Nkrumah University of Science and Technology. Your 2025 paper on grid-forming inverters is close to my thesis on microgrid stability in rural Ghana, and I plan to apply to the ECE PhD for fall 2027.”
Attach a one-page CV. Send it between October and late November, and follow up once if you hear nothing after two weeks. Never send the same email to every professor in the department.
How to write the statement of purpose for Carnegie Mellon
For the PhD, open with the problem you want to work on and the evidence that you can do research: your thesis, a paper, an internship, or a tool you built. Name two or three faculty members and connect your plans to their recent work. For a professional MS, be concrete about the job you want after graduation and the courses that will get you there, because these programmes are built around careers. In both cases, write in short paragraphs, explain any weak semester briefly and once, and leave out general praise of the university.
Common mistakes international applicants make
- Assuming an English-medium degree exempts you. At CMU it usually does not.
- Sending GRE scores where they are not accepted. MechE, CEE and INI will not use them.
- Using TOEFL MyBest scores in ECE. All subscores must come from one test date.
- Converting your grades yourself. Report your CGPA on your university’s own scale, for example 4.21 out of 5.00, and let the committee read the transcript.
- Missing the priority date. MechE, CEE and INI use priority deadlines in December; apply then if you can.
- Three-year degrees. Most African engineering degrees are four or five years. If yours is three years, ask the department before paying the fee.
- Applying to the School of Computer Science pages by mistake. Computer science degrees are a separate college with different rules.
Costs not covered
- Application fees, test fees and score reports
- The SEVIS I-901 fee and US visa application fee
- Flights, a rental deposit and furniture
- Books and course supplies (ECE says PhD students pay these)
- Summer living costs if you are a self-funded MS student without an internship
- Any gap between your PhD stipend and actual Pittsburgh rent

| UC San Diego Jacobs | No. 9 | $155 | Not required in most departments |
| Cornell Engineering | No. 11 | $105 | Not required or not accepted in the fields checked |
| Michigan Engineering | No. 12 | $90 | No longer used for Rackham PhD admission |
For undergraduate entry to the same university, see our Carnegie Mellon admission requirements guide for international students.
Who should apply
Apply for a Pittsburgh PhD if your research interest matches specific faculty and you can show research evidence; the funding there is generous. Apply for a Pittsburgh MS only if you or a sponsor can cover close to $100,000 a year, or if your employer is paying. If you are African and need funding for a master’s, I would put CMU-Africa and the Mastercard Foundation Scholars Program at the top of your list before the Pittsburgh MS.
