The first thing to know about the ESPOLY Public Administration cut-off mark is that the course is not on JAMB’s course list for Enugu State Polytechnic, going by the Myschool reprint of that list. ESPOLY has offered Public Administration before and a 2026 course list still includes it, so JAMB’s list may simply lag behind. If you can choose it under ESPOLY on JAMB, plan with JAMB’s polytechnic minimum of 100. The last floor ESPOLY published itself was 120, in 2021/2022.
2027/2028 update: ESPOLY cut-off marks usually stay the same from one year to the next, so the figures on this page are what 2027/2028 candidates should plan with. They come from the latest official notice (2026/2027). If the 2027/2028 notice changes anything, we will update this page.
This guide gives the official figures, a safe target score, the UTME and O’level rules from JAMB’s brochure (including a subject clash that catches many applicants), the CAPS steps, and the Public Administration options in Enugu that are open through JAMB.

Is Public Administration on JAMB’s list for ESPOLY?
Not on the reprint I checked on 29 October 2026. Myschool’s copy of JAMB’s institution course list for Enugu State Polytechnic (Enu-poly) shows 10 courses: Accountancy, Agricultural Technology, Animal Health and Production Technology, Banking and Finance, Computer Engineering, Computer Science, Electrical/Electronics Engineering Technology, Horticultural Technology, Production Tech and Statistics (Myschool course list). Public Administration is not among them, and neither is any other social science course.
ESPOLY has run the course. Its 2021/2022 ND screening notice, reprinted by Myschool on 30 November 2021, listed Public Administration among 17 programmes (Myschool reprint). Teezab’s list of 20 July 2026 also places ND Public Administration in the School of Business Studies, but Teezab is a blog and does not cite ESPOLY. ESPOLY’s own programmes page would not open when I checked, so I cannot confirm from the school that the department is taking new ND students for 2026/2027.
What this means for UTME candidates
- JAMB only lets you choose a course it has listed for that institution. If Public Administration is missing under Enugu State Polytechnic on your registration or change-of-course screen, you cannot select it.
- ND admission happens only through JAMB CAPS. At its 11 May 2026 policy meeting JAMB said admissions outside CAPS are illegal, so a school letter on its own is not enough.
- If the live JAMB screen does list it, the Myschool reprint is out of date and you can go ahead.
- If it does not, choose Public Administration at IMT Enugu, which has its own line in JAMB’s brochure for this course, or a listed course at ESPOLY such as Banking and Finance (this needs Mathematics in the UTME).
ESPOLY Public Administration cut-off mark: official figures
ESPOLY’s 15 May 2026 notice says it is accepting applications for 2026/2027 and stops there: no score, no fee, no date (espoly.edu.ng). JAMB’s polytechnic minimum therefore applies. It stayed at 100 for 2026/2027 (NAN, 11 May 2026), unchanged from 2025/2026 (Nairametrics, 8 July 2025). ESPOLY’s own most recent public floor is the 120 in its 2021/2022 screening notice.
| Session | Figure | Who set it | Source |
|---|---|---|---|
| 2027/2028 | Not yet fixed; plan with 100 | JAMB | JAMB’s next policy meeting |
| 2026/2027 | 100 | JAMB national minimum for polytechnics | NAN, 11 May 2026 |
| 2025/2026 | 100 | JAMB national minimum for polytechnics | Nairametrics, 8 July 2025 |
| 2021/2022 | 120 | ESPOLY screening notice (all ND courses, including Public Administration) | Myschool reprint, 30 November 2021 |
ESPOLY has never published a separate Public Administration figure. Treat any departmental cut-off you see online as unofficial.
Safe target score (consultant advice)
My advice is to aim for 140 or more. That is my own planning figure, not an ESPOLY number. Public Administration is a popular choice for arts and social science students, and 140 gives you room above ESPOLY’s old 120 floor and keeps IMT, with its bigger applicant pool, within reach if you need to switch.
| Your UTME score | What it means for Public Administration at ESPOLY |
|---|---|
| Below 100 | Not eligible for any polytechnic |
| 100 to 119 | Eligible by JAMB’s rule, but below ESPOLY’s last published floor |
| 120 to 139 | Possible if the course is open to you on JAMB |
| 140 to 169 | Competitive here and at IMT |
| 170 and above | Strong; a university Public Administration degree may also be open to you |
UTME subject combination for Public Administration
The general line in JAMB’s polytechnic brochure reads Government, History and Economics, taken with Use of English (brochure entry). Mathematics is not in that line. The page then lists remarks for ten polytechnics, including Nekede, Kaduna, Akanu Ibiam, Yabatech, Ilaro, Bauchi and IMT Enugu (as IMTE). None names Enugu State Polytechnic, so ESPOLY falls under the general line.
IMT’s remark is different: it asks for Literature in English and Christian Religious Studies with Principles of Accounts or Commerce. If IMT is your fallback, read our IMT guide before you register, because a Government, History and Economics candidate does not match it.
The subject clash to watch
Banking and Finance, the closest listed course at ESPOLY, needs Mathematics plus two of Economics, Geography, History, Government, Commerce and Principles of Accounts (brochure entry). Public Administration’s general line has no Mathematics. One UTME combination cannot match both lines exactly, so decide before registration which course you are really aiming for:
| Combination (with English) | Matches general Public Administration line? | Matches ESPOLY Banking and Finance? |
|---|---|---|
| Government, History, Economics | Yes | No (no Mathematics) |
| Mathematics, Government, Economics | No (History missing) | Yes |
| Mathematics, Government, History | No (Economics missing) | Yes |
If Public Administration is not open under ESPOLY when you register, I would sit English, Mathematics, Government and Economics and choose Banking and Finance at ESPOLY. If it is open, sit the brochure line. Our JAMB Government syllabus and JAMB Economics syllabus guides cover the reading.
O’level requirements for Public Administration
JAMB’s brochure asks for five credits including English Language and Mathematics, plus three other subjects. Literature in English does not count as English Language. Government, Economics and History or Literature are the most useful three. NBTE’s ND Public Administration curriculum (June 2021) asks for credits in English, Mathematics and Government or History plus two others, so Government or History at credit level is worth having.
| Requirement | Detail |
|---|---|
| Number of credits | Five |
| Compulsory | English Language and Mathematics |
| Best three others | Government or History, Economics, and Literature in English or Commerce |
| Sittings | No more than two (reported by Teezab; confirm on the ESPOLY portal) |
| Exams accepted | WAEC, NECO, NABTEB (reported) |
HND and Direct Entry
The brochure page gives no Direct Entry rule, and HND entry does not go through the UTME. Teezab’s 2026/2027 HND list for ESPOLY has no Public Administration, so plan to do the HND elsewhere; IMT advertises an HND in the course. NBTE’s January 2026 brochure of approved curricula lists both ND and HND Public Administration. Our ESPOLY HND guide covers the general HND rules.
ESPOLY screening and a worked example
ESPOLY has not published a screening test, fee or timetable for 2026/2027. Applications go through portal.espoly.edu.ng/applicant.php. ESPOLY posted portal guides for ND 1 and HND 1 students on 14 May 2026, and its school fees schedule link is empty. Its 2021/2022 notice asked candidates to make ESPOLY their first choice or change to it, which I would still do.
Worked example (illustrative)
Obinna scored 147 with English, Government, History and Economics. His O’level from one NECO sitting reads English C5, Mathematics C6, Government B2, Economics C4, Literature in English B3. He clears JAMB’s 100, ESPOLY’s old 120 and my 140 target, and he has five credits with English and Mathematics.
Many polytechnics rank ND applicants half on UTME and half on O’level. As an illustration only: his UTME half is 147 divided by 8, which is 18.4. Scoring A1 as 10, B2 as 9, B3 as 8, C4 as 7, C5 as 6 and C6 as 5, his grades give 6 + 5 + 9 + 7 + 8 = 35, so his illustrative total is 53.4 out of 100. ESPOLY has published no aggregate formula; this is only a way to compare yourself with others.
Obinna’s problem is the JAMB listing. With no Mathematics in his UTME he cannot switch to Banking and Finance at ESPOLY, and his subjects do not match IMT’s remark either. If Public Administration is missing under ESPOLY, his best move is a change of institution to a polytechnic whose Public Administration line accepts Government, History and Economics.
How to apply for Public Administration at ESPOLY
- Create your JAMB profile: send NIN, a space and your 11-digit NIN to 55019 or 66019 from the phone line you will use. JAMB replies with a profile code for registration.
- Check the course on JAMB first: look for Public Administration under Enugu State Polytechnic before you settle your UTME subjects. If it is missing, choose your fallback course now.
- Write the UTME: aim for 140 or more. Our guide on how to check your JAMB result shows what to do once the score is out.
- Upload your O’level to CAPS: do this at a JAMB accredited centre. If you used two sittings, upload both, and make sure awaiting results are uploaded once they are out.
- Apply on the ESPOLY portal: go to portal.espoly.edu.ng/applicant.php and fill in the form for Public Administration. Pay only the amount the portal generates and keep the receipt.
- Accept on CAPS: when ESPOLY offers you a place, accept it on JAMB CAPS. JAMB’s 2026 rules withdraw an offer that is not accepted within four weeks. Our JAMB CAPS guide shows the screens.
- Pay acceptance and register: print your JAMB admission letter, then pay ESPOLY’s acceptance and school fees through the portal. ESPOLY has not published these amounts, so do not pay anyone outside the portal.
JAMB set 31 December 2026 as the 2026/2027 admission deadline for polytechnics, monotechnics and colleges of education, so the current cycle runs until that date. To move your choice to ESPOLY, read JAMB change of institution; to switch course, see JAMB change of course.
Warning
Do not pay for a Public Administration place at ESPOLY until the course shows under Enugu State Polytechnic on JAMB and you have a CAPS offer. Nobody can sell you an ND place outside CAPS.
Your chances of admission
If the course is open under ESPOLY on JAMB, a score of 140 or more with credits in Government and Economics should be competitive. That is my reading; ESPOLY has released no admission numbers. If it is not open, your chances depend on choosing the fallback early, because the subject lines differ.
| Alternative | JAMB position | Note |
|---|---|---|
| IMT Public Administration | IMT has its own remark on the brochure page | Literature, CRS and Accounts or Commerce |
| ESPOLY Banking and Finance | On JAMB’s list for ESPOLY | Needs Mathematics in the UTME |
| FCC Oji River Public Administration | College is in JAMB’s brochure; confirm this course on JAMB | Federal cooperative college in Enugu State |
| ESUT Public Administration (degree) | University route | JAMB’s university minimum for 2026 was 150 |
What you study in Public Administration
ESPOLY has not published its course outline. The ND follows NBTE’s ND Public Administration curriculum (June 2021), which has SIWES at the end of the first year and a total of about 90 to 100 credit units. Expect courses in these areas:
- Elements of public administration and the Nigerian constitution
- Local government administration and Nigerian government and politics
- Office management, records and public personnel administration
- Economics, introductory statistics and research methods
- Public finance, budgeting and basic accounting
- Communication in English, computer appreciation and entrepreneurship
- A course on cooperatives, and a final-year project
Duration and accreditation
The full-time ND takes two years (four semesters). The HND takes two more years after the ND and a year of industrial attachment. NBTE’s January 2026 brochure confirms the national ND and HND curricula exist. Whether ESPOLY’s Public Administration programme holds current NBTE accreditation is not confirmed: ESPOLY publishes no accreditation list, and Teezab’s NBTE claim cites no source. Ask for the accreditation letter before you pay.

Mistakes to avoid
- Choosing UTME subjects before checking the JAMB listing: the Public Administration line and the Banking and Finance line need different subjects.
- Assuming IMT takes the same subjects: its remark asks for Literature and CRS.
- Planning with 100 alone: ESPOLY’s last own floor was 120.
- Skipping the Mathematics credit: it is compulsory at O’level even though the general UTME line leaves it out.
- Forgetting the CAPS upload and the four-week acceptance window.
ESPOLY Public Administration cut-off mark: FAQs
Is Public Administration offered in Enugu State Polytechnic? ESPOLY listed Public Administration among its ND programmes in 2021/2022, and Teezab’s July 2026 course list still has it. JAMB’s course list for ESPOLY, as reprinted by Myschool, does not, so confirm it on JAMB before you pick it.
What is the ESPOLY cut-off mark for Public Administration? ESPOLY has not published a 2026/2027 figure. JAMB’s polytechnic minimum is 100, ESPOLY’s last published floor was 120 (2021/2022), and I would aim for 140 or more.
Is Mathematics compulsory in JAMB for Public Administration in a polytechnic? The general line in JAMB’s polytechnic brochure reads Government, History and Economics, with no Mathematics. You still need an O’level credit in Mathematics, and many polytechnics set their own UTME subjects, so check the remark for your school.
Can I use one UTME combination for Public Administration and Banking and Finance at ESPOLY? English, Mathematics, Government and Economics fits Banking and Finance and Accountancy. It does not match the general Public Administration line, which asks for History, so check JAMB’s live brochure before you register.
