UCSB engineering graduate admission for international students goes through the UC Santa Barbara Graduate Division application, and the College of Engineering departments admit for the fall quarter only. For fall 2027 the main deadlines are 2 December 2026 for Chemical Engineering and 16 December 2026 for Electrical and Computer Engineering and Mechanical Engineering. The international application fee is $155, and Mechanical Engineering does not require the GRE.
UCSB is a research-heavy school, and its engineering departments are built around the PhD. Chemical Engineering guarantees support to admitted PhD students, and Mechanical Engineering reports that 90% to 100% of its fall 2025 PhD class received full support. The catch for international applicants is the English bar: UCSB wants IELTS 7, and the exemption depends on whether your university is listed as English-only in an international database, not on your country. All facts below were checked on UCSB pages on 29 October 2026 unless another source is named.
UCSB engineering ranking
In the U.S. News 2026 Best Graduate Schools edition, released on 7 April 2026, the UCSB College of Engineering is tied at No. 28 in Best Engineering Schools. UCSB Engineering announced the result the same day, and VnExpress International’s top 30 list (9 April 2026) shows the place shared with Ohio State, Penn State and NC State.
UCSB is smaller than the other schools at No. 28. That shows in the experience: fewer students per professor, a research focus from the first year and very little coursework-only master’s business. Materials and chemical engineering are the departments it is best known for.
Departments and graduate degrees
Graduate programmes in the College of Engineering:
- Chemical Engineering
- Computer Science
- Electrical and Computer Engineering (ECE)
- Materials
- Mechanical Engineering
- Technology Management (PhD)
Several interdisciplinary programmes, such as Biomolecular Science and Engineering and Dynamical Neuroscience, also take engineering graduates. Mechanical Engineering lets you ask for your file to be passed to up to two of them through a transfer permission form.
ECE has a clear degree structure that confuses many applicants:
- MS: for applicants who want a master’s only.
- MS/PhD: for applicants without a master’s who plan to complete a PhD. Most African bachelor’s graduates should choose this.
- PhD: only for applicants who already hold a master’s degree.
Mechanical Engineering admits to the MS and PhD. Chemical Engineering admits to its graduate programme with guaranteed PhD support. Check each department page for the exact options in your field.
UCSB engineering graduate admission requirements
The Graduate Division sets the core file for every programme:
- Statement of purpose: your academic and research plans.
- Personal history statement: a separate narrative essay of at least 250 words. It cannot repeat any part of the statement of purpose.
- Resume or CV.
- Three letters of recommendation: you can list up to four referees. Letters should be on letterhead and signed.
- Transcripts: an uploaded copy from every post-secondary institution, showing all courses, grades and the grading scale. International applicants upload the original-language version and a certified English translation, with the degree certificate in the same file.
- English test scores: unless exempt.
- GRE: only where the department requires it for that year.
- Application fee: $155 for international applicants ($135 for US citizens and permanent residents), not refundable.
The Graduate Division’s minimum is a 3.0 cumulative GPA, or its equivalent for international applicants. Chemical Engineering also states 3.0. Mechanical Engineering looks closely at research experience and how well your interests match its research areas.
GRE policy
The Graduate Division sets no GRE minimum and leaves the decision to departments. Mechanical Engineering says the GRE is not required. ECE and Chemical Engineering do not state a requirement on their application pages; check each department’s page for the fall 2027 cycle before you book a test. Scores go to UCSB code 4835 and stay valid for five years, and only your most recent complete set is reviewed.
English requirements
| Test | UCSB graduate minimum |
|---|---|
| TOEFL iBT (taken on or after 21 January 2026) | 4.0 on the new scale |
| TOEFL iBT (taken before 21 January 2026) | 80 |
| IELTS Academic or Indicator | 7 overall |
| Duolingo English Test | 120 |
TOEFL ITP Plus and TOEFL Essentials are not accepted. ECE advises sitting the test in early fall so scores arrive on time.
The exemption works differently from most US schools. You are exempt if you earned a bachelor’s or graduate degree at a US regionally accredited institution or at a university listed as English-only in the IAU World Higher Education Database (WHED). Nationality alone does not count. Before you pay for IELTS, look up your university in WHED: if it is listed with English as the only language of instruction, you may not need a test.
Degree and credential rules
- You need a degree equivalent to a UC bachelor’s by the start of the programme, which usually means at least four years of university study with above-average grades.
- UCSB judges equivalence on years attended, course of study and breadth of requirements, and keeps a country guide. Three-year degrees are not addressed on the general page, so check the country guide for yours.
- Do not send official transcripts unless you are admitted and decide to attend, or UCSB asks for them.
- If you enrol with a non-US degree, you must provide a WES Document-by-Document (ICAP) evaluation before your admission is finalised. Budget for it.
Application deadlines for fall 2027
| Programme | Deadline | Notes |
|---|---|---|
| Chemical Engineering | 2 Dec 2026 | Fall quarter only |
| Electrical and Computer Engineering (MS, MS/PhD, PhD) | 16 Dec 2026 | Admission and financial support; all documents must arrive by this date |
| Mechanical Engineering (MS and PhD) | 16 Dec 2026 | Applications open 8 September 2026; fall quarter only |
| ECE PhD, winter 2027 entry | 4 Nov 2026 | Admission only, no funding review |
| ECE PhD, spring 2027 entry | 6 Jan 2027 | Admission only, no funding review |
ECE finalises decisions by early May 2027. Students with financial offers must reply by 15 April 2027, and everyone else by 15 June 2027. Mechanical Engineering reviews files from December to mid-April and sends decisions from January to April. It says it may consider exceptionally strong late candidates if funding allows, but do not plan around that.
Deadline
Chemical Engineering closes on 2 December 2026, two weeks before ECE and Mechanical Engineering. Book your English test early enough for scores to arrive before then.
PhD funding at UCSB engineering
UCSB engineering departments fund PhD students in three ways:
- Graduate Student Researcher (GSR): a monthly salary for work in a professor’s research group, plus fees, health insurance and non-resident supplemental tuition. Offers come from individual faculty.
- Teaching assistantship (TA): a monthly salary plus fees and health insurance, offered by the department. Mechanical Engineering notes that TA posts do not cover non-resident supplemental tuition, so check how your package handles it.
- Fellowships: usually a quarterly stipend plus fees and health insurance, sometimes including non-resident tuition. They come from the department, the Graduate Division or the UC system. Mechanical Engineering also lists UCSB Continuing Fellowships, with nominations usually opening each February.
ECE considers every submitted application for support on merit. Chemical Engineering guarantees support to admitted PhD students while they stay in good standing. Mechanical Engineering’s admissions page says 90% of its fall 2025 PhD intake had full support, while its funding page puts the figure at 100%. Either way, nearly everyone admitted to the PhD is funded.
The departments do not publish stipend amounts. UC sets pay for student researchers and teaching assistants through its contract with the UAW union, and pay steps are rising from 1 October 2026. Ask for the monthly salary, the length of the appointment and whether non-resident supplemental tuition is covered in your offer letter.
MS funding
ECE considers MS applicants for merit support too, but none of the pages I checked describe funding set aside for master’s students. Need-based aid is for domestic students only. Plan to pay your own way as an MS student.
Tuition and cost of attendance
UCSB Financial Aid publishes this 2026-27 sample budget for a non-resident graduate student in a regular programme living in campus housing:
| Item | 2026-27 estimate |
|---|---|
| Tuition and student services fee | $15,066 |
| Campus-based fees | $1,389 |
| Non-resident supplemental tuition | $15,102 |
| Books and supplies | $1,611 |
| Rent (San Clemente campus housing) | $9,261 |
| Utilities, including phone | $1,932 |
| Food | $9,402 |
| Transportation | $4,362 |
| Health care allowance | $9,384 |
| Personal expenses | $3,450 |
| Total for a non-resident | $70,959 |
Tuition, fees and non-resident tuition alone come to $31,557, which is low for a top-30 school. Santa Barbara rents are high, though, so the full budget is close to $71,000. Use the calculator on the financial aid site for your housing type.
Costs not covered
- The WES Document-by-Document evaluation if you enrol with a non-US degree.
- SEVIS and visa fees and the flight to Los Angeles or Santa Barbara.
- Off-campus rent deposits, which are often large in Isla Vista and Goleta.
- For TA-funded students, non-resident supplemental tuition if the package does not cover it.
STEM OPT after graduation
Engineering and computer science degrees fall under CIP families 14 and 11 on the Department of Homeland Security STEM Designated Degree Program list. After your MS or PhD you can use 12 months of OPT and apply for the 24-month STEM OPT extension with an E-Verify employer. Confirm the CIP code on your I-20 with UCSB’s Office of International Students and Scholars.
How to contact potential PhD advisers
At UCSB most research funding is offered by individual professors, and Mechanical Engineering asks you to explain how your interests fit its research areas. A good email before December can make a professor look for your file.
- Read before you write: two recent papers from each lab and the group page.
- Use a specific subject line: for example, “Fall 2027 MS/PhD applicant, ECE, photonic integrated circuits”.
- Give one result: a project, what you did yourself and what came out of it.
- Ask one question: are they taking students for fall 2027?
- Attach a one-page CV: follow up once after two weeks.
A short opening, for illustration only:
“Dear Professor [Name], I am a chemical engineering graduate of [University], [Country], applying to the UCSB Chemical Engineering PhD for fall 2027. In my final-year project I synthesised and tested [material] for [use], and your group’s recent paper on [topic] builds on a similar approach. Are you considering new PhD students for fall 2027?”
How to write the statement of purpose for UCSB
UCSB asks for two separate essays, so split the work between them.
- Statement of purpose: your research interests, the projects that prepared you and the UCSB faculty you want to work with. Be specific about methods and results.
- Personal history statement: your background, obstacles you overcame and what shaped your path into engineering. At least 250 words, written as a narrative.
- Do not copy sentences from one essay to the other; UCSB forbids exact duplication.
- Mention research fit by name. UCSB departments are small, and a committee can tell when you have not looked at their faculty.
- Close with your plan after the degree, in a sentence or two.
Common mistakes international applicants make
- Applying for the ECE PhD with only a bachelor’s: choose MS/PhD instead. The PhD option is for master’s holders.
- Assuming an English exemption by country: UCSB looks up your university in WHED. Check before you skip the test.
- Aiming for IELTS 6.5: UCSB’s minimum is 7.
- Converting your CGPA yourself: upload transcripts with your university’s grading scale and let UCSB compare.
- Forgetting the WES cost: enrolling students with non-US degrees must provide a WES Document-by-Document evaluation.
- Missing Chemical Engineering’s earlier date: 2 December 2026, not mid-December.
- Planning a spring start in ME or Chemical Engineering: both admit for fall only.
Who should apply
UCSB suits research-focused applicants who want a funded PhD in a small, strong department, especially in materials, chemical engineering, photonics and electronics. If your degree is from a university WHED lists as English-only, you may also avoid the English test.
It is a weaker fit if you want a coursework-only master’s, need a January start in most departments, or cannot reach IELTS 7. Self-funded MS students should note the living costs in Santa Barbara.
