Penn State admission requirements for international students are mostly about your grades. For University Park you apply through MyPennState or the Common App, complete a STARS self-reported academic record, prove your English, and pay a $75 international fee. The personal statement, activities list and SAT or ACT are all optional, and recommendation letters are not used for most programmes. The Early Action deadline for fall 2027 is 1 November 2026, and after that Penn State reviews applications on a rolling basis.
International applicants did well at University Park for fall 2025: 64.8% were admitted, against 55.3% of all applicants. The difficult part is cost. Penn State’s own Common Data Set states that institutional scholarships and grants are not available to undergraduate degree-seeking international students, and the 2026-27 tuition, fees, room and board for a nonresident first-year come to $61,182. This guide covers what you need, what it costs and how the process runs, checked on Penn State’s pages on 29 October 2026.
Penn State ranking
U.S. News released its Best Colleges 2027 edition on 22 September 2026. Penn State News reports these results for the University Park campus:
| Ranking (U.S. News 2027 edition) | Penn State’s position |
|---|---|
| National Universities (422 ranked) | No. 55, up four places |
| Top Public Schools | No. 22, up four places |
| Undergraduate engineering | No. 22 of 216 |
| Petroleum engineering | No. 4 |
| Undergraduate business | No. 24 of 535 |
| Supply chain management and logistics | No. 7 |
| Computer science | No. 34 of 587 |
Fifteen Penn State undergraduate programmes ranked in the top 25 in that edition, three of them in the top 10. Biological and agricultural engineering came 10th.
Penn State acceptance rate and class profile
The University Park Common Data Set for 2025-26 splits first-year applicants by residency:
| Fall 2025 first-years (University Park) | Applicants | Admitted | Admit rate | Enrolled |
|---|---|---|---|---|
| Pennsylvania residents | 21,321 | 12,096 | 56.7% | 4,674 |
| Out-of-state US | 72,861 | 38,846 | 53.3% | 3,768 |
| International | 12,365 | 8,010 | 64.8% | 706 |
| Total | 106,547 | 58,952 | 55.3% | 9,148 |
More than 12,000 international students applied, and about one in eleven of those admitted enrolled. Among enrolled first-years who sent scores, the middle 50% SAT was 1280 to 1410 and the ACT 28 to 32, but only 28.6% sent an SAT and 5% an ACT. Penn State says it has no minimum GPA or test score, and suggests comparing yourself to the middle 50% of the previous class. University Park had 42,822 undergraduates in fall 2025, including 3,982 international students.
Penn State tuition for international students (2026-27)
International students pay the nonresident rate. Penn State’s 2025-26 Common Data Set lists these 2026-27 charges for a full-time first-year at University Park:
| Cost item (2026-27, nonresident first-year, University Park) | Amount |
|---|---|
| Tuition | $44,574 |
| Required fees | $640 |
| Housing (on campus) | $9,532 |
| Food | $6,436 |
| Total listed | $61,182 |
That total does not include the mandatory student health insurance, books, personal costs or travel. Penn State Global publishes a separate international expense chart that it uses for the financial certification, includes the international undergraduate fee, and warns that costs rise each year. Penn State Global’s chart separates lower-division and upper-division programmes, so check the line for your major before you plan your budget.
Penn State scholarships for international students
Penn State’s 2025-26 Common Data Set reports that no degree-seeking international undergraduates received institutional need-based or merit aid, and states that such aid is not available to them. There is no CSS Profile or ISFAA to file, and international students cannot get US federal aid.
Once you are enrolled, Penn State Global runs small grants for current international students:
- Special International Grant-in-Aid (SIGIA): for undergraduate and graduate international students.
- Penn State Tuition Assistance Grant (PSTAG): for undergraduates only.
- Typical amount: $100 to $2,000, limited in number.
- How to apply: through the iStart portal by 15 June for fall or 15 October for spring; a staff committee decides.
- Named endowments: a few, such as the Sung and Fumi Lee Scholarship Endowment and alumni chapter awards for students from Japan and Korea, each with its own rules.
These grants help at the edges but do not change the overall cost. If you need a large scholarship, look at universities that fund international students, such as those in our list of the best American scholarships for international students.
Penn State admission requirements for international students: the application
- Application: MyPennState or the Common App. If you use the Common App, wait for Penn State’s email before setting up MyPennState; creating a separate account first can delay things.
- Fee: $75 for international applicants ($65 for US applicants), non-refundable, paid by card.
- Campus and programme: name a programme, a first-choice campus and an alternate campus. Undecided students apply through the Division of Undergraduate Studies.
- STARS record: most applicants self-report their secondary school courses and grades. Students in the South Korean system send official records instead.
- Personal statement: optional. Common App users can submit their Common App essay instead.
- Activities list: optional.
- Recommendation letters: not required and not used, except by a few programmes.
- English proficiency: required unless you are a US citizen or permanent resident or meet an alternative below.
Any official records you send must be originals or certified copies (notarised copies do not count), with certified line-by-line English translations if needed. Penn State reviews most applications for the campus, with separate review for nursing and many arts and architecture programmes, and a closer look at maths for maths and science programmes. Auditions and portfolios apply where a programme asks for them.
Testing policy
Penn State is test-optional. If you do send scores, you can self-report them in MyPennState; Penn State uses your best single-sitting total and does not superscore. You only need official scores if you enrol, or if you use the SAT or ACT to meet the English requirement.
English requirements
| Test or qualification | Penn State minimum |
|---|---|
| TOEFL iBT taken before 21 January 2026 | 80 |
| TOEFL iBT taken after 21 January 2026 | 4.5 |
| IELTS Academic | 6.5 |
| Duolingo English Test | 120 |
| SAT Evidence-Based Reading and Writing | 570 |
| ACT English | 24 |
| GCSE or GCE English Language | A, B or C |
| IB English A (Language and Literature) | 5 |
| Four years at a US high school, or Penn State IECP certification | Accepted |
TOEFL, IELTS and Duolingo scores must be under two years old, and TOEFL MyBest is not accepted. Penn State’s page does not list exempt countries, so citizenship of an English-speaking country such as Nigeria, Ghana or Kenya does not exempt you on its own. WAEC or NECO English is not on the list either, so plan on a test unless you have one of the qualifications shown. Use code 2660 for TOEFL and SAT and 3656 for the ACT.
Penn State deadlines for fall 2027
| Step | Date |
|---|---|
| Early Action: application, STARS and any test scores complete | 1 November 2026 |
| Early Action decision | By 24 December 2026 |
| Deferred Early Action decisions | By the end of January 2027 |
| After 1 November | Rolling review |
| Reply to offer | 1 May 2027 |
| Final University Park waitlist decisions | By 15 May 2027 |
| Application closes for fall (all applicants) | 28 July 2027 |
Penn State’s pages give the days without a year; the years above follow the fall 2027 cycle. The international deadlines page says there is an earlier final deadline for international students because of visa processing, but it does not print the date, and some programmes, including the Schreyer Honors College, close before 1 February. Early Action is non-binding. Penn State says admission gets more competitive as the year goes on, especially at University Park, so treat 1 November as your real deadline.
Early Action closes 1 November 2026
Your file counts as complete only when the application and the STARS record are both in. Common App users must wait for Penn State’s email before starting STARS, so submit the Common App several days early.
Should you write the optional personal statement? A sample opening
Penn State lists the personal statement and activities among the things it considers, after the academic record. Since it costs you nothing, I would send one, especially as an international applicant whose school and exam system the reader may not know. A good statement for Penn State does three jobs:
- Gives context for your grades: how your school grades and ranks students, and anything that affected a term.
- Shows one real interest: a project, job, competition or responsibility that connects to the programme you chose.
- Sounds like you: plain, specific sentences beat big claims about passion or leadership.
If you are applying through the Common App, your main Common App essay can serve as the statement. A sample opening, for illustration only: “Our school’s only computer lab had eleven working machines for four hundred students, so I learned to write code on paper first and test it during the twenty minutes a week I had a keyboard.” The essay could then show what you built that way and why Penn State’s information sciences or computer science programme is the next step.
What happens after you apply
- Complete your file: Penn State reviews only complete applications, so finish STARS and send English scores quickly.
- Decision: Early Action applicants are admitted, deferred or denied by 24 December. Later applicants are admitted, waitlisted for University Park or denied.
- Summer or alternate campus offers: if University Park is full for fall, you may be offered a summer start there or a place at your alternate campus. A summer offer means you must attend the summer session.
- Accept by 1 May 2027: then certify that you have enough money for the first calendar year and show how you will meet later years.
- I-20 and visa: Penn State Global issues your I-20 and runs orientation. Book your F-1 interview as soon as the I-20 arrives.
- Official records: send official secondary records and test scores before you enrol so they can be checked against your STARS record.
Common mistakes international applicants make
- Expecting a scholarship at admission: Penn State gives no institutional scholarships or grants to international first-years.
- Assuming English-speaking citizenship exempts you: Penn State exempts only US citizens and permanent residents, plus the listed alternatives.
- Creating a MyPennState account before the Common App email: this can split your records and delay review.
- Sending notarised photocopies: Penn State wants originals or certified copies only.
- Ignoring the alternate campus question: choose an alternate you would actually attend, because that may be your offer.
- Waiting until spring: rolling review gets tighter, and international students face an earlier final deadline for visa reasons.
Costs aid will not cover
- Everything in the budget: with no institutional aid, the full $61,182 plus extras is yours to fund.
- Health insurance: mandatory for international students and not in the Common Data Set total.
- Programme differences: rates can differ by division and major, so check your programme’s line on the Penn State Global chart.
- Annual increases: Penn State Global tells students to expect costs to rise each year.
- Summer, visa and travel: summer housing, SEVIS and visa fees, and flights to central Pennsylvania.
Majors, campus and town
University Park is Penn State’s main campus, in the college town of State College in central Pennsylvania. Penn State also runs Commonwealth Campuses across the state, and every applicant names one as an alternate. Its strongest undergraduate areas in the 2027 rankings are engineering (including petroleum and biological and agricultural engineering), business (especially supply chain management) and computer science. The Schreyer Honors College has its own earlier application.
Most programmes are reviewed at the campus level, so at University Park you compete for a campus place. Nursing and many arts and architecture programmes are the exceptions. State College is a small town built around the university, so living costs are lower than in a large city.
Penn State graduate admissions for international students
- English minimum: TOEFL iBT 4.5 with at least 3.5 in speaking (80 with 19 in speaking before 21 January 2026), or IELTS 6.5.
- Provisional admission: slightly lower scores, such as IELTS 6.0, may be accepted if you pass set English courses with a B or better in your first semester.
- Exemption: a degree from a university in a predominantly English-speaking country where English is the language of instruction, or Penn State IECP certification.
- Programmes and funding: each graduate programme sets its own deadlines and may require higher scores; research degrees are usually funded through departmental assistantships.
Penn State compared with other big public universities
| University | International admit rate (fall 2025) | Aid for international first-years | Essay | Deadline (fall 2027) |
|---|---|---|---|---|
| Penn State University Park | 64.8% | None at admission; small grants once enrolled | Optional | 1 Nov 2026 (EA), then rolling |
| University of Minnesota Twin Cities | 76.4% | Global Excellence Scholarship, $5,000 to $20,000 a year | Not required | 1 Nov 2026, 1 Dec 2026 or 1 Jan 2027 |
| Texas A&M University | 48.5% | Scholarships; $4,000 in awards brings resident tuition | Required | 1 Dec 2026 |
| Virginia Tech | Not published (about 55% overall) | College and departmental scholarships | Four 120-word answers | 15 Nov 2026 (EA) or 15 Jan 2027 |
Penn State is the easiest of these to get into as an international applicant but offers the least money. If you are also looking at the West Coast, compare our University of Washington guide, and for funded options see US scholarships with upcoming deadlines.
Who should apply to Penn State
Apply if your family or sponsor can pay the full cost, around $61,000 a year plus insurance and personal costs, without help, and you want a large research university with strong engineering, business or science programmes in a college town. Your grades matter most, the application is light, and international applicants were admitted at a higher rate than Americans from other states.
Look elsewhere if you need any scholarship to enrol, or if you would only be happy at University Park and not a Commonwealth Campus. I would apply by 1 November with a short personal statement, choose an alternate campus carefully, and keep at least one funded option on your list.
