Johns Hopkins Engineering Graduate Admission 2027 for International Students: Ranking, GRE, Funding and Deadlines
Johns Hopkins Whiting engineering admission for fall 2027: GRE not required, free master’s applications, $75 PhD fee, English waivers for Nigeria and Ghana, 15 December 2026 PhD deadlines, PhD funding and the $68,670 tuition.

Johns Hopkins engineering graduate admission for international students runs through one online application at the Whiting School of Engineering, which opens around 15 August each year. For fall 2027 entry, most PhD programmes close on 15 December 2026 and most full-time MSE programmes close between 15 December 2026 and 1 March 2027. The GRE is not required at school level, master’s applications are free, and PhD applications cost $75. Applicants from Nigeria, Ghana, Kenya, South Africa and many other Commonwealth countries can ask for the English test to be waived.

The harder questions are money and fit. Full-time graduate tuition at Whiting is $68,670 for 2026-27, and master’s students should plan to pay it themselves. PhD students are funded: the Computer Science department, for example, guarantees full funding with a stipend of about $50,000 a year, tuition and health insurance. Every figure below was checked on Johns Hopkins pages on 29 October 2026 unless another source is named.

Johns Hopkins engineering ranking

U.S. News released its 2026 Best Graduate Schools rankings on 7 April 2026. In Best Engineering Schools, the Whiting School of Engineering is No. 13, not tied, as reported by VnExpress International in its list of the top 30 US graduate engineering schools (9 April 2026). It sits one place ahead of Texas A&M and UCLA, which tie at No. 14.

The overall rank tells you less than the department rank in your field. Hopkins is best known where engineering meets medicine, such as biomedical engineering and surgical robotics, helped by the university’s medical school and hospital in East Baltimore. If you want to design medical devices or surgical robots, Hopkins deserves a closer look than its overall number suggests.

Departments and graduate programmes at Whiting

Full-time graduate study at Whiting is split into the Master of Science in Engineering (MSE), a small set of MS programmes and the PhD. The main options for international applicants are below.

DepartmentPhDFull-time master’s
Applied Mathematics and StatisticsYesMSE in Applied Mathematics and Statistics; MSE in Data Science; MSE in Financial Mathematics
Biomedical EngineeringYes (not on the Whiting deadline chart; see the BME site)MSE in Biomedical Engineering; MSE in Bioengineering Innovation and Design (CBID)
Chemical and Biomolecular EngineeringYesMSE
Civil and Systems EngineeringYesMSE in Civil Engineering
Computer ScienceYesMSE
Electrical and Computer EngineeringYesMSE
Environmental Health and EngineeringYesMS / MSE
Materials Science and EngineeringYesMSE
Mechanical EngineeringYesMSE
Robotics (Laboratory for Computational Sensing and Robotics)Not listed on the chartMSE in Robotics

Whiting also runs MS programmes in Engineering Management and in Global Innovation and Leadership, the Doctor of Engineering (DEngr), and a large part-time online arm called Engineering for Professionals. Engineering for Professionals is part-time and largely online with rolling admission, so it is built for working engineers rather than students who want to move to the US full time.

Johns Hopkins engineering graduate admission requirements

Whiting’s general application requirements page lists what every full-time applicant uploads. Individual departments can add items, so read your programme page too.

  • An online application through the Whiting graduate application portal.
  • A statement of purpose.
  • A resume or CV.
  • Letters of recommendation (the number is set by each programme).
  • Unofficial transcripts from every university you attended, uploaded under “Academic History”, with a separate transcript for each degree or enrolment period.
  • English test scores, unless you qualify for a waiver.
  • GRE scores only if your programme wants them.

Two rules catch people out. First, you cannot update anything after you submit. Whiting says materials cannot be sent later by email, and a signed and submitted application is final. Second, official transcripts are not used for review. You only send final official transcripts showing your degree was conferred if you are admitted, by the end of your first term.

GRE policy

Whiting’s school-wide policy says the GRE is not required. You may still send scores, and each programme decides how it uses them. Computer Science states plainly that the GRE is not required for the PhD and that it has no minimum score. If you send scores, use ETS institution code 4655. GRE scores stay valid for five years.

My view: if your undergraduate university is not well known in the US, a strong quantitative score (165 or above) can help a committee place you. If your GPA and research record are strong, skip the cost.

English requirements

Whiting publishes preferred minimums, not hard cut-offs, unless a programme sets its own.

TestPreferred minimumNotes
TOEFL iBT100TOEFL iBT Home Edition accepted; institution code C559
IELTS Academic7.0 overallIELTS Online accepted
Cambridge English (B2 First, C1 Advanced, C2 Proficiency)185Send to Johns Hopkins University, Whiting School of Engineering
Duolingo English TestNot acceptedTOEFL Essentials is also not accepted

TOEFL and IELTS scores expire two years after the test date, and official scores must arrive at least three weeks before they expire.

The waiver policy is generous to African applicants. You qualify if you are a citizen of, or earned your bachelor’s or master’s degree in, one of the listed countries. The list includes Nigeria, Ghana, Kenya, South Africa, Uganda, Tanzania, Zambia, Zimbabwe, Botswana, Cameroon, Gambia, Liberia, Sierra Leone, Malawi, Namibia, Lesotho, Mauritius, Seychelles and Swaziland (Eswatini). If your country is not listed but your degree was taught, written and examined only in English, you can still apply for a waiver with official documentation from your school. Whiting warns that a waiver does not guarantee you will pass English checks at the visa interview, so speak clearly and confidently there.

Transcripts, translations and WES

Whiting needs literal, certified translations of any document not issued in English, on the translator’s letterhead. Notarised or uncertified translations are not accepted, and a WES evaluation does not replace a translation.

A credential evaluation is optional. Whiting strongly recommends one and names WES (the ICAP course-by-course report) or SpanTran (through a discounted Hopkins link). You upload an unofficial copy of the evaluation; an official WES report is not needed for review. For Nigerian and Ghanaian applicants whose transcripts use a 5-point CGPA or class of degree, an evaluation is worth the money because it puts your grades on the US 4.0 scale before a reviewer has to guess.

Application fee

Whiting charges no application fee for its master’s programmes, so there is nothing to waive. Doctoral applications cost $75, and some programmes reduce this to $25, which you will see inside the application. PhD fee waivers can be requested under “Supporting Materials” for financial hardship and for participants in listed programmes such as McNair Scholars. Computer Science also names first-generation college students and members of groups such as SACNAS. The hardship documents Whiting suggests are US-specific, so if you are applying from abroad, email the programme first and ask what evidence it will accept.

Application deadlines for fall 2027

Deadlines are 11:59 p.m. US Eastern Time. The table uses the dates on Whiting’s application deadlines chart; the version I could load was labelled for an earlier cycle and the dates repeat each year, so confirm your programme’s date on its own page before you plan around it.

Master’s deadlines in February and March look relaxed, but an admitted international student still needs time for the I-20 and a US visa appointment. In past cycles some programmes extended their master’s deadlines; do not count on that.

PhD funding at Johns Hopkins engineering

Full-time PhD students in good standing are funded. Computer Science gives the clearest public statement: full funding is guaranteed, with a yearly stipend of about $50,000 plus tuition and health insurance. Most CS PhD students are paid as research assistants, and every student must teach for at least one semester.

Across the university, PhD pay is set by the 2024 union contract between Johns Hopkins and its PhD workers. According to the Hub, the university’s news site, the contract set a minimum stipend of $47,000 in its first year (from July 2024), $50,000 in its second, and a 4% rise in its third year. On those terms the 2026-27 minimum works out to about $52,000. That last figure is my arithmetic, so confirm it in your offer letter.

A funded PhD offer at Hopkins normally covers:

  • tuition remission for the full $68,670;
  • a yearly stipend;
  • health insurance (the 2026-27 premium is $3,624);
  • research or teaching assistant duties as a condition of the funding.

Fellowships open to applicants

Whiting lists 21 school-wide fellowships, including the Dean’s Master’s Fellowship, the Hans H. Schuster Graduate Fellowship, the Siebel Scholarship, the Gregory Fellowship in Engineering and the WSE-APL Research Assistantship. Full-time degree-seeking students are considered automatically; there is no separate form. The page does not give amounts and does not say which ones are open to international students, so treat them as a possible bonus. External awards worth checking from Africa include your home government’s postgraduate schemes and portable fellowships listed in our guide to American scholarships for international students.

MS funding

Plan to fund an MSE yourself. Whiting does not publish guaranteed aid for master’s students, US federal loans are limited to US citizens and permanent residents, and the Dean’s Master’s Fellowship is not described as an international award. Some MSE students find paid teaching or grading roles after they arrive, but you cannot show those as funds for your I-20.

Tuition and cost of attendance 2026-27

The Johns Hopkins catalogue lists these costs for full-time graduate students at Whiting for 2026-27.

Item2026-27 amount
Tuition (full-time graduate and PhD)$68,670
Matriculation fee (one time)$500
Health insurance$3,624
Housing$12,215
Food$8,488
Books, course materials and equipment$1,624
Personal expenses$1,330
Transportation$648
Total for one year (my sum, excluding US loan fees)$97,099

A two-year MSE at these rates costs close to $195,000 before any increase in the second year. Ask your department how many semesters of full tuition its typical MSE student pays, because programme length varies.

Costs not covered

  • Visa fee and SEVIS I-901 fee, paid before your interview.
  • Flights to Baltimore and temporary housing while you look for a lease.
  • A security deposit and the first month’s rent, often due before your stipend or first pay arrives.
  • Winter clothing; Baltimore winters are cold for anyone arriving from West Africa.
  • Credential evaluation (WES or SpanTran) and test fees.
  • For PhD students, the gap between arrival in August and the first stipend payment.

STEM OPT after graduation

Engineering degrees fall under CIP family 14, which the US Department of Homeland Security includes on its STEM Designated Degree Program list. After your MSE or PhD you can work on 12 months of post-completion OPT and apply for the 24-month STEM OPT extension, as long as your employer uses E-Verify. Check the CIP code printed on your I-20 when you receive it, and ask the Office of International Services if it is not a STEM code.

How to contact potential PhD advisers

The Computer Science FAQ is frank: you may email faculty about their research, a generic message neither helps nor hurts, and many will not reply. That tells you how to write. Be brief, be specific, and give the professor a reason to open your file.

  1. Read first: two recent papers from the lab and the lab’s “join us” page. Some labs say they do not answer pre-application emails.
  2. Write a subject line with substance: for example, “Prospective PhD applicant: low-cost ultrasound imaging, fall 2027”.
  3. Keep it under 200 words: who you are, the one piece of your work closest to theirs, one question about their recent paper, and whether they expect to take students.
  4. Attach a one-page CV: not your transcript and not your whole statement.
  5. Follow up once: after about two weeks, then stop.

A short opening, for illustration only:

“Dear Professor [Name], I am a final-year mechanical engineering student at [University] in [Country], and I am applying to the Hopkins Mechanical Engineering PhD for fall 2027. Your 2025 paper on [topic] used the same soft-actuator design I built for my final-year project, where I [one concrete result]. I would like to ask whether you expect to admit a PhD student next year.”

How to write your statement of purpose for Hopkins

Whiting does not set a length on its school-wide page, so follow your programme. Aim for about two pages unless told otherwise. A Hopkins committee reads for three things: can you do research, do you fit the department, and do you know why you want this degree here.

  • Open with the problem you want to work on, stated in one or two sentences a non-specialist could follow.
  • Spend most of the space on one or two pieces of real work: your final-year project, an industrial training placement, a paper or a competition. Say what you did, what went wrong and what you learned.
  • Name two or three Hopkins faculty whose work matches yours and say why. For biomedical or robotics interests, mention the link to the medical campus only if your work actually needs it.
  • Explain weak points briefly and without excuses: a low first-year GPA, a strike that delayed your degree, a gap year spent working.
  • For an MSE, be clear about the job you want afterwards and how the course list gets you there.

Our guide to recommendation letters also helps when you brief your referees.

Common mistakes international applicants make

  • Converting your own CGPA: report your grades exactly as your transcript shows them, and let WES or SpanTran convert. A self-converted 3.8 that does not match the transcript looks careless.
  • Uploading one combined transcript: Whiting wants a separate transcript for each degree or period of study.
  • Sending a notarised translation: it must be a certified literal translation on the translator’s letterhead.
  • Booking Duolingo: Whiting does not accept it.
  • Ignoring the waiver list: Nigerian, Ghanaian and Kenyan citizens can request a waiver and save the test fee.
  • Three-year degrees: if your bachelor’s is a three-year degree (common in parts of East Africa, India and Europe), ask the programme before applying whether it counts as equivalent to a US bachelor’s.
  • Submitting too early with gaps: because you cannot add documents after submission, wait until everything is uploaded.

Who should apply

Hopkins makes sense if you have a clear research interest that matches a named lab, especially in biomedical engineering, robotics, AI for health, applied mathematics or materials. It also suits MSE applicants who can pay close to $100,000 a year, or who have a sponsor, and want a well-known name in data science, financial mathematics or computer science.

Think twice if you need funding for a master’s degree, or if your interests sit in areas such as petroleum or agricultural engineering, where Hopkins has no department. A public university like Texas A&M will cost far less for the same degree length.
