NOUN Enugu Public Administration Admission Requirements 2027/2028 and How to Apply

NOUN Public Administration needs five O’level credits including English, Mathematics and one of Economics, Commerce, Government or History, with no UTME cut-off. Direct Entry, courses, fees and how to apply through Enugu.

NOUN Public Administration admission requirements for 100 level are five O’level credits including English Language, Mathematics and one of Economics, Commerce, Government or History, from WASC/SSCE or NECO, in not more than two sittings. That is the rule on the B.Sc Public Administration page of the National Open University of Nigeria’s Faculty of Management Sciences. NOUN has no JAMB cut-off mark for the course. Direct Entry into 200 level is open to holders of an HND at Lower Credit, an ND at Upper Credit, or two relevant A level passes.

2027/2028 update: NOUN admission requirements and entry rules usually stay the same from one year to the next, so the requirements on this page are what 2027/2028 applicants should plan with. They come from NOUN’s latest published requirements and notices (checked in October 2026). If NOUN changes anything for 2027/2028, we will update this page.

Public Administration has a direct link to the Enugu Study Centre: NOUN News reported that an NUC accreditation team assessed the B.Sc Public Administration programme at the Enugu centre on 26 November 2024. This guide covers the subject rules, Direct Entry, what you study, the fees NOUN has published and how to apply with Enugu as your study centre.

Is there a NOUN cut-off mark for Public Administration?

No. NOUN does not set a UTME cut-off mark for Public Administration or for any other undergraduate programme. Its official Admission Requirements page describes O’level requirements and an automated online application, and a JAMB score is not part of it. Any “NOUN Public Administration cut-off mark” you see on a blog was not published by the university.

Two things decide whether you get in:

  • Your O’level result: the right five credits, in not more than two sittings.
  • Your Direct Entry qualification, if you have one: it decides whether you start at 100 level or higher.

That also means there is no post-UTME, no screening test and no aggregate score to calculate. If your grades match the requirement, the portal admits you.

What about JAMB and CAPS?

NOUN’s admission page does not ask for a UTME score, and you do not choose NOUN on a UTME form to be considered. JAMB is still part of the picture after admission: NOUN’s fees schedule lists a ₦6,000 JAMB regularisation charge for new students. NOUN has not published step-by-step instructions for that regularisation, so follow what the university tells you after admission and keep the receipt. If you already have a JAMB profile from an earlier UTME, keep its email and registration number handy; it may help when your record is regularised.

O’level subjects for NOUN Public Administration

The Public Administration page asks for five credits in relevant subjects at WASC/SSCE or NECO, in not more than two sittings. Three of the five are fixed in the sense that the page names them or gives you a short list to choose from:

SubjectStatus
English LanguageCompulsory credit
MathematicsCompulsory credit
Economics, Commerce, Government or HistoryAt least one of these as a credit
Two other relevant subjectsCredits; your choice

Most arts and commercial students already have this mix. A typical WASSCE set of English, Mathematics, Government, Economics and Civic Education or Literature in English covers it. A science student with English, Mathematics, Biology, Chemistry and Physics but no Economics, Commerce, Government or History does not meet the rule, so check your slip before you pay.

Does a D7 in Mathematics work?

No. The page asks for credits, and NOUN’s general admission notice of August 2024 says English and Mathematics credits are required in every faculty. A pass (D7 or E8) in Mathematics will stop the portal from admitting you. If that is your case, sit Mathematics again in a NECO or WAEC GCE and combine the two results; NOUN allows two sittings.

Which exam bodies count?

The programme page names WASC/SSCE and NECO. NOUN’s general requirement covers NABTEB and GCE as well. If your result is NABTEB, confirm on the portal by selecting Public Administration, choosing 100 level and clicking View Requirement.

Before you pay, open the application page, pick the programme and entry level and click View Requirement. NOUN’s faculty pages and its central portal are maintained separately, so if they ever disagree, follow what the portal shows for your entry level.

Direct Entry into NOUN Public Administration

The page lists three ways into 200 level. You need only one of them, alongside your O’level result.

RouteWhat NOUN asks for
Higher National DiplomaHND in a relevant programme, at least Lower Credit, from a recognised institution
National DiplomaND or OND in a relevant programme, at least Upper Credit
A levelPasses in at least two relevant subjects, plus at least three O’level credits

Three points people miss:

  • HND holders start at 200 level: the page does not offer a 300-level entry, so an HND in Public Administration still places you at 200 level in NOUN’s programme.
  • ND Lower Credit is not enough: the page asks for Upper Credit. With a Lower Credit you apply at 100 level, using your O’level.
  • NCE is not listed: NOUN’s general notice of 2024 accepts an NCE for Direct Entry in a relevant subject, but the Public Administration page does not name it. If you hold an NCE in Social Studies or Political Science, check the View Requirement screen before you pay.

“Relevant programme” is not defined on the page. ND or HND Public Administration, Local Government Studies, Office Technology and Management, Business Administration and similar courses are the obvious ones. If your diploma is in an unrelated field, ask the faculty before you apply.

Worked example: four Enugu applicants

How to apply for Public Administration at NOUN, step by step

The whole process happens online. You do not travel to Abuja, and you do not need to visit the Enugu centre before you are admitted.

  1. Get your documents ready: O’level result(s), birth certificate or age declaration, a recent passport photograph and, for Direct Entry, your diploma, degree or professional certificate and transcript. Scan them clearly.
  2. Open the admission page: go to NOUN’s Admission Requirements page on nou.edu.ng and choose the undergraduate application.
  3. Select the programme: pick the faculty, then Public Administration, then your entry level, and click View Requirement. Read the requirement that appears before you go further.
  4. Pick your entry level: 100 level with O’level only, or 200 level with an HND (Lower Credit), an ND (Upper Credit) or A level passes. Upload the certificate and statement of result.
  5. Fill the pre-payment form: enter your names exactly as they appear on your O’level result, plus a working email address and phone number.
  6. Generate a Remita RRR and pay: pay the ₦5,000 form fee by card, or take the RRR to a bank.
  7. Complete the application form: enter your O’level grades, upload your documents and choose Enugu Study Centre as your study centre.
  8. Check the outcome: NOUN describes its admission process as automated, with an almost instant outcome. Print the admission letter once it shows.
  9. Pay the compulsory charges and register courses: pay the new-student charges, then register your first semester courses and examinations within the window in the academic calendar.

Write down your application number and the email address you used, and keep the Remita receipt. Most problems at the study centre later come from a lost RRR or a mismatch between the name on the form and the name on the O’level certificate.

What you study in NOUN Public Administration

NOUN says the programme is meant to produce graduates who can manage public bureaucracies, analyse problems in public organisations and lead. The first year is shared with other management science students. Public Administration courses build up from 200 level. Courses on the faculty page include:

LevelSample courses
100 levelElements of Management I and II (BUS105, BUS106), Introduction to Sociology (CSS111), Principles of Economics I and II, Organisation of Government (POL124), Citizen and the State (POL126), Industrial and Organisational Psychology (PAD122)
200 levelStatistics for Management Sciences I and II, Introduction to Financial Accounting I (ACC203), Introduction to Public Administration (PAD202), Introduction to Political Science (POL204), Application of Computer in Business (CIT202)
300 levelInter-Governmental Relations (PAD301), Public Administration in Nigeria (PAD341), Public Personnel Administration (PAD371), Administrative Law (PUL337), Nigerian Government and Politics (PAD308), Research Methods (FMS304)
400 levelPublic Financial Management (BFN411), Public Policy Making and Analysis (PAD405), Comparative Public Administration (PAD404), Nigerian Local Government Administration (PAD444), Research Project (PAD450, 6 units)

The electives let you lean towards a field. At 300 level you choose between options such as Rural Development, Manpower Planning and Administration, and Community Development and Social Change. At 400 level the options include Health Administration in Nigeria, Development Planning and Group Dynamics.

The page does not mention SIWES for this programme. The practical piece is a Workshop in Public Administration (PAD330) at 300 level and the 6-unit research project in the final semester, an empirical study you write under a supervisor.

Duration and credit units

  • Minimum: four years (eight semesters).
  • Maximum: eight years (sixteen semesters), under NOUN’s flexible mode.
  • To graduate: at least 120 credit units, excluding GST courses but including every compulsory course and your electives.

The page’s own summary table adds up to a different total from its course lists. If you need an exact count for planning, use the courses you see on your registration page each semester.

Careers

  • Civil and public service: administrative officer roles in ministries, departments and agencies, where many NOUN students already work.
  • Local government: the programme has several local government courses, which suit staff of the 17 local government areas in Enugu State and elsewhere.
  • Non-governmental organisations: programme and administrative work in development agencies.
  • Further study: NOUN and other universities run postgraduate programmes in public administration and public policy.

Many people in this programme are already working. For a civil servant, a degree in the same field often matters at promotion time, and the eight-year maximum gives room to study around a job.

NOUN form price and fees for Public Administration applicants

The undergraduate application form costs ₦5,000, paid through Remita. That is the figure in NOUN’s own admission requirements notice of 8 August 2024, and it is the most recent official figure I could find. Postgraduate forms cost more, so make sure you start the undergraduate application.

After admission you pay a set of compulsory charges. NOUN’s fees schedule page (undated) lists them like this:

ChargeNew studentsReturning students
Registration₦6,000₦6,000
Caution deposit₦3,500None
Orientation₦1,500None
Matriculation₦1,500None
ID card₦500None
Library₦3,000₦3,000
ICT administrative charges₦5,000₦5,000
E-facilitation₦4,000₦4,000
JAMB regularisation₦6,000None
Result verification₦5,000None
Total compulsory charges₦36,000₦18,000

On top of these, the same page lists an examination fee of ₦1,000 per course and a project fee of ₦15,000 in the final year. Course registration is charged per course, and the page says those fees remain unchanged, but it does not print the per-course amounts. Your semester bill therefore depends on how many courses you register. Open your portal’s payment page to see the real figure before you budget, because NOUN has not published a 2026/2027 per-course table that I could verify.

When does NOUN admit? 2026/2027 dates

NOUN does not follow the JAMB admission deadlines that apply to conventional universities. It runs its own calendar in two semesters a year, labelled like 2026_1 and 2026_2.

ItemDateSource

So, on the published calendar, the 2026 admission portal stays open until 31 December 2026. Because the outcome of an application is almost instant, people who apply now can usually be admitted and then register for the semester that is open on the calendar. NOUN has not published its 2027 calendar yet, so 2027/2028 applicants should watch nou.edu.ng and the portal from January 2027.

The NOUN Enugu Study Centre: what it does for Public Administration students

NOUN admits centrally from its headquarters in Jabi, Abuja. The study centre is where you are attached for support: student records, facilitation, examinations, project defence and, at the end, certificate collection. When you apply, you pick Enugu as your study centre on the form.

  • Leadership: NOUN News named Prof. Charity Akuadi Okonkwo as Director of the Enugu Study Centre when it reported an NUC accreditation visit to the centre on 26 November 2024.
  • Examinations: the same report said the centre had 297 computers in its e-examination hall.
  • Certificates: in July 2025 the centre told its graduands to collect certificates at the Centre Director’s office, with proof of final clearance, convocation and alumni fee payments, a bound project copy and a valid ID (reported by Myschool, 11 July 2025).
  • Address: NOUN does not publish the street address in the sources I checked. Confirm it on the study centres directory on nou.edu.ng before you travel, and do not rely on addresses copied around on blogs.

NOUN also does not publish which programmes each study centre supports. Being admitted into Public Administration and choosing Enugu should place you there, but if you need clinical placement, practical sessions or a project supervisor in Enugu, ask the centre to confirm it in writing before you pay registration fees.

For Public Administration students the NUC visit of November 2024 is worth knowing about. It shows the Enugu centre has handled this programme’s accreditation checks, which is a fair sign that the programme is supported there.

Mistakes to avoid

  • No social science or commercial subject: you need a credit in Economics, Commerce, Government or History.
  • Expecting 300 level with an HND: the page offers 200 level only.
  • Using an ND at Lower Credit for Direct Entry: the page asks for Upper Credit.
  • Paying an agent for “NOUN cut-off” help: there is no cut-off, and the application is done online by you.
  • Mismatched names: the name on your form must match your O’level certificate and your birth certificate.
