NC State engineering graduate admission for international students goes through the NC State Graduate School’s online application, with a $75 fee for international applicants under the university’s application rule. The GRE is not needed in the big departments: Electrical and Computer Engineering no longer requires it, Mechanical and Aerospace Engineering has waived it for all applicants, and Chemical and Biomolecular Engineering requires no GRE scores. For English, the College of Engineering asks for a TOEFL iBT with at least 18 in every section, IELTS 6.5 or Duolingo 110. Citizens of countries where English is an official language and the language of university teaching are exempt, which covers many African applicants.
PhD students on a qualifying assistantship or fellowship get NC State’s Graduate Student Support Plan: in-state tuition paid, the out-of-state difference waived, free student health insurance and a minimum stipend of $20,000 a year. Master’s students are usually self-funded, at an estimated $55,566 for the 2026-27 academic year including out-of-state tuition and fees of $35,002. For fall 2027, PhD applicants should apply by 15 December 2026 to be considered for funding, and the Graduate School’s international priority deadline is 1 March 2027. I checked these details on NC State pages on 29 October 2026.
NC State engineering ranking
In the U.S. News 2026 Best Graduate Schools edition (Best Engineering Schools, released 7 April 2026), the NC State College of Engineering is ranked No. 28 in the United States. VnExpress International lists it as tied at No. 28 with Ohio State, Penn State and UC Santa Barbara, and NC State’s Graduate School reported the No. 28 result on 9 April 2026. The same Graduate School report says the graduate computer science programme rose five places to No. 46.
Departments and graduate degrees
NC State engineering offers three kinds of graduate degree: the PhD, the Master of Science (MS, with thesis or non-thesis options in many departments) and a coursework professional master’s, which NC State’s degree list abbreviates as MR. The College of Engineering lists these main graduate programmes:
| Field | PhD | MS | Professional master’s (MR) |
|---|---|---|---|
| Aerospace Engineering | Yes | Yes | Engineering MR, Aerospace concentration |
| Biological and Agricultural Engineering | Yes | Yes | Yes |
| Biomedical Engineering | Yes | Yes | No |
| Chemical Engineering | Yes | Yes | Yes |
| Civil Engineering | Yes | Yes | Yes |
| Computer Engineering | Yes | Yes | Engineering MR, Computer Engineering concentration |
| Computer Science | Yes | Yes | Yes |
| Electrical Engineering | Yes | Yes | No |
| Industrial Engineering | Yes | Yes | Yes |
| Materials Science and Engineering | Yes | Yes | Yes |
| Mechanical Engineering | Yes | Yes | Engineering MR, Mechanical concentration |
| Nuclear Engineering | Yes | Yes | Yes |
There are also master’s-only options in Environmental Engineering, Engineering Management, Cybersecurity, Computer Networking, Electric Power Systems Engineering, Biomanufacturing, Nanoengineering, Integrated Manufacturing Systems Engineering and Textile Engineering. In ECE, all master’s students start as non-thesis students.
GRE policy by department
| Department | GRE |
|---|---|
| Electrical and Computer Engineering | No longer required; considered if submitted |
| Mechanical and Aerospace Engineering | Waived for all applicants |
| Chemical and Biomolecular Engineering | No GRE scores required |
MAE says that when it did take GRE scores, competitive minimums were 146 verbal, 155 quantitative and 3.5 in analytical writing. If you send a score below that, it will not help you.
English language requirements
These are the College of Engineering’s rules for international applicants, with ECE’s higher figures shown where they differ:
| Test | Admission minimum | ECE | Teaching assistant posts |
|---|---|---|---|
| TOEFL iBT | 18 in each section; total 80 (Graduate School) | Total 90, Speaking 19 | Speaking 23, or 26 to lecture |
| IELTS | 6.5 overall (MAE: 6.5 in each section) | Speaking 7.0 | Speaking 7.0 |
| Duolingo English Test | 110 | 110 | 125 in Production and Conversation |
Scores must be no more than 24 months old before your entry term. MAE says applicants below these minimums should not apply.
You are exempt if you are a citizen of a country where English is an official language and the language of instruction in higher education, or if you have completed at least one year of full-time degree study at a four-year US college or university. Note that the NC State rule is about citizenship, so a Nigerian citizen who studied in Nigeria qualifies, while a citizen of a non-English country who studied in Nigeria may not. Even if you are exempt, think about taking a test if you want a teaching assistantship, because TA posts need the Speaking scores above.
Application fee and fee waivers
NC State’s rule on graduate applications sets the non-refundable processing fee at $65 for US citizens and permanent residents and $75 for international applicants; confirm the amount when you pay. MAE says fee waivers are available in limited numbers. Chemical and Biomolecular Engineering offers waivers only to domestic PhD applicants with a GPA above 3.7, requested by 15 January. If you accept an offer, you also pay a $500 advance enrolment deposit, which ECE says is non-refundable and credited towards tuition or fees.
Deadlines for fall 2027 entry
The department pages give dates without a year, from the fall 2026 cycle. The table gives the same dates one year later for fall 2027 entry (based on this year’s date; confirm on the official page when the call opens).
| Programme | Deadline |
|---|---|
| ECE PhD, for full funding consideration | 15 December 2026 |
| MAE PhD | 15 December 2026 |
| Chemical and Biomolecular Engineering (application date) | 9 December 2026 |
| ECE preferred deadline | 1 February 2027 |
| MAE international master’s | 1 March 2027 |
| Graduate School priority deadline, international applicants | 1 March 2027 |
| Chemical and Biomolecular Engineering, final for fall | 15 March 2027 |
The Graduate School says you must meet its priority deadline or the programme deadline, whichever is earlier, and that programme deadlines are often earlier. Applications are due by midnight Eastern Time. Several departments review on a rolling basis, and ECE says decisions typically take three to five months after the deadline.
Deadline warning
ECE and MAE PhD applicants who miss 15 December 2026 may still be admitted but will not be fully considered for funding.
PhD funding and stipend
NC State funds PhD students through the Graduate Student Support Plan (GSSP). If you hold a qualifying assistantship or a primary NC State fellowship, are enrolled full-time (usually 9 credit hours) and are in an on-campus programme, the GSSP gives you:
- Tuition: in-state tuition paid, plus tuition remission, which waives the difference between out-of-state and in-state tuition, for international students too
- Health insurance: automatic enrolment in the graduate student health plan at no cost (the 2026-27 plan rate is $4,309.08 a year)
- Minimum stipend: $20,000 a year for doctoral assistantships and fellowships, and $15,000 for master’s
The GSSP lasts 10 semesters for a doctoral student without a related master’s, 8 semesters with one, and 4 for a master’s student. It does not pay student fees, premium tuition or summer tuition. Outside fellowships do not qualify you for GSSP.
The $20,000 figure is a floor, and departments often pay more, but the pages I checked did not publish engineering stipend amounts. CBE says it has more than 150 fully funded PhD students and gives all doctoral students who are not self-supported a stipend, tuition and health insurance. MAE says funding is generally offered to admitted PhD students through assistantships, fellowships or a mix, with funding news sent separately from the admission letter.
Master’s funding reality
Master’s funding is thin. MAE says funding is generally not offered with master’s admission. CBE admits MS students only with their own financial support. ECE says most MS students pay their own way, and that PhD applicants who do not get a funded place may be offered unfunded MS admission instead. If you do land a TA or RA post as a master’s student, the GSSP covers four semesters of tuition.
International applicants also submit a Certificate of Financial Responsibility, which shows you can pay for your planned enrolment period.
Tuition and cost of attendance 2026-27
NC State’s estimate for an on-campus graduate student enrolled full-time in fall and spring:
| Item (2026-27 estimate) | Out-of-state |
|---|---|
| Tuition and fees | $35,002 |
| Housing | $8,738 |
| Food | $6,684 |
| Personal expenses | $2,512 |
| Transportation | $2,060 |
| Books and supplies | $400 |
| Loan fees | $170 |
| Total | $55,566 |
NC State calls these good-faith estimates, since the North Carolina legislature finalises tuition in late summer, and some programmes charge extra incremental tuition. Health insurance is a separate charge for students not covered by GSSP.
Named fellowships for international students
ECE considers every applicant for departmental and university fellowships with no separate form. The Graduate School keeps a list of national fellowships, but many of those, such as the NSF Graduate Research Fellowship that MAE mentions, are for US citizens and permanent residents. NC State’s funding rules include a Fulbright agreement: the Graduate School gives full tuition remission and Fulbright covers in-state tuition and health insurance, so a Fulbright award from your home country stretches further here.
STEM OPT
Engineering degrees normally appear on the US Department of Homeland Security STEM designated degree list, which gives F-1 graduates a 24-month STEM OPT extension after the first 12 months of OPT. Check the CIP code on your I-20.
Application documents
- Online application through the Graduate School, which you can save and edit before submitting
- Unofficial transcripts from every university attended. After you accept an offer, send official transcripts; if you are still studying, send them again with your final degree.
- Three recommendation letters, submitted electronically; MAE prefers professors from your major courses, and one from your master’s adviser if you have one
- Statement of purpose or personal statement: academic career, research experience and career goals. MAE says it must be written by you without the aid of any AI.
- CV or resume: only the version attached at submission counts
- English scores unless exempt
- Certificate of Financial Responsibility
- PhD phone interview in Chemical and Biomolecular Engineering
How to contact potential PhD advisers
ECE puts it plainly: name potential advisers and reach out to them, because a professor’s willingness to act as your interim adviser is a key step. You can also list advisers in your statement of purpose. Students are admitted to the department, so you can still find an adviser after admission, but funding often follows a faculty member’s grant. MAE also encourages applicants to contact faculty about research assistantships.
Sample opening (for illustration): “Dear Professor [Surname], I hold a BEng in electrical engineering from Covenant University, and my final-year project designed a maximum power point tracker for a 5 kW solar installation. Your group’s work on power electronics for renewable energy fits what I want to research, and I am applying to the NC State ECE PhD for fall 2027 by the 15 December funding deadline.”
How to write the statement of purpose for NC State
ECE wants your academic career, research experience and career goals. Lead with the research area and the faculty you want to work with, since ECE lets you name advisers there. Give one or two projects in detail, including your role, tools and results. If you are applying for MAE or ECE PhDs, say you would accept consideration for funding through TA posts, and show your English is strong enough for teaching if you have the Speaking scores. Write it yourself: MAE’s rule against AI-written statements is explicit.
Common mistakes international applicants make
- Applying after 15 December for a funded PhD. You may be admitted without money.
- Checking the total TOEFL score only. NC State needs 18 in every section, and ECE wants 19 in Speaking.
- Converting your CGPA yourself. NC State has no converter; ECE points to Iowa State’s GPA converter as a rough guide only. Upload your transcript on its own scale.
- Assuming you can apply for the MS and get funding later. Master’s funding is generally not offered at admission.
- Three-year degrees. The pages I checked do not address them; email the Graduate School before applying.
- Forgetting the $500 deposit when you accept an offer.
Costs not covered
- The $75 application fee and test fees
- The $500 advance enrolment deposit (credited to your bill)
- Student fees and summer tuition, which GSSP does not cover
- The SEVIS I-901 fee and US visa fee
- Housing, food and transport, about $17,482 a year in NC State’s estimate
- For self-funded master’s students, health insurance on top of the $55,566 estimate
NC State compared with peer schools
| School | US News 2026 engineering rank | International application fee | GRE |

Who should apply
Apply for an NC State PhD if you can meet the 15 December funding date and your English scores clear the section minimums; the GSSP makes the PhD affordable even at a $20,000 floor, because tuition and health insurance are covered. Apply for a master’s if you can show about $55,566 for the year and want one of NC State’s practical programmes, such as the MR options or the ECE master’s tracks with internships. If you need a funded master’s, look elsewhere or apply for the PhD.
