Cornell engineering graduate admission for international students goes through the Cornell Graduate School application, with each engineering field reviewing its own applicants. The fee is $105. Cornell accepts only TOEFL iBT and IELTS Academic for English, and it does not take Duolingo or PTE. The GRE is not required for the M.Eng. programmes or for ECE PhD admission, and Mechanical and Aerospace Engineering will not accept GRE scores for fall 2027 MS and PhD applications. Many applicants from Nigeria, Ghana and other English-official countries can skip the English test under Cornell’s exemption rules.
On funding, Cornell draws a firm line between its degrees. The professional M.Eng. is self-funded, at $73,946 tuition for 2026-27. PhD students funded through an assistantship get a tuition credit, health insurance and a stipend of at least $36,684 for the nine-month academic year in 2026-27. For fall 2027, engineering PhD deadlines fall on 1 or 15 December 2026, and M.Eng. deadlines run into January and February 2027. Every detail here was checked on Cornell’s own pages on 29 October 2026.
Cornell Engineering ranking
In the U.S. News 2026 Best Graduate Schools edition (Best Engineering Schools, released 7 April 2026), Cornell Engineering is ranked No. 11 in the United States, not tied. Cornell’s engineering website now uses the name Cornell Duffield College of Engineering, so you will see both names on official pages.
Graduate degrees and fields
Cornell has two kinds of engineering graduate degree, and they work very differently:
| Degree | What it is | Funding |
|---|---|---|
| M.Eng. (Master of Engineering) | Professional, course-based degree offered in most engineering fields | Self-funded, with a few partial scholarships |
| M.S. and Ph.D. | Research degrees run through the Graduate School by “fields” such as Mechanical Engineering, Electrical and Computer Engineering, Civil and Environmental Engineering, Materials Science, Chemical and Biomolecular Engineering, Biomedical Engineering, Systems Engineering and Applied Physics | PhD students are normally supported by assistantships or fellowships |
M.Eng. programmes include on-campus options in fields such as Mechanical Engineering, Civil and Environmental Engineering, Materials Science, Chemical Engineering, Biomedical Engineering and Systems Engineering, and some fields also offer a distance-learning M.Eng. charged per credit.
GRE requirement by programme
| Programme | GRE policy |
|---|---|
| Mechanical and Aerospace Engineering M.S./Ph.D. | Scores are not accepted for fall 2027 applications |
| Electrical and Computer Engineering Ph.D. | Not required |
| MAE M.Eng. (on campus) | Not required |
| Civil and Environmental Engineering M.Eng. | Not required |
MAE’s page still mentions an earlier benchmark (quantitative above 160 and verbal above 153) for successful applicants, but that applied when it used the test. For fall 2027, leave the GRE off your MAE application.
English language requirements
Cornell accepts only the TOEFL iBT and IELTS Academic. Duolingo, PTE and TOEFL Essentials are not accepted. The minimums for 2026-27 admission:
| Applicant type | IELTS Academic | TOEFL iBT taken before January 2026 | TOEFL iBT taken January 2026 or later |
|---|---|---|---|
| Professional master’s (including M.Eng.) | 7.0 overall | Speaking 22, Reading 20, Listening 15, Writing 20 | Speaking 4, Reading 4, Listening 3.5, Writing 4 |
| Research degree, Tier A (can teach without further assessment) | 7.0 overall with Speaking 8.0 | Speaking 27, Reading 20, Listening 15, Writing 20 | Speaking 5.5, Reading 4, Listening 3.5, Writing 4 |
| Research degree, Tier B (needs an English assessment before teaching) | 7.0 overall | Speaking 22, Reading 20, Listening 15, Writing 20 | Speaking 4, Reading 4, Listening 3.5, Writing 4 |
Fields can set higher bars. The MAE M.Eng. asks for TOEFL subscores of Speaking 4.5, Reading 4.5, Listening 5.0 and Writing 5.0 on the new scale.
Who is exempt from the English test
The Graduate School lists standing exemptions. You do not need a test if you:
- are a first-language English speaker and a citizen or permanent resident of a country where English is official (Cornell names Ghana and Nigeria among its examples)
- earned a bachelor’s equivalent in a country where English is official and the language of instruction, and lived there for most of your study
- have two consecutive years of full-time study or work within the last 10 years in a country where English is official and widely spoken
- will hold a US bachelor’s degree by the time you enrol
Kenya, Uganda and other countries are not named in the examples, but the list says “including but not limited to”. If you are unsure, contact Graduate Admissions before the deadline.
Application fee and fee waivers
The application fee is $105 for everyone. The Graduate School offers financial hardship waivers for select programmes, requested on the payment page at the end of the application. MAE says PhD waivers are available for extreme financial need, while its M.Eng. page says waivers are rarely granted. There is also a one-time $6.50 visa document processing fee when Cornell issues your I-20 or DS-2019.
Deadlines for fall 2027 entry
Cornell field pages list the day and month without a year, so the dates below are the next occurrence for fall 2027.
| Programme | Deadline |
|---|---|
| Mechanical and Aerospace Engineering Ph.D. | 1 December 2026 |
| Electrical and Computer Engineering Ph.D. | 15 December 2026 (hard deadline; incomplete files are not reviewed) |
| Civil and Environmental Engineering M.Eng. | 4 January 2027 |
| MAE M.Eng. (on campus) | 1 February 2027 (decisions by 15 March) |
| M.Eng. merit scholarship essays (Lester B. Knight) | 1 February 2027 |
Deadline warning
ECE calls 15 December a hard deadline with no exceptions, and files still incomplete after that date are ineligible. Request recommendation letters and send test scores well before it.
PhD funding at Cornell Engineering
Every Cornell assistantship includes a tuition credit, a stipend at or above the university minimum, and student health insurance. The 2026-27 minimums, effective 21 August 2026:
| Award type | Academic year (9 months) | Summer | 12 months |
|---|---|---|---|
| Assistantship (TA, GA, RA, GRA) | $36,684 | $12,228 | $48,912 |
| University Fellowship | $36,684 | $7,779 | $44,463 |
The Graduate School reports that 95% of doctoral students receive assistantship or fellowship stipends in the summer as well. Its assistantship page says students “may be awarded” support and does not use the word guarantee, so read your offer letter for the number of years and the exact package before you accept.
M.Eng. funding: mostly self-funded
The M.Eng. is a paying degree. Options that exist:
- Lester B. Knight, Jr. Scholarship: up to $30,000 toward the M.Eng.; essays due 1 February for fall entry; not open to Computer Science or Biological and Environmental Engineering M.Eng. applicants.
- M.Eng. Dean’s Fellowship: full tuition for two semesters, no separate application, preference to domestic applicants.
- MEC Fellowship: partial tuition, amount varies.
- Graduate Teaching/Research Specialist posts: a stipend for about 7.5 hours a week, with no tuition waiver.
- Hourly jobs such as grading or lab assistance.
The Arps Fellowship is for US citizens only, so skip it.
Tuition for 2026-27
| Item (Cornell Bursar, 2026-27) | Per year |
|---|---|
| Ph.D. tuition (usually covered by funding) | $20,800 |
| Research M.S. tuition (endowed) | $29,500 |
| M.Eng. tuition (Tier 1 professional rate) | $73,946 |
| M.Eng. distance learning | $2,465 per credit |
| Graduate student activity fee | $101 |
These rates are based on data as of 31 March 2026 and can change. Health insurance, housing, food and books are extra, and the Graduate School publishes a separate cost of attendance page. Use that page for the living-cost figure on your financial documents.
STEM OPT
Engineering degrees normally appear on the US Department of Homeland Security STEM designated degree list, which allows a 24-month STEM OPT extension after the first 12 months of OPT. Confirm the CIP code on your I-20 with your programme.
Application documents
- Transcripts: upload unofficial transcripts from every university you attended, in English. Admitted students send official electronic transcripts before enrolling, and the Graduate School asks international students for certified copies of diplomas and certified translations of non-English documents.
- Statement of purpose: MAE and ECE both ask you to name the faculty or groups you want to work with.
- Letters of recommendation: from people who know your academic and research work.
- English scores or an exemption claim in the application.
- GPA: MAE says successful PhD applicants generally have above 3.5 out of 4.0, and the typical admitted MAE M.Eng. student has 3.6.
How to contact potential PhD advisers
Cornell’s engineering pages put the weight on your statement of purpose rather than on emails, and MAE asks applicants not to ask about application status. A short, specific email before you apply is still fine. Read the professor’s recent papers and check the group page for a note on whether they are recruiting. Then write four or five sentences: who you are, which paper you read, how it connects to your own project, and whether they expect openings for fall 2027.
Sample opening (for illustration): “Dear Professor [Surname], I am a civil engineering graduate of the University of Nairobi working on flood modelling for informal settlements. Your group’s 2025 work on urban stormwater networks is close to my final year project, and I am applying to the Cornell Ph.D. in Civil and Environmental Engineering for fall 2027.”
Keep it to one screen, attach a CV, and send it by mid November.
How to write the statement of purpose for Cornell
Cornell calls it the academic statement of purpose, and both MAE and ECE say it should name the faculty you want to work with. Start with the research problem and why it matters to you in practical terms. Then give your evidence: a thesis, a paper, a research internship, or a technical project, each with your exact role. In the third part, name two or three Cornell faculty and say which of their current projects you could contribute to. End with your plan after the degree. For the M.Eng., shift the weight to your career goal, your design or industry experience, and the M.Eng. project you would like to join.
Common mistakes international applicants make
- Taking Duolingo. Cornell does not accept it for graduate admission.
- Meeting the overall score but missing a subscore. Cornell sets section minimums, especially for speaking.
- Sending GRE scores to MAE. They will not be used for fall 2027.
- Missing the exemption you qualify for. Nigerian and Ghanaian first-language English speakers may not need a test at all.
- Converting your CGPA yourself. Upload your transcript with your university’s own scale and class of degree; do not invent a 4.0 equivalent.
- Three-year degrees. Most African engineering degrees are four or five years. If yours is three years, ask the field before applying.
- Assuming the M.Eng. comes with a TA job. MAE says no research or teaching assistantships are available to M.Eng. students.
Costs not covered
- The $105 application fee for each field, plus test fees
- The SEVIS I-901 fee, visa application fee and $6.50 visa document fee
- Health insurance for self-funded M.Eng. students
- Winter clothing for upstate New York
- Travel to Ithaca, which is a small city with limited direct flights
- Rent deposits before your first stipend payment

Who should apply
Apply for the PhD if you have research experience and can name Cornell faculty whose work fits yours; the published stipend floor is among the clearest in this group of schools. Apply for the M.Eng. if you want a fast professional degree and can pay about $74,000 in tuition plus living costs, or if you are a strong candidate for the Lester B. Knight scholarship. I would not choose the M.Eng. as a cheaper route into a PhD; it is designed for industry.
