University of Washington engineering graduate admission for international students is handled department by department, through the UW Graduate School’s online application. The fee is $90, and most PhD deadlines for autumn 2027 fall on 1 or 15 December 2026: Bioengineering and Chemical Engineering close on 1 December, and Civil and Environmental Engineering gives research-track applicants a 15 December priority date. Several departments, including Mechanical and Civil Engineering, do not use the GRE at all.
The UW College of Engineering in Seattle is tied for No. 22 in the U.S. News 2026 Best Engineering Schools list. As a public university, UW charges international graduate students far less than private peers: annual nonresident graduate tuition and fees on the Seattle campus run from $33,312 to $40,281 in 2026-27, depending on the tier. PhD students are mostly funded through research or teaching assistantships that pay a salary and cover most tuition. Here is what each department asks for and what to watch.

UW engineering ranking
UW News reported that the College of Engineering is tied for No. 22 with Duke and Harvard in the U.S. News 2026 Best Engineering Schools list. Of the three, UW is the only public university and the only one where an international student can pay under $45,000 a year in tuition. Its computer science school, the Paul G. Allen School, is part of the college and is well known on its own.

UW engineering graduate admission requirements
Each department reviews its own applications, so requirements differ more at UW than at most schools. The table shows the departments whose pages I checked.
| Department | GRE | Letters | GPA guidance |
|---|---|---|---|
| Mechanical Engineering | Not required | Three | MS prefers 3.3; PhD expects MS GPA of 3.5; admitted averages 2025-26: PhD 3.76, MS 3.63 |
| Civil and Environmental Engineering | No longer accepted | Two for MS, three for PhD | 3.0 minimum for the last two years |
| Bioengineering | Optional (code 4854, department 1603) | See department | Small number admitted each year |
Mechanical Engineering wants a statement of purpose of about one page covering your interests, background, research experience and career goals, and it invites you to name faculty whose work fits yours. Civil and Environmental Engineering asks PhD applicants for a resume, with an optional writing sample. None of the pages I checked asks for a WES evaluation at the application stage, and the Graduate School’s 3.0 minimum is stated on a 4.0 scale.
English requirements
| Test | Graduate School minimum (conditions apply) | Graduate School recommended | ME department | CEE department |
|---|---|---|---|---|
| TOEFL iBT | 80 (4.0 new scale) | 92 (4.5 new scale) | 92 (4.5) | 92 |
| IELTS Academic | 6.5 | 7.0 | 7 | 7.0 |
| Duolingo | 115 | 130 | 125 | 120 |
If you are admitted with a score between the minimum and the recommended level, you must take one or two UW Academic English Program courses. Scores are valid for two years and must be sent electronically (TOEFL institution code 4854); the Graduate School does not accept TOEFL MyBest or IELTS One Skill Retake results. UW’s Policy 3.2 lists countries whose accredited degrees can satisfy the requirement, including Nigeria, Ghana, Kenya, South Africa, Liberia and Singapore. Departments apply the policy’s conditions, so confirm with yours before you skip the test.
UW engineering application deadlines 2026-27
| Department and programme (autumn 2027) | Deadline |
|---|---|
| Bioengineering PhD | 1 December 2026, 11:59 p.m. Pacific (hard) |
| Chemical Engineering PhD | 1 December 2026 (hard) |
| Chemical Engineering MS | 1 December 2026 (recommended, not hard) |
| Civil and Environmental Engineering PhD and MS thesis | 15 December 2026 (priority) |
| Civil and Environmental Engineering, international applicants outside the US and PMP | 1 May 2027 (final) |
| Mechanical, Electrical and Computer, Aeronautics, Allen School and others | See each department’s deadline page |
Priority dates decide funding
Late dates such as CEE’s 1 May exist, but funded PhD and research places are filled from the December pool. Apply by the December date if you need funding.
Funding for UW engineering PhD and master’s students
Most UW engineering PhD students are paid as research assistants (RAs) or teaching assistants (TAs). These are 20-hour-a-week jobs paid twice a month at set monthly rates that rise as you progress from premasters to predoctoral and then to candidate. Mechanical Engineering’s page does not publish the dollar rates, so ask for them in writing with your offer.
- Tuition waiver: covers the operating fee (resident and nonresident portions), the building fee and the technology fee.
- What you still pay: about $500 a quarter in remaining fees, per Mechanical Engineering.
- Health insurance: some, but not all, assistantships include cover through the Graduate Appointee Insurance Program (GAIP).
- Conditions: at least 10 credits each autumn, winter and spring quarter, a 3.0 GPA, and good performance.
In a 2022 notice, Electrical and Computer Engineering said all admitted PhD students received four years of guaranteed funding; check whether that still holds for 2027. Master’s students are usually self-funded. Some departments hire master’s students as TAs or graders, but none of the pages I checked promises master’s funding. I did not find a named College of Engineering fellowship for international applicants on these pages; departments award their own.
UW tuition and costs 2026-27
| Seattle graduate tier (3 quarters) | Resident | Nonresident |
|---|---|---|
| Tier I | $19,011 | $33,312 |
| Tier II | $20,703 | $36,204 |
| Tier III | $23,022 | $40,281 |
| U-PASS transit pass (added) | $243 | $243 |
These totals include the technology, services and activities, IMA bond and facilities fees. UW’s fee sheet lists some engineering programmes at their own rates, and fee-based PMP programmes are priced separately, so look up your exact programme before you build a budget. Rent, food and transport are extra; UW Financial Aid publishes a graduate student budget, which I did not check for this guide.
STEM OPT after a UW engineering degree
UW’s engineering and computer science degrees fall under fields on the US Department of Homeland Security’s STEM Designated Degree Program List. F-1 graduates can normally apply for the 24-month STEM extension after 12 months of OPT, provided the employer is enrolled in E-Verify. Confirm the CIP code on your I-20 with UW’s International Student Services.
How to contact potential PhD advisers at UW
At UW the assistantship money often sits in a faculty member’s research grant, so an adviser who wants you can make the difference. Read the group pages in your department, pick two faculty whose current projects match your skills, and email each one separately.
For illustration, an opening could read: “Dear Professor Mwangi, I am applying to the UW Mechanical Engineering PhD for autumn 2027. My master’s thesis in Nairobi tested 3D-printed prosthetic sockets under cyclic loading, and your lab’s work on wearable robotics is where I want to take it. Do you expect to fund a new RA next year?” The name and project are invented.
Writing the statement of purpose for UW
Keep it close to one page for Mechanical Engineering, and check other departments’ limits. Start with the research or design problem that brought you to graduate study, then show what you did about it, with numbers. Name the UW faculty whose work fits and explain the link. Use the space to explain a weak semester or an unusual grading system, since UW lets you address concerns in the statement. For the letters, ask people who saw your engineering work up close; our recommendation letter guide shows what they should cover.
Common mistakes international applicants make
- Sending a GRE to a department that does not accept it: CEE no longer accepts the GRE.
- Getting the GPA rule wrong: UW’s 3.0 minimum applies to your last 60 semester or 90 quarter credits, not your whole degree. A strong final two years helps more than you might think.
- Converting a 5-point CGPA by simple division: report the grades as your university issued them, with the scale, and let the department interpret them.
- Applying to a PhD with a 3-year degree and no master’s: Mechanical Engineering expects PhD applicants to bring an MS GPA, so check how your department treats direct entry.
- Using the May date for a funded place: funding decisions come from the December pool.
- Expecting a fee waiver: UW’s need-based waivers exclude applicants who will hold F-1 or J-1 status.
Costs not covered
- The $90 application fee per department.
- About $500 a quarter in fees outside the assistantship waiver.
- Health insurance where your assistantship does not include GAIP.
- Academic English courses if you were admitted below the recommended score.
- Visa, SEVIS fee, flights and Seattle rent.
Who should apply to UW engineering
UW suits international students who want a top-25 engineering school at public-university tuition, and PhD applicants whose research fits a funded group. Self-funded master’s students get much better value here than at private peers. I would think carefully if you need guaranteed master’s funding, or if your final-year grades are weak, since the 3.0 rule looks at your last two years.
