NYU Wagner scholarships for international students are merit awards made through the admission application, and Wagner says international applicants are considered for all of its merit scholarships, fellowships and graduate assistantships. The top awards are the Dean’s Scholarship (full tuition) and the named fellowships such as the Bloomberg and Bohnett fellowships (full tuition plus a summer internship stipend). The more common award is the Public Service Scholarship, which pays partial or half tuition.
For fall 2027 entry, the date that matters is the Early Action deadline, 1 December 2026, because the named fellowships and graduate assistantships are open only to applicants who apply by it. NYU Wagner is expensive: tuition is $2,591 per credit in 2026-2027 and Wagner estimates living costs at $44,464 a year. Even a full-tuition award leaves those living costs, and international students cannot use US federal loans.

| May and Samuel Rudin Family Foundation Scholarship | Not published | Students working for public service organisations | Through Wagner |
Wagner’s older financial aid summary also lists an International Public Service Scholarship with partial tuition for applicants in all programmes. It is not on the current scholarships page, so treat it as part of the general merit pool rather than a separate award you can target.
Named fellowships
These are the largest awards. Wagner reviews fellowship candidates each autumn for the next fall intake, and you must apply by Early Action.
| Fellowship | Value | Focus and eligibility |
|---|---|---|
| Georgina and Charlotte Bloomberg Public Service Fellows Program | Full tuition, summer internship stipend | Full-time MPA and MUP students heading for public service in US government, communities and civic groups |
| David Bohnett Public Service Fellowship | Full tuition, summer internship stipend, US Conference of Mayors winter meeting | Full-time students aiming for careers in US city government |
| Lisa Ellen Goldberg Fellowship | Full tuition and registration fees, summer internship stipend | Rising public service leaders with a gift for storytelling; multi-faith, philanthropy or arts work preferred |
| Henry Hart Rice Urban Studies Fellowship | Full tuition, summer stipend, research assistantship at the Furman Center or Rudin Center | Full-time MPA or MUP students working on urban policy |
| Lateefah Simon Social Justice Leadership Fellowship | Full tuition (Executive MPA) or partial tuition (MPA), living stipend, summer stipend | Social justice leaders |
The Bloomberg and Bohnett fellowships focus on careers in the United States. An international applicant who plans to work in US cities can make a case, but if your career is in your home country, the Goldberg, Rice and Simon fellowships, the Gulick Scholarship and the general Dean’s and Public Service scholarships fit better.
Graduate assistantships
Incoming full-time MPA and MUP students can be considered for a graduate assistantship. It pays partial tuition remission and a stipend for up to 20 hours of work a week, for one academic year. You tick your interest on the application and apply by the Early Action deadline. Assistantships are only for fall entry.
Awards that international students usually cannot use
Many of Wagner’s named scholarships are tied to US programmes: City Year, McNair, Teach for America, Bonner, AmeriCorps, Lead for America, CHCI, Rangel, Truman, Pickering, PPIA, the NYPD, the Mayor’s Graduate Scholarship for New York City employees, and the US military. These pay half tuition or more, but you need to belong to the programme first. Returned Peace Corps Volunteers get half tuition through the Coverdell Fellowship. Wagner’s external scholarships directory also lists many awards limited to US citizens and permanent residents.
Are NYU Wagner scholarships fully funded?
No, with very few exceptions. Older listings describe Wagner awards as $25,000 to $47,000; those figures are out of date, and Wagner now describes awards as shares of tuition. The Dean’s Scholarship and named fellowships pay full tuition, and a few add a stipend. None of the published awards states that it covers New York rent, food and health insurance in full, which Wagner itself puts at $44,464 a year.

NYU Wagner deadlines for fall 2027
Wagner had not posted fall 2027 dates when I checked. For fall 2026, Early Action closed on 1 December, the international F-1 deadline was 10 May and the final deadline was 7 June. Rolled forward one year:
| What | Date |
|---|---|
| Early Action (non-binding), required for fellowships and assistantships | 1 December 2026 |
| Decision release for Early Action | Early March 2027 |
| Final deadline for international applicants needing an F-1 visa | 10 May 2027 |
(based on this year’s dates; confirm on the official page when the call opens)
Wagner says merit awards become more competitive as the cycle goes on, so apply by Early Action even if you are not aiming for a named fellowship.
Miss 1 December and you lose the biggest awards
Named fellowships and graduate assistantships are open only to fall applicants who submit by the Early Action deadline. A May application can still get a Public Service Scholarship, but not a fellowship.
NYU Wagner admission requirements for international applicants
English proficiency
Required if your degree was not taught in English. Scores must be less than two years old.
| Test | Minimum |
|---|---|
| TOEFL iBT | 100 (MyBest scores accepted; school code 2507) |
| IELTS | 7.0 |
| Duolingo English Test | 130 |
TOEFL at Home is accepted. Upload an unofficial score report with your application; if you plan to retake, email the admissions office with your test date.
Credential evaluation
If your bachelor’s degree is from outside the US or Canada, you need a course-by-course evaluation from a NACES member agency, uploaded with your unofficial transcripts. Applicants who are still finishing their degree can submit an evaluation saying the degree will be equivalent to a US bachelor’s. Degrees from US branch campuses abroad (such as NYU Shanghai or the American University of Beirut) do not need one.
Application fee waiver
If you have to submit an international credential evaluation, you qualify for a fee waiver. Wagner applies it after receiving your application and evaluation. Do not pay first, because the fee is not refunded.
What the committee reviews
Your academic history, work experience, essays, test scores and letters of reference. Wagner values public service experience, and that matters for scholarships too.
How to apply for NYU Wagner scholarships: step by step
- Pick your programme: MPA, MUP, MSPP or Executive MPA. Fellowships and assistantships are mostly for full-time MPA and MUP students.
- Order your credential evaluation early: NACES agencies can take several weeks.
- Take TOEFL, IELTS or Duolingo: aim for 100, 7.0 or 130.
- Line up references: ideally a supervisor who has seen your public service work and an academic referee.
- Write your essays: connect your experience to the issue you want to work on.
- Tick the assistantship box: if you are applying full-time to the MPA or MUP.
- Submit by 1 December 2026: for fellowships, assistantships and the best chance at merit aid.
- Check your status page: missing materials delay review.
- Plan your funds: even with full tuition you need about $44,000 a year, plus proof of funds for the I-20.
Writing the essays for a Wagner scholarship
Most Wagner scholarships go to applicants whose essays show a clear public service purpose backed by experience. The fellowship pages describe the qualities they want: strong academics, relevant professional experience and commitment to public service in a specific issue area.
- Name your issue precisely: urban housing in Lagos, primary health financing in Kenya, transit planning in Manila.
- Show what you have already done on it, with numbers.
- Explain what Wagner adds that you cannot get at home: a specific course, centre or New York placement.
- End with what you will do after the degree and where.
A short example of an opening that works: “For three years I managed a cash-transfer pilot for 1,200 households in our district; the payments arrived on time, but we could not tell whether they changed school attendance.” It sets up a policy question the degree can answer.
Common mistakes
- Applying in spring and expecting fellowship consideration.
- Paying the application fee when you qualify for the evaluation waiver.
- Targeting awards tied to US programmes you have never joined.
- Planning with tuition only and ignoring $44,464 of living costs.
- Counting on US federal loans, which are for citizens and permanent residents only.
- Leaving the credential evaluation to the last week.

Who should apply, and who should not
Wagner suits international applicants with several years of public service, nonprofit or government work, strong English, and a funding plan for New York living costs. If you have that profile, apply by 1 December 2026 and make your essays specific.
If you need every cost paid, apply for Fulbright through your country’s commission or other fully funded programmes, and treat a Wagner scholarship as a bonus.
