The Moroccan Government Scholarship is run by the Moroccan Agency for International Cooperation (AMCI). It funds international students from Morocco’s partner countries for bachelor’s, master’s, PhD and vocational study at Moroccan public universities and training centres. You cannot apply to AMCI directly. Each partner government announces its own quota, collects the files and forwards them to Morocco. For the 2026-2027 intake, national deadlines fell between early June and late July 2026, so every call I could find has closed. The next round, for 2027-2028, has not been announced by any government yet.
Scholars on the Caribbean circular for 2026-2027 receive 1,750 Moroccan dirhams a month (about US$190), a flight to Morocco, a flight home at the end, and insurance. Most programmes are taught in French, and most scholars spend their first year in a French course in Rabat. Below is what the 2026 national calls asked for, what the stipend covers and what it leaves out, and how to watch for the 2027-2028 call in your own country.

How the AMCI scholarship works
AMCI gives places country by country under cooperation agreements between Morocco and each partner government. Your ministry of education (or foreign affairs, or a national scholarship board) advertises the quota, sets local rules and collects the files. It then sends the nominations to AMCI through diplomatic channels. AMCI passes them to Morocco’s higher education ministry, which handles placement.
The Université Cadi Ayyad page on AMCI states this plainly: files that do not come through AMCI are not considered. Ignore any website offering an “apply now” form for this scholarship and wait for your own government’s announcement.
Because each country writes its own call, quotas, age limits and even the stated allowance differ. Here are four 2026-2027 calls I checked, with the deadlines they gave:

Kenya’s Ministry of Education ran a similar call in 2025 with a 6 June 2025 deadline. The pattern is clear enough: ministries usually advertise between May and July for study starting in September. If your country takes part, expect the 2027-2028 call around May to July 2027. That is a pattern from past years. No government has published a 2027-2028 date yet.

Malawi’s 2026-2027 notice describes the allowance as $80 a month for accommodation, meals, insurance and incidentals, and tells students and guardians to cover the rest. I could not reconcile that with the 1,750 MAD in the Caribbean circular, and AMCI’s own site was not reachable for me to check. Read the figure in your own country’s call, and plan as if you will need money from home either way.
Stipend payments depend on regular attendance. On the money side, housing decides most outcomes. A place in a university residence keeps the stipend workable. Renting privately in Rabat or Casablanca can take most of it, so ask about residence places as soon as you arrive.
Moroccan Government Scholarship eligibility
The academic rules are similar everywhere, but each ministry adds its own age cap and grade requirement. Here is what the 2026-2027 calls set:

Meeting the bar only gets your file forwarded. Postgraduate files go to the scientific committee of the university you named. Some students must also get a certificate of equivalence for their diploma before final registration in Morocco (the Saint Lucia circular cites Decree no. 2-01-333).
Fields of study
Undergraduate places in the 2026 calls were in medicine, paramedical sciences, business and management, engineering and technology, agricultural and veterinary sciences, and architecture. Malawi’s call also listed economics, education, French and English literature, and set small quotas per field (for example 3 places in medicine and 8 in engineering). Vocational places covered trades such as hotel and tourism management, mechanics, construction, electrical work, ICT and digital arts. Arabic literature and Islamic studies are taught in Arabic, so those need fluent Arabic.

Some countries ask for more. Liberia wanted three copies of everything, six passport photos, two recommendation letters and a personal statement. Start the police report and medical certificate first, because those two depend on offices with their own queues.
How to apply for the Moroccan Government Scholarship 2027-2028
- Find your announcing body: your ministry of education, higher education commission or scholarship board. In Pakistan it was HEC; in Liberia, Malawi and Saint Lucia it was the education ministry.
- Watch for the call from April 2027: check the ministry’s scholarship page and notice board, or ask the Moroccan embassy accredited to your country whether a 2027-2028 quota has been offered.
- Pick programmes and institutions: AMCI publishes a directory of Moroccan institutions (Malawi’s call pointed to amci.ma/publications). Postgraduates must name a programme and university.
- Prepare documents early: police clearance and medical report first, then certified academic copies.
- Submit to your ministry before its deadline: by post, in person or online, as the call says. Incomplete and late files are rejected.
- Wait for the Letter of Information (convocation): it comes back through diplomatic channels and names your programme, institution and reporting date.
- Get your visa and report on time: apply at the Moroccan embassy serving your country and report to AMCI within the stated period, or the offer lapses.
- Register in Rabat: present your letter at the AMCI Guichet Unique, take out the insurance, enrol at your assigned institution and give AMCI a certified copy of your registration certificate.
Read your placement before you travel
Arriving in Morocco counts as final acceptance. The circulars say the offer is irrevocable and that changes of programme or institution are not accepted afterwards.
The French language year
French is the main teaching language in Moroccan universities, especially in science and technical fields. Selected scholars take French at the International Language Centre in Rabat and must pass the exam at the end before starting their degree. Liberia described its awards as three to four years including that French year. Malawi’s call advised applicants to start learning French before leaving.
If you come from an English-speaking country, count on a five-year bachelor’s if your degree runs four years. I would start free French lessons the day you submit, since a head start makes the Rabat exam far less stressful.
Is the Moroccan scholarship a good choice?
It suits a student who wants a funded degree in a low-cost country and is happy to study in French. You get free public tuition, two flights, insurance and a small monthly allowance, and you graduate with a second working language. The costs are the extra language year, a stipend that needs topping up if you rent privately, and no say over your placement once you accept. If you also want an English-taught, fully funded option, compare it with the King Abdulaziz University scholarship in Saudi Arabia, which pays housing and a stipend.
