EC Blue Book Traineeship 2027: Sessions, Grant, Eligibility and Who Can Really Apply

EC Blue Book Traineeship 2027: Sessions, Grant, Eligibility and Who Can Really Apply
The European Commission’s Blue Book traineeship pays about €1,572 a month for five months in Brussels or Luxembourg. Here are the March and October sessions, application windows, the nationality rule and how selection works.

The Blue Book traineeship is the European Commission’s paid five-month traineeship for graduates. Trainees work in a Commission department, mostly in Brussels or Luxembourg, and receive a monthly grant of about €1,572. There are two sessions a year: one starts on 1 March and one on 1 October. Each has its own application window, about six months before the start date.

Applications for the March 2027 session closed on 4 September 2026 at 10:00 Brussels time, and the Commission is now pre-selecting. If you missed it, the next chance is the October 2027 session, and the deadline is 7 April 2027. For the October 2026 session the window ran from 16 March to 7 April 2026. Before you plan around it, check the nationality rule below, because most non-EU nationals cannot apply.

Blue Book traineeship grant and allowances

New traineeship rules adopted by the Commission on 16 July 2026 apply from the March 2027 session. The Czech mission in Luxembourg published the figures for that session:

ItemAmountNotes
Monthly grant€1,572Paid at the end of each month. The first payment comes after four weeks of work.
Accommodation allowance20% of the monthly grantOnly if you meet the conditions
Travel allowance€275, onceSubject to programme conditions
Disability supplementUp to 50% of the adjusted monthly grantWith supporting documents
Health insuranceRequired for the whole traineeshipKeep your own cover or opt into the Commission’s scheme

Some guides quote €1,538 a month; the figure published for the March 2027 session is €1,572. The Commission does not provide housing, and the official “if selected” page warns that you will usually pay a deposit of one to two months’ rent upfront. Brussels rooms are not cheap, so I would budget for the first month entirely from your own savings, because the grant arrives late.

The grant is not covered by the special tax rules for EU officials. Your home country may expect you to declare it, so check with your tax authority before you start.

Who can apply for the Blue Book traineeship

Nationality: the rule most international applicants miss

The official eligibility page allows two groups only: nationals of an EU member state, and nationals of an EU candidate country that benefits from the pre-accession strategy. The second group gets a small number of places in specific departments. Several aggregator sites say “limited places for non-EU nationals”, which makes it sound open to everyone. It is not. A citizen of Nigeria, India, Ghana or the United States, for example, cannot apply on that passport. Your passport or ID card must match the nationality you declare.

Check your passport first

Only EU citizens and nationals of EU candidate countries under the pre-accession strategy are eligible. If you hold another passport only, the Blue Book traineeship is closed to you, whatever your degree or languages.

  • You must be at least 18 on the first day of the traineeship. There is no upper age limit.
  • You must not have worked in any EU institution, body or agency for more than 6 weeks (42 calendar days) in total. This counts paid and unpaid work, earlier traineeships, MEP offices and EU delegations.
  • Students who finish after the deadline are not eligible, even if they graduate before the session starts.
  • A degree from outside the EU is accepted if it is a completed three-year cycle. If it has no ECTS credits, you still enter 180 ECTS on the form.
  • No IELTS or TOEFL is asked for at application. You declare your levels and may need proof later.

How Blue Book traineeship selection works

The Commission receives around 36,000 applications a year for nearly 2,000 places across the Commission, 14 EU agencies and bodies, and the European External Action Service. Selection has three stages.

  1. Eligibility check: Any application that misses a mandatory rule is rejected. Only what you uploaded counts, and you cannot correct anything after submitting.
  2. Pre-selection: Applications are ranked on education, languages, work experience, international experience and rare fields of study. Candidates from candidate countries are ranked in a separate group from EU citizens.
  3. Virtual Blue Book: Pre-selected candidates go into a database that Commission services search. Services may call you for an interview. There are roughly three pre-selected candidates for each place, so being in the database is not an offer.

Pre-selection lasts for one session only. If you are not picked, you can apply again for a later session.

How to apply for the October 2027 session

  1. Confirm eligibility: Check your nationality, that your diploma will be in hand before the deadline, and your EU work days.
  2. Collect proof now: Scan your passport or ID, diploma and transcripts, language certificates or proof of study in that language, and evidence for every job, internship or volunteering stint of 15 days or more since age 16.
  3. Create an EU Login account: The application form on traineeships.ec.europa.eu runs through EU Login.
  4. Pick one strand: ADMIN for university graduates, ADMIN for VET graduates, or translation.
  5. Fill in and upload: Every declared qualification needs a document behind it. Unproven entries score nothing.
  6. Submit early: Submit before 10:00 Brussels time on the closing day. Do not leave it to the last hour, as the portal slows down.

Preparation follows the same logic as a scholarship file: one clear story backed by documents. Our recommendation letter guide helps if a Commission service later asks for references. If you are not eligible on nationality, a funded master’s in Europe, such as the MARIHE Erasmus Mundus scholarship, is open to every country.

Sources and updates

Session dates, strands, eligibility, language levels and the 42-day rule come from the official Blue Book site, traineeships.ec.europa.eu (calendar, available strands, eligibility criteria and “if selected” pages). The new rules, the 100 VET places and the 2,000 places and 36,000 applications figures come from the European Commission’s Employment and Social Affairs news release of 16 July 2026. The VET language levels come from the Europass announcement for the March 2027 session. The €1,572 grant, 20% accommodation allowance, €275 travel allowance and disability supplement come from the Czech Ministry of Foreign Affairs mission in Luxembourg, which reported them for the March 2027 session. Checked on 24 October 2026. I will add the October 2027 dates when the Commission publishes them.
