The Master Mind Scholarship is the Government of Flanders award for international students starting a master’s degree in Flanders or Brussels. It pays up to €10,225 for each academic year and cuts your tuition to the low rate Flemish grant holders pay, which was capped at about €140 for 2026-2027. It runs for one year on a 60 ECTS master’s and two years on a 120 ECTS master’s.
You cannot apply to the Flemish government directly. Your host university preselects you and files your application, so the date that matters most is your university’s internal deadline, which comes weeks before the final one. The 2026 round closed on 27 April 2026. For the 2027-2028 intake the final deadline is 27 April 2027, and the university deadlines fall between February and April 2027.

The €10,225 is a maximum. The last €1,525 of each year is paid only if you finish on time, which I explain under “Keeping the scholarship” below. Some university pages still quote older figures such as €10,020 or €10,000; the official 2026-2027 call gives €10,225.
Deadline warning
27 April is the date your university uploads your file. Your own deadline is the university’s internal one, which was as early as 1 February at the University of Antwerp in 2026. Late or direct applications are not accepted.

In 2026 the Mobility-Online application system opened on 16 February and closed on 27 April. Expect a similar pattern, and plan your master’s admission application for late autumn or early winter so your university has time to admit you and preselect you.
Participating universities and their internal deadlines
The official call covers every Flemish university, every Flemish School of Arts and the Antwerp Maritime Academy. Each institution decides which of its master’s programmes take part and can nominate a maximum of 20 candidates.
| Institution | Type | Internal deadline (2027 round) | Notes |
|---|---|---|---|
| KU Leuven | University | Set on the KU Leuven scholarships page; well before 27 April | You apply for the master’s and tick Master Mind through KU Leuven’s own application |
| Ghent University | University | 1 April 2027 (master’s admission application) | Programme coordinators propose up to two candidates each |
| University of Antwerp | University | 1 February 2027 | Shortlists up to 20; publishes its list of eligible master’s |
| Vrije Universiteit Brussel (VUB) | University | 26 March 2027, 23:59 GMT+1 | You need a VUB acceptance letter before you apply |
| Hasselt University | University | Set on the UHasselt scholarships page | Recently limited to the Master of Interior Architecture and the Master of Statistics and Data Science |
| LUCA School of Arts | School of Arts | 1 April 2027 | You must pass the Master Assessment (portfolio review) first |
| AP University of Applied Sciences and Arts (Royal Academy of Fine Arts and Royal Conservatoire Antwerp) | School of Arts | Set by AP | Arts programmes |
| KdG (Sint Lucas Antwerpen) | School of Arts | Set by KdG | Arts programmes |
| HOGENT (KASK and Conservatorium) | School of Arts | Set by HOGENT | Arts programmes |
| PXL (PXL-MAD) | School of Arts | Set by PXL | Arts programmes |
| Erasmus Brussels University of Applied Sciences and Arts (RITCS) | School of Arts | Set by Erasmus Brussels | Arts programmes |
| Antwerp Maritime Academy | Maritime academy | Set by the academy | Maritime master’s |
The dated rows follow each institution’s 2026 deadline moved forward one year (based on this year’s date; confirm on the official page when the call opens). Where a row says “set by”, the institution publishes its date on its own scholarship page each winter, and it is always earlier than 27 April.
If you are interested in science at KU Leuven, the faculty also runs its own award, the Science@Leuven Scholarship, with a February deadline. You can look at both, but read each award’s rules on combining scholarships before you accept one.
Master Mind Scholarship eligibility
- Nationality: any nationality except Russian. There is no list of target countries; four countries simply have reserved places.
- Programme: a master’s at a participating Flemish institution. Preparatory programmes, bridging programmes and distance learning do not qualify.
- Grades: a GPA of 3.5 out of 4.0 on your most relevant completed bachelor’s or master’s, converted with the Scholaro GPA calculator.
- English: IELTS 7.0, TOEFL 94, CEFR C1 or an equivalent recognised test for most programmes, no more than three years old when your file is processed in April. An exemption letter from the host university also works.
- Admission: you must be formally accepted to the master’s by the host institution. Some universities let the admission decision come after the scholarship decision.
- Previous degree: earned outside Flanders. An exchange semester at a Flemish institution does not count against you.
- Current students: you cannot already be enrolled at a Flemish institution, with one exception covered below.
- One nomination: only one Flemish institution may nominate you. If two preselect you, you choose one.
English scores by type of programme
| Test | Most master’s programmes | School of Arts programmes |
|---|---|---|
| IELTS (overall) | 7.0 | 6.5 |
| TOEFL (total) | 94 | 90 |
| CEFR | C1 | B2 |
| Maximum age of result | 3 years | 3 years |
Your master’s programme may ask for a different score for admission. You need to meet both the programme’s requirement and the scholarship’s.
Edge cases worth checking
- International students already in a preparatory programme in Flanders that leads into a master’s starting that September can still apply.
- If your degree is from Wallonia, the Netherlands or Luxembourg, the University of Antwerp sends you down a separate route straight to the master’s programme. Ask your chosen university how it handles these cases.
- You may spend part of the master’s abroad, but at least half of your credits must be earned at the Flemish host institution.
- You cannot hold Master Mind together with another Flemish Government scholarship, an Erasmus Mundus scholarship, a BAEF scholarship or a Fulbright scholarship.
- Unclaimed reserved places for Japan, Mexico, Palestine and the USA go back into the general ranking, so everyone else competes for roughly 17 to 30 awards.
How Master Mind applications are scored
Two jury members score each file independently out of 100. If their totals differ by more than 8%, the file is assessed again. This is the published weighting:
| Criterion | Points |
|---|---|
| Quality of your motivation | 30 |
| Previous study results (transcript) | 30 |
| Recommendation letter 1 | 10 |
| Recommendation letter 2 | 10 |
| Host institution’s reasons for nominating you | 10 |
| Top talent profile | 10 |
| Total | 100 |
Your motivation letter is worth as much as your whole transcript. Applicants with a 3.6 GPA and a sharp letter can beat a 3.9 with a generic one, and two strong references add another fifth of the score.
How to apply for the Master Mind Scholarship
- Pick a participating master’s: check your chosen institution’s Master Mind page for the programmes it accepts. The University of Antwerp, for example, published a list covering fields from biomedical sciences to law.
- Apply for admission: submit the normal online master’s application with transcripts, diploma, English score and CV. At most universities you tick a box or add a form to say you also want to be considered for Master Mind.
- Add the motivation text: the University of Antwerp rejects files that lack a motivation text covering every selection criterion. Write it for the scholarship, not only for admission.
- Get two signed English references: from professors or a recent employer.
- Wait for preselection: the university screens its applicants and contacts the ones it wants to nominate, usually around mid-April.
- Complete the Mobility-Online file: preselected candidates finish an online file in VLUHR’s Mobility-Online tool, and the host institution validates and submits it before 27 April.
- Watch for results: results come at the end of May. Shortlisted Antwerp candidates also had to send hard copies to the Registrar’s Office by 1 June in 2026.
Documents for the Mobility-Online file
| Document | What to watch |
|---|---|
| Profile photo | Recent, passport style |
| Passport or national ID | Clear colour scan |
| CV | Must state your GPA on the American 4.0 scale, plus publications, awards and past scholarships |
| Transcript of records | Certified translation if not in Dutch, French, German or English |
| English test result | Or the host university’s exemption letter |
| Motivation letter | In English |
| Two recommendation letters | Signed, in English, from professors or a recent employer |
| Diploma(s) | Certified translation if not in Dutch, French, German or English |
| “Three reasons” statement | At least 150 words in English, uploaded by the host institution |
If your references need a template, our recommendation letter samples show what a strong scholarship reference covers.
Writing the Master Mind motivation letter
The jury gives 30 points to motivation and another 10 to a “top talent profile”, so the letter carries 40% of the score. Selectors want to know why you picked this programme, what you have already achieved, and what you will do with the degree.
- Open with a concrete problem: one specific thing from your studies or work that the master’s will help you solve.
- Show the evidence: grades in the relevant courses, a project, a thesis result, a publication or an award. This is your “top talent” paragraph.
- Name the programme’s parts: a course, a research group or a lab at the host institution, and why you need it.
- Explain why Flanders: one short paragraph tied to your field, such as a lab, a company cluster or a research network there.
- Close with your plan: the job, research or project you will take on after graduating.
A short example opening: “In my final-year project I mapped flood risk for 40 villages using free satellite data, and the model failed wherever cloud cover was heavy. Radar remote sensing is the missing piece, and this master’s teaches it.” That tells the jury in two sentences what you have done, what you lack and why this programme fills the gap. Swap in a course or research group you have actually found on your programme’s page.
Common mistakes that sink applications
- Working to 27 April instead of the university’s internal deadline.
- Choosing a master’s that the institution has not opened to Master Mind.
- Leaving your GPA off the CV or converting it yourself instead of with the Scholaro calculator.
- Sending an English score older than three years.
- Using unsigned or non-English reference letters.
- Applying through two Flemish universities and getting nominated by both without choosing.
- Accepting an Erasmus Mundus or Fulbright award at the same time.
Keeping the scholarship after you win it
The grant is paid in instalments, and the final €1,525 of each year depends on progress. On a one-year master’s you must graduate in the July or September exam period. On a two-year master’s you must earn at least 54 ECTS in year one to get that year’s final instalment and to keep the award for year two. If you lose the scholarship, you pay the full non-EEA tuition fee to continue. Only VLUHR, with your host institution and the Flemish Department of Education and Training, can grant an exception.
After your studies you must also write a short essay in a set format and fill in a questionnaire.
Costs the Master Mind Scholarship does not cover
The grant is a single amount for living costs, and you pay the rest from it or from savings. VUB lists health insurance, flights and language preparation courses as costs you cover yourself. Plan for these too:
- Visa application fees and the documents for a Belgian student visa, including proof of sufficient means. Ask the Belgian embassy in your country whether it accepts the scholarship letter as that proof.
- The reduced tuition fee itself (up to about €140 a year), which rises slightly each year.
- A rent deposit and your first weeks of living costs, since payments may not arrive the day you land.
- Certified translations and couriers for your documents.
How Master Mind compares with other Belgian scholarships
| Scholarship | Who can apply | Funding | Deadline |
|---|---|---|---|
| Master Mind (Flanders) | All nationalities except Russian, GPA 3.5 | Up to €10,225 a year + reduced tuition | 27 April 2027 (internal dates earlier) |
| Science@Leuven | International students entering selected KU Leuven science master’s | Up to €12,000 for one year | 15 February 2027 |
| VLIR-UOS ICP Connect | Nationals and residents of 25 Global South countries | Full: tuition, travel, insurance, living costs | By programme, 30 November 2026 to 28 February 2027 |
| ARES (Wallonia-Brussels) | Professionals in 32 partner countries | Full for degree courses | ARES call usually closes in September |
If you come from one of the VLIR-UOS countries and work in development, the ICP Connect award pays more of your costs. For other options across the continent, see our list of scholarships in Europe.
Who should apply, and who should not
Apply if you have top grades (3.5 out of 4 or better), a clear reason for one specific Flemish master’s, strong English and two referees who know your work well. It suits fresh graduates as much as working professionals, since there is no work experience rule.
Skip it if you are a Russian national, already studying in Flanders, holding a degree from a Flemish institution, or planning a preparatory, bridging or online programme. If your GPA sits well below 3.5, I would put that energy into an award without a fixed GPA bar.
