The DESOPADEC bursary is a cash award from the Delta State Oil Producing Areas Development Commission for undergraduates from the oil-producing communities it covers. You qualify if you are an indigene of DESOPADEC’s mandate areas, from the Ijaw, Itsekiri, Urhobo, Isoko, Ndokwa or Ika ethnic nationality, studying full time in 200 level or above. You apply online at apply.desopadecbursary.com.ng.
The 2026 portal opened on Tuesday, 1 September 2026 and stayed open for three weeks, so applications are now closed. The commission said verification would run in October and payments should start in November 2026, subject to screening. If you missed this round, the DESOPADEC bursary portal opens again on 1 September 2027, and the deadline is 22 September 2027.
What is the DESOPADEC bursary?
DESOPADEC is the Delta State government commission set up to develop the communities that produce the state’s oil and gas. Its Social Services directorate runs the bursary for indigent students from those host communities. The 2026 portal was launched at the commission’s headquarters by Chief Favour Izoukumor, Executive Director, Social Services. The Board is chaired by Chief John Nani, and Chief Festus Ochonogor is Managing Director.
The scheme is large. In August 2025 the commission paid bursaries to 8,000 students, shared among the six ethnic nationalities in its mandate areas.
| Ethnic nationality | 2025 beneficiaries |
|---|---|
| Urhobo | 2,000 |
| Itsekiri | 1,500 |
| Ijaw | 1,500 |
| Ndokwa | 1,000 |
| Isoko | 1,000 |
| Ika | 1,000 |
| Total | 8,000 |
Because places are shared out by ethnic nationality, your chance depends partly on how many students from your own group apply.
How much is the DESOPADEC bursary?
For the 2025 round, the Managing Director, Chief Festus Ochonogor, announced in July 2025 that each qualified student would get ₦50,000. The commission has not published the amount for the 2026 round. I would plan on a figure in that range and treat anything higher as a bonus until the commission says otherwise.
DESOPADEC bursary 2026/2027 key dates
| Stage | 2026 round | 2027 round |
|---|---|---|
| Portal opens | 1 September 2026 | 1 September 2027 |
| Deadline | Three weeks after opening (22 September 2026, closed) | 22 September 2027 |
| Verification | October 2026 | October 2027 |
| Payment | From November 2026, subject to screening | From November 2027 |
(based on this year’s date; confirm on the official page when the call opens). The 2026 announcement gave a three-week window rather than a calendar closing date, so 22 September is three weeks counted from 1 September. The 2025 payments, by contrast, were announced in July and paid in August, so the calendar can move from year to year.
DESOPADEC bursary eligibility
- Origin: indigene of Delta State from DESOPADEC’s mandate areas (the oil-producing communities).
- Ethnic nationality: Ijaw, Itsekiri, Urhobo, Isoko, Ndokwa or Ika.
- Institution: a recognised university. In 2026 the commission’s officials spoke of universities in Nigeria or abroad, and the students’ union confirmed that polytechnic and college of education students were left out of this phase.
- Level: full-time undergraduate in 200 level or above when you apply. Part-time, pre-degree and postgraduate students are not eligible.
- One application: anyone found to have applied more than once is disqualified.
Listings of the call differ on polytechnics: some say “university or polytechnic”. The 2026 phase was for university students, and the form on the portal is final on who can apply.
Eligibility edge cases
- Direct entry students: if you were admitted straight into 200 level, you meet the level rule from your first session, since the requirement is about your current level, not years spent.
- Students at universities outside Delta State: officials described the bursary as open to students in recognised universities in Nigeria, so you do not need to be at DELSU or FUPRE.
- Students abroad: officials mentioned universities abroad in 2026. You will still need an account the commission can pay into, and the form decides which banks it accepts.
- Delta indigenes from non-oil-producing areas: the bursary is tied to DESOPADEC’s mandate communities. Being from Delta State alone is not enough.
- Mixed parentage: the commission has not published a rule on which parent’s community counts. Your LGA certificate and union letter must agree, so use the one your documents support.
- Past beneficiaries: no published rule bars you from applying again, as long as you are still an undergraduate in 200 level or above.
Who should apply, and who shouldn’t
Apply if you are a full-time university undergraduate in 200 level or above, from one of the six ethnic nationalities in DESOPADEC’s oil-producing communities, and you can get an LGA certificate and a union letter in time. The award is modest, but with thousands of places each year your odds are far better than with a small private scholarship.
Don’t bother this round if you are in 100 level, on a part-time or pre-degree programme, at a polytechnic or college of education, or a postgraduate student. A submission that breaks those rules will be screened out, and applying twice to “be safe” gets you disqualified.
Documents for the DESOPADEC bursary
| Document | Notes |
|---|---|
| Passport photograph | Recent, plain light background |
| Student ID card | Valid, from your current institution |
| Admission letter | Official letter from your university |
| Certificate of local government of origin | From your LGA in Delta State |
| Letter from your ethnic nationality students’ union | Confirms you belong to one of the six groups |
| NIN slip | National Identification Number slip |
| Bank details | Account in your own name, for payment |
Upload every file as a JPEG of 8 MB or less. Scans must be clear, the right way up and complete; blurry uploads can delay or disqualify you. The union letter depends on other people’s time, so contact your union executives as soon as the portal opens.
Getting the LGA certificate and union letter early
These two papers cause most of the delays, because you cannot produce them yourself. The certificate of origin comes from your local government secretariat, and each LGA sets its own process and any charge. The union letter comes from the executives of your ethnic nationality’s students’ union. I would get both during the long vacation before September, keep a scanned copy on your phone, and keep the originals flat in a file for physical screening.
If your admission letter is missing, most schools let you reprint it from the student portal. If you came in through JAMB, our JAMB CAPS guide explains where your admission status is recorded.
How to apply for the DESOPADEC bursary, step by step
- Read the guidelines: check eligibility on desopadecbursary.com.ng.
- Prepare your JPEGs first: scan or photograph each document, crop the edges, and check every file is under 8 MB before you start the form.
- Open the portal: go to apply.desopadecbursary.com.ng and create an account with an email address and phone number you check daily.
- Personal details: fill in your name, LGA, community and ethnic nationality exactly as on your documents.
- Academic and bank details: enter your institution, course and level, then your bank account for payment. The account must be in your own name.
- Upload documents: add each JPEG file in its correct slot.
- Review and submit: save each section, check everything, then submit. Incomplete applications lower your chance of being paid.
- Keep proof: screenshot or print the confirmation page and note your login details for the verification stage.
Scam warning
Applying is free; never pay anyone. Apply only on apply.desopadecbursary.com.ng, and ignore people who ask for money to “add your name” to the list or speed up payment.
Common mistakes on the DESOPADEC portal
- Applying twice: the commission disqualifies multiple applications. If you made an error, fix it in your account; do not open a second one.
- Uploading PDFs or huge photos: the portal asks for JPEGs of 8 MB or less.
- Using someone else’s bank account: payment goes to the account on the form, and a name that does not match yours can stall it.
- Picking the wrong ethnic nationality or community: it must match your LGA certificate and union letter, because places are shared by group.
- Leaving it to the last few days: the window is three weeks, and the union letter alone can take a week to collect.
- Trusting WhatsApp links: copycat forms circulate every year. Type the portal address yourself.
After you apply: verification and payment
The commission screens applications against your documents and the union letters, then pays successful students straight into the bank account on the form. For 2026, the commission put verification in October and payment from November. Keep your student ID and original documents ready in case you are called for physical screening, and make sure the account name matches the name on your application.
DESOPADEC has not published how it tells applicants they were unsuccessful, or a date for a beneficiary list. In past rounds, news of payment came through regional outlets such as Asaba Metro and through the ethnic nationality unions, so stay in your union’s group chat and check the bursary site.
Costs the bursary won’t cover
Going by the 2025 figure of ₦50,000, this is a support payment, not a full scholarship. You will still need to fund:
- Most or all of your school fees and acceptance or registration charges
- Accommodation for the session
- Textbooks, laptop and data
- Any cost of getting the LGA certificate and travel for physical screening
You can combine this bursary with other awards, and I would. Look at the Wole Ogunyemi Foundation undergraduate scholarship, and, if you are a female engineering student, the Julius Berger scholarship.
