The Gates Scholarship is only for US citizens and permanent residents. If you are an international student applying from Nigeria, India, Ghana, Pakistan or anywhere else outside the United States, you cannot apply, however strong your grades are. It is a last-dollar award for Pell-eligible American high school seniors from low-income households, and it pays whatever part of college costs other aid leaves unpaid.
The round for students starting college in autumn 2027 closed on 15 September 2026, and semifinalists are being chosen between December 2026 and January 2027. The deadline is 15 September 2027. If you are an international reader, skip to the section on alternatives below, where I list the US scholarships you can actually apply for.
Who can apply for the Gates Scholarship?
The scholarship’s official page sets five conditions. You must meet all of them.
- Year in school: you are a high school senior (final year of secondary school in the US system).
- Citizenship: you are a US citizen or permanent resident. Older versions of the scholarship’s FAQ also listed US nationals.
- Financial need: you are eligible for a federal Pell Grant. The US Department of Education works this out after you file the FAFSA.
- Grades: a cumulative weighted GPA of at least 3.3 on a 4.0 scale, or the equivalent.
- College plans: you will enrol full time in a four-year degree at an accredited, not-for-profit public or private US college or university.
Meeting the minimums is only the start. The foundation describes its ideal candidate as someone in the top 10% of their graduating class, with clear leadership and strong personal success skills. About 300 scholars are picked each year, according to the Chronicle of Philanthropy.
The minority requirement was removed in 2025
Many online guides still say you must be African American, American Indian or Alaska Native, Asian and Pacific Islander American, or Hispanic American. That was true until April 2025. The Gates Foundation then widened eligibility to all Pell-eligible students, and future scholars are chosen under the new rule. The current official eligibility list has no ethnicity condition.
Can international students get the Gates Scholarship?
No. Two of the rules shut out international applicants on their own. You must be a US citizen or permanent resident, and you must be Pell-eligible, which needs a FAFSA and US federal aid eligibility. A student visa holder meets neither. Having US-born relatives, a US visa or an offer from an American college does not change this.
The name causes the confusion. Gates Cambridge, which funds postgraduate study at the University of Cambridge in the UK, does take applicants from outside the US. It is a different programme with its own rules, and it is not covered here.
Is the Gates Scholarship fully funded?
It can leave a student paying nothing, but calling it “fully funded” with no explanation misleads people. The official term is last-dollar scholarship. Here is how the money works:
- Start with cost of attendance: tuition, fees, books, housing and food, and possibly some personal costs.
- Subtract other aid: Pell Grants, college grants and other scholarships are applied first.
- Subtract the Student Aid Index: the family contribution figure from the FAFSA.
- The scholarship pays the rest: whatever unmet cost remains is what the Gates Scholarship covers.
Each scholar’s award is a different amount, and the foundation does not publish a fixed figure. Scholars also get access to the programme’s support network, but the cash part is gap funding.
Gates Scholarship dates and deadline
Deadline: 15 September 2027
The round for students starting college in 2027 closed on 15 September 2026, and late applications are not part of the published timeline. If you are a high school junior now, 15 September 2027 is your date.
| Stage | Round for college entry in 2028 |
|---|---|
| Application opens | 15 July 2027 |
| Deadline | 15 September 2027 |
| Semifinalist phase | December 2027 to January 2028 |
| Finalist interviews | March 2028 |
| Scholars notified | April 2028 |
| Awards paid | July to September 2028 |
These dates repeat the 2026 calendar one year later (based on this year’s date; confirm on the official page when the call opens). In the round that has just closed, semifinalists are being chosen now and scholars will be told in April 2027.
The deadline is set in US time. The official timeline gives the day only, so do not leave it to the last evening.
How to apply for the Gates Scholarship
- Check eligibility early: confirm your citizenship status and whether your family’s income is likely to make you Pell-eligible. The FAFSA confirms Pell eligibility later.
- Apply when the portal opens: the application opened on 15 July in the 2026 round, through thegatesscholarship.org.
- Submit before the deadline: 15 September in the 2026 round.
- Complete the semifinalist stage: if selected, you send further materials between December and January. Earlier versions of the scholarship FAQ asked semifinalists for items such as a counsellor-submitted transcript and financial aid documents.
- Interview as a finalist: finalist interviews run in March.
- Accept and renew: scholars are notified in April, and money goes straight to the college. Earlier FAQs said scholars must refile the FAFSA and submit renewal paperwork each year.
A preparation plan for US juniors aiming at 15 September 2027
If you are a US citizen or permanent resident in your junior year, the 2028 round is yours. The application window is short, about two months over the summer, so most of the work happens before it opens.
- Spring 2027: check your weighted GPA against the 3.3 minimum and your class rank against the top 10% the foundation describes. Ask your counsellor how your school reports rank.
- Spring 2027: use the Federal Student Aid estimator with a parent to see whether you are likely to be Pell-eligible. If you are well above the Pell range, this award is not realistic.
- May to June 2027: write down your leadership roles, jobs, family responsibilities and community work with dates and hours. The foundation’s ideal candidate shows clear leadership, and specifics make that easier to prove.
- June 2027: start drafts of short essays about challenges you have handled and what you want from college. Have a teacher or counsellor read them.
- 15 July 2027: open the application on thegatesscholarship.org as soon as it goes live and copy the exact questions into a document.
- Early September 2027: submit a week before 15 September, then confirm you received the submission email.
- October 2027: file the FAFSA as soon as it opens, usually on 1 October. Pell eligibility is confirmed through it, and semifinalists will need it.
How to write the Gates Scholarship essays
The foundation does not publish its essay questions outside the portal, and it can change them each year, so I will not list prompts here. What it does publish is what it looks for: academic excellence, leadership, and what it calls strong personal success skills. Every written answer should give evidence for at least one of those.
- Pick specific moments: one shift at a job while caring for siblings says more than a paragraph on “hard work”.
- Show what you did, then what changed: readers want action and result, even on a small scale.
- Avoid repeating your activities list: use essays to explain why something mattered, not to list it again.
- Keep the tone plain: honest writing about money or family pressure reads better than dramatic writing.
A sample opening, for illustration only: “From ninth grade I left school at 3:10 to pick up my brothers by 3:30, so I did my homework at the laundromat while our clothes dried. By junior year I had turned that hour into a study group for four other kids who waited there too.” It shows responsibility, routine and leadership without asking for sympathy. Write your own version; selection readers spot borrowed stories.
Eligibility edge cases
- DACA recipients and undocumented students: they are not eligible for federal Pell Grants, so they cannot meet the Pell rule, and they are not permanent residents.
- Refugees and asylees in the US: they can be eligible for federal aid, but the official rule names citizens and permanent residents. Ask the scholarship directly before relying on refugee or asylee status.
- Dual citizens living abroad: US citizenship counts, but you still need Pell eligibility and plans to enrol full time at a four-year US college.
- Students planning community college first: the rule requires full-time enrolment in a four-year degree, so a two-year start does not fit.
- College students and gap-year students: the scholarship is for high school seniors only.
What happens after you apply
Applications are reviewed after 15 September. Semifinalists are chosen and complete a second stage between December and January, with further written work and supporting documents set out in the portal. Finalists are interviewed in March, scholars are told in April, and the award goes to the college between July and September. Because the award is last-dollar, the amount depends on the aid offer from the college you choose, so compare offers carefully.
Costs the Gates Scholarship may not cover
- Your Student Aid Index: the formula subtracts it first, so if your SAI is above zero, your family is expected to pay that share.
- Spending above the college’s cost of attendance: the award is calculated against the college’s official budget, so extra travel or personal spending above it is yours.
- Application costs: college application fees and test fees before you win. Fee waivers are often available to Pell-eligible students.
Common mistakes in Gates Scholarship guides
| Common claim | What the official sources say |
|---|---|
| “Fully funded” | Last-dollar: it pays only the cost left after other aid and the Student Aid Index |
| You must belong to a minority group | Removed in April 2025; open to all Pell-eligible students |
| “300+ scholars a year” | About 300 a year |
| Open to “talented students” in general | US citizens and permanent residents only |
| Deadline “not announced” | The 2027 round closed on 15 September 2026 |
US scholarships international students can apply for instead
If you are not a US citizen or permanent resident, put your energy into awards that accept you. These are the places I would look first:
- Full-need college aid: some US universities meet full financial need for a limited number of international undergraduates. Our list of the best American scholarships for international students covers these alongside Fulbright, Knight-Hennessy, the Humphrey Fellowship and AAUW awards.
- University merit awards: Duke’s Karsh International Scholarship pays the full cost of attendance for four years, and only international students can hold it. See our guide to Duke University scholarships.
- Awards closing soon: our running list of US scholarships with upcoming deadlines shows which sponsors are still taking applications between November 2026 and March 2027, with the eligibility for each.
Read the eligibility section of any US scholarship before anything else. Many private American awards, like the Gates Scholarship, require citizenship or permanent residence because they are tied to federal aid forms.
Gates Scholarship compared with full-ride options open to international students
| Award | Open to international students? | What it covers | Deadline |
|---|---|---|---|
| Gates Scholarship | No (US citizens and permanent residents) | Cost of attendance left after other aid and the SAI | 15 September 2027 |
| Dartmouth King Scholars Program | Yes, low-income international students | Full aid for tuition, room and board, plus insurance, a computer and a yearly trip home | 1 November 2026 (Early Decision) or 1 January 2027 |
| Morehead-Cain Scholarship (UNC) | Yes, through nomination or referral | Tuition, housing, meals, books and summer programmes for four years | 1 October 2027 |
| Tulane University scholarships | Yes | Merit aid up to $32,000 a year; Global Scholarships up to full tuition or full cost | 1 or 10 November 2026 for best consideration |
Who should apply, and who should not
Apply if you are a US citizen or permanent resident in your senior year, likely to be Pell-eligible, near the top of your class with at least a 3.3 weighted GPA, and headed for a four-year degree. Even a partial last-dollar award can close a gap that would otherwise mean loans.
Do not apply if you are an international student, a DACA recipient, already in college, or from a family income well above the Pell range. Your time is better spent on the awards in the table above or the US scholarships that accept your status.
FAQ on the Gates Scholarship
Can international students apply for the Gates Scholarship?
No. You must be a US citizen or permanent resident and eligible for a federal Pell Grant, so students on a study visa cannot apply.
When is the Gates Scholarship deadline for 2028 college entry?
15 September 2027, the same date as the round that just closed. Applications should open on 15 July 2027; check thegatesscholarship.org when the portal opens.
Does the Gates Scholarship cover everything?
It covers the cost of attendance that remains after other financial aid and your Student Aid Index. For some scholars that is close to the full cost; for others it is a smaller top-up.
Do you have to be a minority to get the Gates Scholarship?
Not any more. In April 2025 the Gates Foundation opened the scholarship to all Pell-eligible students, regardless of race or ethnicity.
Sources and updates
Eligibility rules, coverage and the 2026 to 2027 timeline come from the official Gates Scholarship page. The reference to US nationals, semifinalist documents and renewal rules comes from an earlier version of the scholarship’s student FAQ. The April 2025 eligibility change is reported by the Journal of Blacks in Higher Education and the Chronicle of Philanthropy, which also gives the figure of about 300 scholars a year. Checked on 24 October 2026. I will update the 2027 dates when the foundation publishes them. The Pell rules for DACA recipients and other non-citizens follow Federal Student Aid’s published eligibility rules.
