The Iowa State University International Merit Scholarship pays new international undergraduates $2,000 to $10,000 a year, for a total of up to $40,000 over four years. It comes in two levels, the Award of Achievement and the Award of Distinction, with separate amounts for first-year and transfer students. Unlike many US merit awards, it is not automatic: you must complete Iowa State’s OneApp scholarship application after you apply for admission.
For fall 2027, first-year applicants should submit by the priority date of 15 February 2027; the final deadline is 1 May 2027. The award goes only toward tuition and fees, and Iowa State’s own cost estimate for an international student is $49,326 a year before medical insurance, so this is a partial scholarship. Plan your budget around that.

How much is the Iowa State International Merit Scholarship?
| Student type | Award | Per year | Maximum total | Length |
|---|---|---|---|---|
| First-year | Award of Achievement | $5,000 to $10,000 | Up to $40,000 | Up to 8 semesters |
| First-year | Award of Distinction | $2,000 to $4,000 | Up to $16,000 | Up to 8 semesters |

| Transfer | Award of Distinction | $2,000 to $4,000 | Up to $10,000 | Up to 5 semesters |
Iowa State does not publish GPA or test cut-offs for each level. The Achievement award is the higher one; the Distinction award is the smaller one. Your offer letter tells you which you received and the yearly amount.
The award ends at 8 semesters (or 5 for transfers) or when you finish your degree, whichever comes first.
Is the Iowa State scholarship fully funded?
No. The top award of $10,000 a year covers roughly a third of tuition and fees for an international student. Housing, food, books, personal costs and the mandatory medical insurance remain your responsibility, and the scholarship cannot be used for them because Iowa State restricts it to tuition and fees.
Iowa State cost of attendance for international students
Iowa State’s financial aid office currently lists 2025-2026 figures. The 2026-2027 table was not yet published when I checked.
| Item (2025-26) | International student | Non-resident US student |
|---|---|---|
| Tuition and fees | $32,148 | $30,140 |
| Food and housing (on campus) | $10,928 | $10,928 |
| Books, materials, supplies, equipment | $800 | $800 |
| University expenses | $43,876 | $41,868 |
| Personal expenses (on campus) | $5,450 | $3,350 |
| Total cost of attendance | $49,326 | $45,218 |
Every international student enrolled for at least one credit must also buy the ISU Student and Scholar Medical Insurance Plan, which is not included above.
For your I-20, Iowa State asks first-year applicants to show $52,000 for one year in most majors, or $54,300 for Design majors and the Animal Enterprise and Innovation programme. That is a higher number than the 2025-26 cost table and is the figure to plan with for fall 2027.
What you pay after the award
| Award received | Proof of funds (most majors) | Award per year | Remaining |
|---|---|---|---|
| First-year Achievement, top amount | $52,000 | $10,000 | $42,000 |
| First-year Achievement, lowest amount | $52,000 | $5,000 | $47,000 |
| First-year Distinction, top amount | $52,000 | $4,000 | $48,000 |
| No award | $52,000 | $0 | $52,000 |
These are my subtractions using the proof-of-funds figure. Your actual bill depends on housing and course fees.
Who is eligible?
First-year applicants
- You are admitted to Iowa State as an international first-year student.
- You pay tuition at the international rate.
- You complete the OneApp scholarship application.
- You accept your admission offer by 1 May 2027 for fall entry (15 December 2026 for spring 2027).
Selection is a holistic review of your SAT or ACT scores and your high school grades. Iowa State does not require the SAT or ACT for admission, but for this scholarship a test score is part of what is reviewed, so I would take one if you can. A score of 1200 on the SAT or 25 on the ACT also satisfies the admission GPA requirement on its own.
Transfer applicants
- You are admitted as an international transfer student.
- Your cumulative college GPA is the equivalent of 3.0 out of 4.0 or higher.
- You pay international tuition.
- You show strong achievements in areas such as maths, sciences, arts, leadership, community service, innovation or entrepreneurship.
- You complete OneApp and accept your offer by 1 May (fall) or 15 December (spring).
Iowa State International Merit Scholarship deadlines

| Transfer | Fall 2027 | 1 March 2027 | 30 June 2027 |
| Transfer | Spring 2027 | 15 November 2026 | 15 December 2026 |
Admission itself is rolling. Iowa State suggests applying at least six to eight weeks before your start date, but the merit award has these fixed dates, and awards are limited. Apply for admission in autumn 2026 so you can complete OneApp well before 15 February.
The scholarship is a separate step
Admission does not enter you for this award. After you apply, log in to OneApp, finish the General Application, then open Opportunities and choose “International Student Admissions Scholarship Application” for your term.

How to apply: step by step
- Create your admission account: use your full name exactly as on your passport.
- Pay the $65 fee: by credit card.
- Upload academic records: list every school and post-secondary institution, even ones you do not want credit for.
- Upload financial documents: the sponsor form and bank statement as a single file.
- Upload your passport: plus certified English translations of any non-English records.
- Send your SAT or ACT: if you have one. It counts toward first-year merit selection.
- Send your English score: it can arrive up to 30 days after the deadline.
- Complete OneApp: the General Application, then the International Student Admissions Scholarship Application, by 15 February 2027.
- Accept your offer: by 1 May 2027 to keep any award.
How to strengthen your scholarship application
For first-year students the review is mostly academic, so the practical steps are:
- Take the SAT or ACT early enough to retake it once.
- Make sure your transcript shows maths and laboratory science, since Iowa State lists them among its core requirements.
- Fill in every part of the OneApp General Application. It is what the university uses to match you to awards.
For transfer students, achievements count. Write short, concrete answers: what you built, led or researched, and what changed because of it. A sentence like “I ran the robotics club’s outreach visits to four primary schools, reaching about 300 pupils” says more than “I am passionate about STEM”.
What happens after you apply
- Admission decision: Iowa State reviews applications on a rolling basis. If admitted, you get an offer letter and your Form I-20.
- Scholarship review: awards are limited and the priority date is 15 February 2027, so finish OneApp by then. Iowa State has not published a fixed notification date, so watch your OneApp account and email.
- Accept your offer: by 1 May 2027 for fall. Students who accept later lose eligibility for the award.
- Send official records: admission becomes final only when official hard-copy academic records arrive by the date in your offer letter.
- Visa: pay the SEVIS I-901 fee and book your F-1 interview.
Eligibility edge cases
- Spring entry: you can start in January. The first-year spring priority deadline is 15 November 2026 and the final deadline 15 December 2026.
- College credits from school: if you took college courses after finishing secondary school, you apply as a transfer, with the lower transfer award amounts.
- Change of residency: the award requires you to stay classified as an international student. If your classification changes, for example because you become a US permanent resident, you can lose it.
- Part-time study: dropping below 12 credits in a fall or spring semester breaks the renewal rules.
How to keep the scholarship
- Keep a cumulative GPA of at least 2.5.
- Complete at least 12 credits each fall and spring semester.
- Stay classified as an international student.
- Use the funds only for undergraduate tuition and fees.
Costs the scholarship does not cover
- Food and housing (about $10,928 a year in 2025-26).
- The mandatory ISU medical insurance plan.
- Books, supplies and personal costs.
- The $65 application fee, SEVIS fee and visa fee.
- Flights and winter clothing for Iowa.
Common mistakes
- Assuming the award is automatic and never opening OneApp.
- Missing 15 February while waiting for admission. Apply for admission early so you have time for both.
- Skipping the SAT or ACT, which first-year merit selection uses.
- Showing proof of funds net of a scholarship you have not yet been offered.
- Accepting the admission offer after 1 May.
